Jefferson County Board approves election judges list

Jefferson County Board met Monday, July 25.

The board meets at 7 p.m. on the fourth Monday of each month, unless changed due to a holiday.

Here are the minutes as provided by Jefferson County:

The Jefferson County Board met in Recessed Session on Monday, July 25, 2016, in the Jefferson County Board Room, located on the lower level of the County Courthouse.

Chairman Robert White called the meeting to order at 7:00 p.m.

County Clerk & Recorder Connie Simmons called the roll: Board Members present: Jeff Williams, Bob Watt, Sean Wilkey, James Malone, Cliff Lindemann, Tim Marlow, Wayne Hicks, Tommy Hayes, Justin Fulkerson, Randy Edwards, Steve Draege and Robert White. (12) Board Members absent: Joyce Damron (1) Legal Counsel present: State's Attorney Douglas Hoffman

The invocation was given by Watt followed by the Pledge of Allegiance led by White.

Public Input

Board Member Shirley Roney of the Illinois Bicentennial Celebration Committee spoke in support of their resolutions stating there is no financial obligations for the County.

Motion by Hicks seconded by Williams to approve the four resolutions regarding the Illinois Bicentennial Celebration. Voice vote. Motion Carried. (12 aye - 0 nay - 0 abstain)

Board Member and Chairman comments

Lindemann stated he feels that Board Members should visit all the Boards that we appoint members to at least once a year.

Malone commended Nicole Hollenkamp for renting the Aquatic Center and offering to the area youth for $1 admission. She has donations for juices and snacks.

Malone recognized his area youths for clean up on Conger Avenue with support from Rev. James Gordon. Malone pays them a small fee for helping and they do this every Saturday during the summer. Last Saturday Chief Deputy Taylor and Mt. Vernon Police were present to talk and pray with the youth.

Chairman White stated that the coverage regarding additional deputies was misleading, and if there is money there, then we will have more deputies. The budget process has just started and we hope to know more about anticipated income by next month. Also, he expects to have more information regarding the Ina Boat Ramp proceedings next month. Kischa Jackson, the County representative on the RLCD Board, has stated they did approve a 3% decrease in property taxes.

Edwards recognized the hard work and service of former RLCD Board Member Jim Rippy.

Motion by Malone seconded by Hayes to approve the June 27, 2016, Regular Session Full Board Meeting minutes. Voice vote. Motion Carried. (12 aye - 0 nay - 0 abstain)

Technology Committee Chair Lindemann presented the minutes from the July 21, 2016 Committee Meeting.

Public Safety Committee Chair Hayes presented the minutes from the July 21, 2016, Committee Meeting.

Hayes moves seconded by Edwards to accept the Animal Shelter Report as presented. Voice vote. Motion Carried. (12 aye - 0 nay - 0 abstain)

Hayes moves seconded by Lindemann to accept the Animal Shelter Volunteer Policy as presented. Voice vote. Motion Carried. (12 aye - 0 nay - 0 abstain)

Highway Committee Chair Draege presented the minutes from the July 21, 2016, Committee Meeting as amended.

Draege moves seconded by Edwards to approve the monthly highway claims as presented. Roll call vote. Motion Carried. (12 aye - 0 nay - 0 abstain)

Draege moves seconded by Hicks to award the monthly fuel to Gateway FS at the price of $1.57 per gallon for diesel and $1.44 per gallon for gasohol for a combined price of $3.01. Roll call vote. Motion Carried. (12 aye - 0 nay - 0 abstain)

Land, Tax & Appointments Committee Chair Edwards presented the minutes from the July 21, 2016, Committee Meeting.

Edwards moves seconded by Marlow to appoint Robert Kane to the Jefferson County Board of Review for a two year term (replacing Jerry McCracken). Roll call vote. Motion Carried. (12 aye - 0 nay - 0 abstain) Chairman appoints.

Edwards moves seconded by Hayes to appoint Steve Chiapelli to the Jefferson County Merit Commission per Sheriff Allen's recommendation. Roll call vote. Motion Carried. (12 aye - 0 nay - 0 abstain) Chairman appoints.

Edwards moves seconded by Draege to appoint Monty Russell to the Woodlawn Fire Protection District Board. Voice vote. Motion Carried. (12 aye - 0 nay - 0 abstain) Chairman appoints.

Edwards moves seconded by Draege to re-appoint Rhonda King to the Woodlawn Fire Protection District Board. Voice vote. Motion Carried. (12 aye - 0 nay - 0 abstain) Chairman re-appoints.

Edwards moves seconded by Draege to appoint Mike Petersen and Frank Bechtel to the Woodlawn Oddfellows Cemetery Board. Voice vote. Motion Carried. (12 aye - 0 nay - 0 abstain) Chairman appoints.

Edwards moves seconded by Malone to re-appoint Kathy Wood and Lori Given to the Jefferson County Health Department Board. Voice vote. Motion Carried. (12 aye - 0 nay - 0 abstain) Chairman re-appoints.

Edwards moves seconded by Hicks to approve the Election Judges List as submitted by County Clerk Connie Simmons from recommendations of precinct committeemen and party chairmen with adjustments to be made as needed. Roll call vote. Motion Carried. (12 aye - 0 nay - 0 abstain)

Services Committee Chair Malone stated this Committee did not meet this month.

Motion by Malone seconded by Hayes to accept the Public Defenders Reports as presented. Voice vote. Motion Carried. (12 aye - 0 nay - 0 abstain)

Fiscal Committee Chair Watt presented the minutes from the July 21, 2016, Committee Meeting.

Watt moves seconded by Marlow to approve the paid claims as presented. Roll call vote. Motion Carried. (12 aye - 0 nay - 0 abstain)

Watt moves seconded by Edwards to approve the Payroll Distribution Report as presented. Roll call vote. Motion Carried. (12 aye - 0 nay - 0 abstain)

Motion by Watt seconded by Malone to approve all Committee Reports as presented/amended. Voice vote. Motion Carried. (12 aye - 0 nay - 0 abstain)

Correspondence

County Clerk Simmons stated we received $7,200 on July 22, 2016, from the State of Illinois for partial reimbursement for March Election Judges.

County employee Vera Hayes' husband Rick passed away last Friday after a long fight with cancer so please remember the family in your prayers.

Old Business

Motion by Wilkey seconded by Fulkerson to approve the resolution in support of Restructuring of South Central Illinois Transit Board of Trustees. Voice vote. Motion Carried. (12 aye - 0 nay - 0 abstain)

No action was taken on the County Property Tax refund as a new home incentive as more research is being conducted.

Motion by Watt seconded by Malone to go into Executive Session at 7:49 p.m. to discuss collective bargaining per 5 ILCS 2(C)(2). Roll call vote. Motion Carried. (12 aye - 0 nay - 0 abstain)

Motion Malone seconded by Hicks to come out of Executive Session at 8:17 p.m. Roll call vote. Motion Carried. (12 aye - 0 nay - 0 abstain)

Motion by Williams seconded by Watt to recess at 8:18 p.m. Voice vote. Motion Carried. (12 aye - 0 nay - 0 abstain)
