I. Call To Order

Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 p.m. Upon roll call, the following were:

Ebersohl Present Huch Present

Agne Present Reis Present

Niemietz Present Holtkamp Present

Roessler Absent Martens Present

Quorum present. Those in attendance recited the Pledge of Allegiance.

Administrative Staff present:

III. Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, May 1, 2017 were submitted for approval.

Motion:

It was moved by Alderman Holtkamp, and seconded by Alderman Niemietz, to approve the minutes of the Regular Meeting of the City Council held Monday, May 1, 2017 as on file at City Hall. Motion Passed 7 to 0.

B. Executive Session

The minutes of the Executive Session of the City Council held Monday, May 1, 2017 were submitted for approval.

Motion:

It was moved by Alderman Holtkamp, and seconded by Alderman Reis, to approve the minutes of the Executive Session of the City Council held Monday, May 1, 2017 as on file at City Hall. Motion Passed 7 to 0.

IV. Report of Departments and Officers

A. Library

The report of the Library was presented to the Council.

B. Police and Communications

The reports of the Police and Communications Departments were presented to the Council.

C. Emergency Medical Services

The report of the Emergency Medical Services was presented to the Council.

D. Community Development

The report of Community Development was presented to the Council.

E. City Engineer

The report of the City Engineer was presented to the Council.

1. TWM Engineering Agreement-Admiral Weinel Boulevard improvements

Alderman Niemietz inquired if sidewalks and crosswalks could be included in this project. Mr. Smith stated it is possible but pedestrian signals would be required. Mr. Morani stated that since this intersection is within the TIF district, it could be considered for a subsequent phase.

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Martens, to accept the recommendation of the City Engineer and enter into an agreement for Engineering Services with Thouvenot, Wade, & Moerchen Inc. for the Admiral Weinel Pavement Replacement Project. Motion Passed 7 to 0.

F. Finance

1. Vouchers To Be Paid

Motion:

It was moved by Alderman Holtkamp, and seconded by Alderman Martens, to authorize the payment of vouchers received through May 11, 2017 in the amount of two hundred eightyfive thousand, nine hundred three dollars and nine cents ($285,903.09). Motion Passed 7 to 0.

G. City Attorney

The City Attorney presented his report to the Council.

H. City Administrator

The report of the City Administrator was presented to the Council.

1. Cigna Healthcare Proposal for Group Health Insurance

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Huch, to approve the Cigna Healthcare proposal for Group Health Insurance for City employees. Motion Passed 7 to 0.

The report of the Mayor was presented to the Council.

1. Ordinance No. 3327 - Appointed City Officers FY 2017-2018

Motion:

It was moved by Alderman Martens, and seconded by Alderman Holtkamp, to approve Ordinance No. 3327, an ordinance to fill the offices of appointed City Officers for fiscal year 2017-2018. Motion Passed 7 to 0.

Motion:

It was moved by Alderman Agne, and seconded by Alderman Niemietz, to approve the report of Departments and Officers as presented and on file at City Hall. Motion Passed 7 to 0.

X. Executive Session - 5 ILCS 120/2(c)

Mayor Hutchinson informed the Council that he would entertain a motion to go into Executive Session to discuss the purchase or lease of real estate as permitted under 5 ILCS 120/2(c)(5).

Motion:

It was moved by Alderman Agne, and seconded by Alderman Holtkamp, to direct the Mayor to go into Executive Session at 7:24 P.M. to discuss the purchase or lease of real estate as permitted under 5 ILCS 120/1(c)(5). Motion Passed 7 to 0.

Motion:

It was moved by Alderman Ebersohl, and seconded by Alderman Agne, to adjourn the Regular City Council meeting held Monday, May 15, 2017 at 7:49 p.m. Motion Passed 7 to 0.
