Waterloo City Council met Nov. 7.

Here is the minutes as provided by the Council:

1. The meeting was called to order by Mayor Tom Smith.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter, Frederick, Koerber and Heller.

3. Pledge of Allegiance led by Mayor Smith. Following the Pledge the Kaskaskia Trail Chorus sang the National Anthem.

4. Correction or Withdrawal of Agenda Items by Sponsor.

None.

5. Approval of Minutes as Written or Amended.

Motion made by Alderman Koerber and seconded by Alderman Hopkins to approve October 17, 2016 7:30 p.m. City Council Meeting Minutes. Motion passed unanimously with Aldermen Koerber, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Frederick

voting yea.

6. Petitions by Citizens on Non-Agenda Items.

None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

No report.

B. Report of Treasurer.

No report.

C. Report of Zoning Administrator.

Administrator Nagel stated there will be a Planning Commission Meeting Monday at 7:30 p.m.

D. Report of Director of Public Works.

Director Tim Birk reported the Oak Street Water Main Project is going well.

E. Report of Chief of Police.

Chief Trantham stated this week will be the last Senior Academy which has been successful and very well attended.

F. Report and City Attorney.

G. Report and Communication by Mayor.

1. Presentation to the Kaskaskia Trail Chorus for their 50 Year Anniversary.

2. Presentation to the Metzger-Crook VFW Post #6504 for their 70 Year Anniversary.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen.

A. Consideration and Action on Ordinance No. 1705 Authorizing the Lease of Municipally Owned Real Property to the House or Neighborly Service. Motion made by Alderman Trantham and seconded by Alderman Hopkins to approve Ordinance No 1705 authorizing the lease of municipally owned real property to the House of Neighborly Service. Motion passed unanimously with Aldermen Trantham, Darter, Frederick, Koerber, Heller, Notheisen, Thomas and Hopkins voting yea.

B. Consideration and Action on Resolution No. 16-11 Approving the 2017 MFT Program in the Amount of $359,628.60. Motion made by Alderman Notheisen and seconded by Alderman Frederick to approve Action on Resolution No. 16-11 Approving the 2017 MFT Program in the Amount of $359,628.60. Discussion. State of IL amendment requirement. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Frederick, Koerber and Heller voting yea.

12. Miscellaneous Business.

A. Consideration and Action on Warrant No. 547. Motion made by Alderman Darter and seconded by Alderman Heller to approve Warrant No. 547. Motion passed unanimously with Aldermen Darter, Frederick, Koerber, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

B. Consideration and Action on 2017 Contribution of $250.00 to “Explore Waterloo” Merchant & Restaurant Group to be paid out of the Hotel/Motel Tax Fund. Motion made by Alderman Koerber and seconded by Alderman Heller to approve the 2017 contribution of $250.00 to “Explore Waterloo” Merchant & Restaurant Group to be paid out of the Hotel/Motel Tax Fund. Motion passed unanimously with Aldermen Koerber, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Frederick voting yea.

C. Consideration and Action Request on Street Closure Request and Parade Route Approval for the Annual GLOW Lighted Holiday Parade to be held on Saturday, November 26, 2016 at 5:00 p.m., with the Route to Begin at Gibault Catholic High School on Columbia Avenue east to Main Street, south to Third Street and then west to SPPS. Motion made by Alderman Koerber and seconded by Alderman Hopkins to approve the request for Street Closure and Parade Route Approval for the Annual GLOW Lighted Holiday Parade to be held on Saturday, November 26, 2016 at 5:00 p.m., with the route to begin at Gibault Catholic High School on Columbia Avenue, east to Main Street, south to Third Street and then west to SPPS. Motion passed unanimously with Aldermen Koerber, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Frederick voting yea.

D. Consideration and Action on Renewal of Liability and Workers Compensation and Equipment Breakdown Insurance Coverage with IMLRMA. Motion made by Alderman Heller and seconded by Alderman Darter to approve the renewal of Liability and Worker’s Compensation and Equipment Breakdown Insurance Coverage with IMLRMA. Discussion. Alderman Heller reported on the agreement from the Committee. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Frederick and Koerber voting yea.

E. Consideration and Action on Waiver of Building Permit and Inspection Fees for I.O.O.F. Lodge #27 in the Total Amount of $190.00. Motion made by Alderman Koerber and seconded by Alderman Notheisen to approve the waiver of Building Permit and Inspection Fees for the I.O.O.F. Lodge #27 in the total amount of $190.00. Discussion. Mayor Smith thanked the Lodge for their continued support for the city. Motion passed unanimously with Aldermen Koerber, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Frederick voting yea.

F. Consideration and Action on Approval of AFSCME Union Contract. Motion made by Alderman Hopkins and seconded by Alderman Darter to approve the AFSCME Union Contract. Discussion. There was one “no” vote in the rank and file.

Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Frederick, Koerber, Heller, Notheisen and Thomas voting yea.

G. Consideration and Action on Executive Session for the Purpose of Conducting the Semi-Annual Minute Review as provided for by 5 ILCS 120/2(C)(21). Motion made by Alderman Notheisen and seconded by Alderman Thomas to go into Executive Session for the purpose of conducting the semi-annual minute review as provided for by 5 ILCS 120/2(c)(21). Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Frederick, Koerber and Heller voting yea. Time 7:56 p.m. The meeting reconvened at 8:20 p.m. Motion to reconvene made by Alderman Thomas and seconded by Alderman Frederick. Motion passed unanimously by voice vote. Mayor Smith presented the list of minutes from Schedule A which are minutes to be released: 10-24-16, 07-18-16, 02-08-16, 01-11-16, 07-13-15, 12-07-15, 12-14-15 and Schedule B which are to be kept confidential: 04-13-16, 08-08-16, 08-15-16, 09-12-16.

Motion made by Alderman Heller and 2nd by Alderman Darter to accept Schedules A & B. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Frederick voting yea.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. Alderman Notheisen stated the Senior Academy he attended with his father-in-law was very well done. Alderman Hopkins is happy with contract signed with AFSCME although he had some suggestions. Alderman Heller read a letter from the Mayor and visitors from Porta Westfalica wherein they said how much they enjoyed their stay in Waterloo, our hospitality and the ‘honorary citizen’ certificate they received. Shawn Kennedy informed everyone of the upgraded wifi and new password. Mayor Smith reminded everyone of the recognition of the descendants of the Revolutionary War program on November 10th at 6:30 p.m. at the Waterloo High School. November 11th at 11 a.m. there will be a replay at the monument. The Bicentennial Dinner went well on November 5th at Turner Hall. Alderman Koerber will be sworn in as a new Monroe County Commissioner on December 1, 2016.

14. Motion to Adjourn. Motion made by Alderman Thomas and seconded by Alderman Hopkins to adjourn. Motion passed by unanimous voice vote. Mayor Smith adjourned the meeting at 8:25 p.m.
