Village Of Coulterville Board of Trustees met April 17.

Here is the minutes provided by the Board:

The Village Board of Coulterville was called to Order in the Community Center for regular session on Monday, April 17, 2017 at 7:30 pm.

Those present for the roll call were Board members: Dyson, Long, Harvey, Knope, Wine and Hobbs.

•Moved by Knope, second by Wine to approve agenda as presented. All Ayes.

•Moved by Harvey, second by Long to approve minutes for April 3, 2017 regular meeting as presented. All Ayes.

•Moved by Long, Second by Knope to approve payment of invoices for April 17, 2017. All Ayes.

•Moved by Knope, second by Wine to approve March 2017 Treasurer's report. All Ayes.

Reports and Communications:

•Financial report: Nothing to report.

•Cemetery report: Nothing to report.

•Sewer report: Pepper Street lift station pump has been repaired and installed.

•Park report: The ball diamonds are tilled and ready. Jason will speak to the school about the hurdles out. Long was concerned about public Safety.

•Recycle report: Cleanup day to be set for May 20, 2017.

•Water report: The destratifier is turned back on for the warm weather seasons.

•Street report: Nothing to report.

Public Announcement/Guests:

•Howard Price addressed the board about the Village ordinance on sewer line maintenance. He did not believe the homeowners should be responsible for the costs and repairs to the lines running under the roadway. Chapter 39 of our utility code states that the property owner shall be responsible for costs and maintenance of the sewer lines to the main. Several other towns ordinances were checked and they read the same. Mayor Marlow stated that the village would assist in hauling debris but could not assist With the cost or repair. The board discussed that if the ordinance was changed so that the Village did maintain these lines that tap fee would have to be raised accordingly.

Public Comment

New Business:

•Moved by Wine, Second by Dyson to approve a building permit at 415 W. Chestnut for a garage addition. All Ayes.

•Moved by Knope, second by Wine to approve Ordinance 17-512 alternative proposals for 410 E. Grant Street. Long, Harvey, Knope and Wine voted Ayes, Dyson and Hobbs voted Nay the motion carried. Rodney Jackson Submitted a proposal to the board which included tearing down the existing building in return for the West half of the lot. Mayor Marlow asked each board member their opinion on the property and their thoughts for future opportunities. Dyson did not believe that we have had the building long enough nor had marketed the building aggressively enough to consider this proposal. The consensus was that the property was purchased to control What businesses Went there. The majority was not certain that a better opportunity would come along as Coulterville is such a small village and several businesses have closed.

•Moved by Long, Second by Knope to approve having an ordinance drawn up to amend the community center rental to Water customers only and raise the rental fee to $40.00. Dyson, Long, Harvey, Knope and Hobbs voted Ayes, Wine voted Nay, motion carried.

•The board discussed a resident request to place stop signs at Bratton and South Seventh Streets. No motion was as the board determined it was unnecessary to place a stop sign on a two block dead end street.

Old Business:

•Moved by Dyson, second by Long to approve Ordinance 17-513 amending Motor Vehicle Code - no parking Zones. Placing no parking between signs across from Casey's on East Grant Street. Dyson, Long, Harvey, Knope and Wine voted Ayes, Hobbs voted present, motion carried.

Adjournment:

•Moved by Knope, second by Harvey to adjourn at 9:13 pm. All Ayes.
