Waterloo City Council met March 6.

Here is the minutes as provided by the Council:

1. The meeting was called to order by Mayor Tom Smith.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter, Frederick, Row and Heller.

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor. Motion made by Alderman Notheisen and seconded by Alderman Darter to remove Item #12D from the Agenda. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Frederick, Row and Darter voting yea.

5. Approval of Minutes as Written or Amended.

Motion made by Alderman Row and seconded by Alderman Darter to approve February 21, 2017, 7:30 p.m., City Council Meeting Minutes. Motion passed unanimously to approve the minutes with Aldermen Row, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and

Frederick voting yea.

6. Petitions by Citizens on Non-Agenda Items.

None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

No report.

B. Report of Treasurer.

No report.

C. Report of Zoning Administrator.

No report.

D. Report of Director of Public Works.

Tim Birk stated Hwy 156 / Lakeview Drive will be closed for a few days in midMarch so IDOT can complete the final work on the roundabout.

E. Report of Chief of Police.

Chief Douglas stated that he and Capt. Prosise attended the Southern Illinois Criminal Justice Summit in Mt. Vernon.

F. Report of City Attorney.

No report.

G. Report and Communication by Mayor.

1) Mayor Smith presented a Façade Grant Check for $10,000.00 to Bountiful Blossoms.

2) Mayor Smith presented a Military Commendation to Senior Airman Bryan

Jones, USAF.

3) Presentation of Check in the amount of $1,000.00 from the VFW to the Waterloo Police Department.

A. Consideration and Action on Warrant No. 551.

Motion made by Alderman Darter and seconded by Alderman Frederick to approve Warrant No. 551. Motion passed unanimously with Aldermen Darter, Frederick, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

B. Consideration and Action on Approval of the Annual Waterloo Homecoming to be held on August 25-26, 2017, including the Placement of No Parking Signs and Street Closures of Third Street: Main to Market; and, Mill Street: Main to Market; and, Main Street: Alley near HTC to Mill.

Motion made by Alderman Notheisen and seconded by Alderman Heller to approve the Annual Waterloo Homecoming to be held on August 25-26, 2017, including the placement of No Parking signs and street closures of Third Street: Main to Market; and, Mill Street; Main to Market; and, Main Street: alley near HTC to Mill. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Frederick, Row and Heller voting yea.

C. Consideration and Action on Procedure and Schedule of Proceedings Relative to the Adoption of the Annual Budget for the Fiscal Year of May 01, 2017 through April 30, 2018.

Motion made by Alderman Heller and seconded by Alderman Frederick to approve the Procedure and Schedule of Proceedings relative to the adoption of the Annual Budget for the Fiscal Year of May 01, 2017 through April 30, 2018. Alderman Heller read the Procedure and Schedule of Proceedings relative to the adoption of the Annual Budget. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Frederick, and Row voting yea.

D. Consideration and Action on Approval and Signing of Agreements Between the Waterloo Police Department and LexisNexis for eCrash, an Electronic Crash Reporting System.

Motion made by Alderman Notheisen and seconded by Alderman Hopkins for the approval and signing of agreements between the Waterloo Police Department and LexisNexis for eCrash, an Electronic Crash Reporting System. Discussion. Capt. Prosise displayed the crash report system. He explained the terms and conditions, description of services, scope of service and fees. He answered questions from the Council. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Frederick, Row and Heller voting yea.

13. Discussion of Matters by Council Members Arising After Agenda Deadline.

Alderman Hopkins thanked the VFW for donating $1,000.00 to the Waterloo Police Department. He reminded everyone about the golf tournament in June. Alderman Darter said the lunch and supper at the VFW was well attended and thanked everyone who helped.

14. Motion to Adjourn. Motion made by Alderman Heller and seconded by Alderman Row to adjourn. Motion passed by unanimous voice vote. Mayor Smith adjourned the meeting at 7:50 p.m.
