I. Call to Order

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 p.m. Upon roll call, the following were:

Ebersohl Present Huch Present

Agne Absent ReiS Present

Niemietz Present Holtkamp Present

Roessler Present Martens Present

Quorum present. Those in attendance recited the Pledge of Allegiance.

Administrative Staff present:

II. Delegations and Citizens' Comments

There were no delegations or citizen comments.

III. Read and Approve Minutes

A. Executive Session

The minutes of the Executive Session of the City Council held Monday, June 5, 2017 were submitted for approval.

Motion:

It was moved by Alderman Martens, and seconded by Alderman Reis, to approve the minutes of the Executive Session of the City Council held Monday, June 5, 2017 as on file at City Hall. Motion Passed 7 to O.

B. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, June 19, 2017 were submitted for approval.

Motion:

It was moved by Alderman Reis, and seconded by Alderman Martens, to approve the minutes of the Regular Meeting of the City Council held Monday, June 19, 2017 as on file at City Hall. Motion Passed 7 to 0.

C. Executive Session

The minutes of the Executive Session of the City Council held Monday, June 19, 2017 were submitted for approval.

It was moved by Alderman Huch, and seconded by Alderman Holtkamp, to approve the minutes of the Executive Session of the City Council held Monday, June 19, 2017 as on file at City Hall. Motion Passed 7 to 0.

IV. Report of Departments and Officers

A. Police and Communications

The report of the Police Department was presented to the Council.

1. Ordinance No. 3335 - Amend Part-Time Police Officer Hiring Standards

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Holtkamp, to approve Ordinance No. 3335, an ordinance amending hiring standards for part-time police officers. Motion Passed 7 to 0.

B. Community Development

The report of Community Development was presented to the Council.

1. Hire Kevin Derezotes as Part-Time Code Compliance Officer

Mr. Derezotes was introduced to the Council. Mr. Morani stated that Mr. Derezotes has Successfully completed all pre-employment requirements. His salary will be $17.50 per hour, which will be increased to $18.00 per hour after a 90-day probationary period.

Motion:

It was moved by Alderman Huch, and seconded by Alderman Ebersohl, to accept the recommendation of the Director of Community Development and hire Kevin Derezotes as a part-time Code Compliance Officer. Motion Passed 7 to 0.

2. Special Event-July Wednesday Workouts

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Reis, to approve the Special Event Permit for July Wednesday Workouts as submitted and on file at City Hall. Motion Passed 7 to 0.

3. Special Event - Columbia Days Festival and Parade

Motion:

It was moved by Alderman Huch, and seconded by Alderman Martens, to approve the Special Event Permit for the Columbia Days Festival and Parade as submitted and on file at City Hall. Motion Passed 7 to 0.

4. Special Event- Fire Department Muster

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Huch, to approve the Special Event Permit for the Fire Department Muster as submitted and on file at City Hall. Motion Passed 7 to 0.

C. City Engineer

The report of the City Engineer was presented to the Council.

D. Finance

1. Vouchers To Be Paid

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Huch, to authorize the payment of vouchers received through June 29, 2017 in the amount of one hundred twentythree thousand, six hundred ninety-one dollars and twenty-nine cents ($123,691.29). Motion Passed 7 to 0.

2. Statement of Funds

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Martens, to approve the Statement of Funds through May 31, 2017 as presented and on file at City Hall. Motion Passed 7 to 0.

E. City Attorney

The City Attorney presented his report to the Council.

F. City Administrator

The report of the City Administrator was presented to the Council.

1. Reciprocal Agreement-Exchange of Information with the Illinois Department of Revenue

Motion:

It was moved by Alderman Holtkamp, and seconded by Alderman Reis, to authorize the Mayor and City Clerk to sign a Reciprocal Agreement on Exchange of Information between the City of Columbia and the Illinois Department of Revenue. Motion Passed 7 to 0.

2. Electric Supply Contract-Street Lighting

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Niemietz, to ratify the Committee of the Whole action authorizing the Mayor to sign an Electric Supply Contract for street lighting with Illinois Gas and Electric. Motion Passed 7 to 0.

3. Electric Supply Contract- General Accounts

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Martens, to authorize the Mayor to sign an Electric Supply Contract for general accounts with Homefield Energy. Motion Passed 7 to 0.
