I. Cal To Order

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 p.m. Upon roll call, the following were:

Ebersohl Present Huch Present

Agne Present Reis Present

Niemietz Present Holtkamp Present

Roessler Present Martens Present

Quorum present. Those in attendance recited the Pledge of Allegiance.

Administrative Staff present:

III. Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, May 15, 2017 were submitted for approval.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Reis, to approve the minutes of the Regular Meeting of the City Council held Monday, May 15, 2017 as on file at City Hall. Motion Passed 8 to 0.

B. Executive Session

The minutes of the Executive Session of the City Council held Monday, May 15, 2017 were submitted for approval.

Motion:

It was moved by Alderman Holtkamp, and seconded by Alderman Ebersohl, to approve the minutes of the Executive Session of the City Council held Monday, May 15, 2017 as on file at City Hall. Motion Passed 8 to 0.

IV. Report of Departments and Officers

A. Community Development

The report of the Community Development Department was presented to the Council.

1. Resolution No. 2017-08 - Planning Consultant Agreement

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Martens, to approve Resolution No. 2017-08, a resolution approving a Consulting Agreement with Scott Hanson as a Planning Consultant for the City of Columbia, and directing and authorizing the Mayor to execute said Consulting Agreement. Motion Passed 8 to 0.

2. Ordinance No. 3328 - Codification and Renumbering of Subdivision Code

Motion:

It was moved by Alderman Agne, and seconded by Alderman Martens, to approve Ordinance No. 3328, an ordinance accepting the Recodification and Renumbering of the Subdivision Code of the City of Columbia and making certain substantive changes. Motion Passed 8 to 0.

3. Special Event Request - Who Dat's Crawfish/Shrimp Boil

Motion:

It was moved by Alderman Huch, and seconded by Alderman Holtkamp, to approve the Special Event Request Application for Who Dat's Crawfish/Shrimp Boil as submitted and on file at City Hall. Motion Passed 8 to 0.

B. City Engineer

The report of the City Engineer was presented to the Council.

1. Engineering Agreement-TWM Inc. for American Legion Park Comfort Station

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Reis, to approve the Engineering Agreement with Thouvenot, Wade, & Moerchen Inc. for engineering services for the American Legion Park Comfort Station Replacement Project. Motion Passed 8 to 0.

C. Finance

1. Vouchers To Be Paid

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Martens, to authorize the payment of vouchers received through June 1, 2017 in the amount of three hundred thirtynine thousand, eight hundred forty-nine dollars and seven cents (S339,849.07). Motion Passed 8 to 0.

2. Statement of Funds

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Huch, to approve the Statement of Funds through April 30, 2017 as presented and on file at City Hall. Motion Passed 8 to 0.

D. City Attorney

The City Attorney presented his report to the Council.

E. City Administrator

The report of the City Administrator was presented to the Council.

1. Resolution No. 2017-09- Immaculate Conception Church Easement and Access Easement

Motion:

It was moved by Alderman Martens, and seconded by Alderman Reis, to approve Resolution No. 2017-09, a resolution approving and authorizing the execution of an Easement and Access Easement with Immaculate Conception Church. Motion Passed 8 to 0.

2. Ordinance No. 3329 - Prevailing Wages

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Huch, to approve Ordinance No. 3329, an ordinance ascertaining the Prevailing Rate of Wages for Laborers, Workers, and Mechanics employed on Public Works of the City of Columbia. Motion Passed 8 to 0.

F. Mayor

The report of the Mayor was presented to the Council.

Motion:

It was moved by Alderman Reis, and seconded by Alderman Niemietz, to approve the report of Departments and Officers as presented and on file at City Hall. Motion Passed 8 to 0.

V. Old Business

A. Safety Town

Deputy Chief Donjon informed the Council that the Safety Town event was taking place this week and is in its 12th year. Deputy Chief Donjon also stated there are over 20 high school Volunteers who assist with the program and then invited the Council to attend the graduation program this Friday.

VI. New Business

There was no New Business brought before the Council.

VII. Report of Standing Committees

There were no Reports of Standing Committees.

IX. Executive Session

Mayor Hutchinson informed the Council that he would entertain a motion to go into Executive Session to discuss personnel and the purchase or lease of real estate as permitted under 5 LCS 120/2(c)(1) and (5).

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Reis, to direct the Mayor to go into Executive Session at 7:36 P.M. to discuss personnel and the purchase or lease of real estate as permitted under 5 ILCS 120/2(c)(1) and (5). Motion Passed 8 to 0.

Motion:

It was moved by Alderman Reis, and seconded by Alderman Agne, to adjourn the Regular City Council meeting held Monday, June 5, 2017 at 8:44 p.m. Motion Passed 8 to 0.
