La Salle City Council addresses valet parking issues

The La Salle City Council met Jan. 17 to address valet parking issues.

OF THE LA SALLE CITY COUNCIL

HELD IN THE COUNCIL CHAMBERS,

745 SECOND STREET, LA SALLE, IL.

7:00 P.M., Tuesday, January 17, 2017

The meeting was called to order at 7:09 p.m.

PLEDGE OF ALLEGIANCE

Present- Mayor Grove, Alderman Demes, Bacidore, Reynolds, Lavieri, Duncan, Herndon, Schneider

Excused Absence: Alderman Ptak

A quorum was present.

APPROVAL OF MINUTES

Moved by Alderman Demes and seconded by Alderman Reynolds that the minutes of the regular City

Council meeting held on Tuesday, January 3, 2017 are approved and placed on file. Each and every

alderman has a copy.

Voice vote, all ayes. Motion carried.

PRESENTATION

Moved by Alderman Lavieri and seconded by Alderman Herndon to allow Mike Wagner to address the

council concerning valet parking and related matters.

At the request of the City, Mike Wagner of Illinois Valley Valet LLC and his Managing Director Ashley

Bodhaine presented information to the Council about their valet parking services. Currently, the company

provides valet parking services for the Lone Buffalo in Ottawa. The City would need to pass an ordinance

to allow this service within the City. Mayor Grove stated that we will let the restaurant owners decide if

there is a demand for such a service.

PETITIONS

Moved by Alderman Lavieri and seconded by Alderman Schneider to grant the requests of the Illinois

Valley Alzheimer’s Group, Carrie-All Inc. d/b/a RePhils, Club 55, Peru Education Foundation and La

Salle-Peru Township High School Foundation and the Lighted Way Foundation for 2017 Raffle Licenses.

Moved by Alderman Demes and seconded by Alderman Reynolds to grant the request of Gail Kozel for a

Sign Permit for 5’ x 10’ single faced, non-illuminated wall sign for Senior Watchdog Inc. located at 801

Second Street and related matters. Each and every alderman has a copy.

REPORT OF CITY OFFICERS

Moved by Alderman Lavieri and seconded by Alderman Herndon to accept and place on file the

Treasurer’s Report for December 2016 showing total cash balances in the La Salle State Bank of

$8,261,490.25 and in Hometown National Bank of $108,660.44. Each and every alderman has a copy.

Voice vote, all ayes. Motion carried.

STANDING COMMITTEES

Moved by Alderman Lavieri and seconded by Alderman Duncan to accept the recommendation of the

Finance Committee and accept and place on file the Financial Audit for the City of La Salle for fiscal year

ending April 30, 2016. Each and every alderman has a copy.

Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept the recommendation of the

Streets, Alleys and Traffic Committee and grant the request of Rudy Gutierrez, resident of 119 First Street

to install “Resident Parking Only Between Signs” in front of his home allowing two designated parallel

parking spaces.

Moved by Alderman Bacidore and seconded by Alderman Herndon to accept the recommendation of the

Streets, Alleys and Traffic Committee and grant the request to install a “No Parking Back to Corner” sign

one car length past the corner at 9th and Creve Coeur on the east side of Creve Coeur.

OLD BUSINESS

Alderman Schneider complimented Mike Bird for the progress he is making on the building at 459 First

Street. Alderman Schneider added that Mr. Bird hopes to have the development ready by spring or early

summer.

NEW BUSINESS

Moved by Alderman Herndon and seconded by Alderman Reynolds to approve the Construction

Observation Agreement between Dixon Engineering Inc. and the City of La Salle for the 1,000,000

Gallon Hydro-Pillar project (Civic Tower) not to exceed $26,684.90. Each and every alderman has a

copy.

Motion Carried 7-0

Alderman Herndon stated that with the various new businesses coming into La Salle, the council may

need to consider increasing the number of Class A liquor licenses. The Mayor added that if we hit the

maximum the council could then decide if they want to increase the number.

ORDINANCES AND RESOLUTIONS

Moved by Alderman Demes and seconded by Alderman Reynolds to pass and place on file Resolution

201701 requesting authorization from the Illinois Department of Transportation to allow the City of La

Salle to proceed with sidewalk removal/replacement on US Route 6 and related matters. Each and every

alderman has a copy.

COMMENTS

There were no comments from the public. Alderman Schneider stated that he has been looking into the

costs of parking garages that have been built in various communities, as well as investigating possible

grant opportunities.

7:58 p.m. Moved by Alderman Lavieri and seconded by Alderman Herndon to exit regular session and

enter into Executive Session regarding pending and/or potential imminent litigation and related matters:

Collective bargaining and related matters, and acquisition and/or sale of city real estate and related

matters and the employment, appointment, performance and/or compensation of non-union personnel

and related matters pursuant to the Open Meetings Act including 5-ILCS 120 Section 2(c)1-3,5,6,and 11

thereof.

and placed on file. Each and every alderman has a copy.
