Mayor Steve Frattinicalled the meeting to order and led us in prayer.
Clerk called the roll and the following were present:

BUDGET OFFICE Carrie Cravens, Budget Director stated that we are working on the budget.
Codes Administrator Robert Craig stated that we have received partial grant for demolitions. We will have to spend the money first, then get reimbursed. First Baptist Church will be doing some volunteer work to
help with cleanup efforts.
Bill Sizemore, Chairman of the Public Works Committee was absent from the meeting.
Tom Somers, Public Works Director stated roof at fire department is almost done. We will be doing HVAC
& asbestos work after that,
PUBLIC Marilyn Ruppel, Chairman of the Public Improvement Committee was absent from the meeting. ܓܠ
PUBLIC SAFETY Jimmie Loyd, Deputy Police Chief stated that a juvenile has been arrested for burglary that may be
committed others. They are in the Juvenile Detention Center.
Fire Department had no representatives here. David Shoemake, Chairman of the Public Safety Committee stated there was a committee meeting before this meeting.
FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman McGuire, York, Miller, Ahlgren and Shoemake voted "Yea". None voted "Nay".
INSURANCE Deon McGuire, Chairman of the Insurance Committee had nothing to report.
LIBRARY Marilyn Ruppel, Liaison for the Herrin City Library was absent from the meeting.
CIVIC CENTER Scott Kinley, Liaison for the Herrin Civic Center was absent from the meeting. Richard Melvin, Director
LIAISON stated that the HHS Musical will be on 3/2 & 3/3. NHS Awards will be on 3/7.
ORDINANCE 6- Tabled. Still in Committee.
ORDINANCE 7- Motion made by Alderman York, seconded by Alderman Ahlgren to pass Ordinance 7-2017 Request for
2017 VARIANCE Variance to Build within Setback Area. N. Park Avenue. Owner: Patrick Garavalia. Recommendation TO BUILD WITH- from Zoning Board to approve the variance with no opposition. Alderman York, Miller, Ahlgren.
Shoemake and McGuire voted "Yea. None voted "Nay".
Motion made by Alderman Miller, seconded by Alderman McGuire to authorize AGE to secure and facilitate AGE TO SECURE retail electricity supply with Homefield Energy for various City owned facilities. Alderman Miller,
Ahlgren, Shoemake, McGuire and York voted "Yea". None voted "Nay".
TRICITY SUPPLY FOR CITY OWNED FACILITIES
RESOLUTION 1- Motion made by Alderman York, seconded by Alderman Shoemake to pass Resolution 1-2017 Deputy Police 2017 DEPUTY Chief Early Retirement Incentive. Recommendation from Finance Committee, will save money in the long POLICE CHIEF run. Alderman Ahlgren. Shoemake, McGuire, York and Miller voted "Yea". None voted "Nay". EARLY RETIRE
MAYOR Mayor announced the City received a grant for single family owner occupied rehabilitation. Applications
are available in the budget office.
He thanked Ed Avripas for leading the efforts to get new window coverings for some windows at City Hall.
As well as thanks to the council members for helping.
COUNCIL Alderman Miller sked for Tom to look into putting a stop sign on Lakeview at Hafer. Also, City held a
Budget public hearing last week and infrastructure seemed to be the main concern. In reviewing contracts, He stated that We have to treat the City like a business and run it as one. He will not be in favor of borrowing money to make payroll. He stated when persons retire, we need to look at not filling those positions until we are more financially stable. If citizens wish us to maintain staffing levels, then we will have to raise taxes.
Alderman McGuire stated that we are close to the end of the feline facility project. Mayor thanked Deon For overseeing the project.
Alderman Ahlgren stated that she believes the animal control van needs to have phone number listed on it.
PUBLIC Larry Pierce stated that the HPD doesn't answer his calls. He is accusing neighbor of illegal drug activities.
Helen Russell asked about driveway repair from water line repairs. Tom assured her she is on the list. The
railroad crossing on S. 22" Street is terrible. This is being looked into. There is a pot hole on Tyler Street
at 32nd Street.
David Minor thanked the police for the recent arrest. He commented that in Florida, golf carts have to go At least 25 MPH and keep up with traffic.
Michael Dean, Acting Soccer Coach at HJHS stated that he and the high school coach are working on ways to improve the soccer fields at the sports complex. They will be asking donations of the community. They host tournaments that bring several hundreds of people to our town that shop and eat here while they are visiting.
