Waterloo City Council met June 19.

Here is the minutes provided by the Council:

1. The meeting was called to order by Mayor Tom Smith.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor.

None.

5. Approval of Minutes as Written or Amended.

Motion made by Alderman Darter and seconded by Alderman Heller to approve June 05, 2017, 7:30 p.m., City Council Meeting minutes. Motion passed unanimously to approve the minutes with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

6. Petitions by Citizens on Non-Agenda Items.

Kim Ahne distributed ‘Waterloo Citizens for a Pool.’ He explained the group has applied for 501(c)(3) designation and is looking at any and all forms of grand funding to help pay for this aquatic facility. He answered questions from the Council.

Tony Grasso, real estate developer, addressed the Council referring to his ‘Green Bay Packers Plan’ described in the Republic Times.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

Shawn Kennedy 1) Referred to the article in the Belleville News Democrat regarding the increase in the trash pickup rates for Belleville. 2) Stated her report is in the packet. Motion made by Alderman Notheisen and seconded by Alderman Heller to accept the report. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

B. Report of Treasurer.

The report is in the packet. Motion to accept the report made by Alderman Heller and seconded by Alderman Buettner. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

C. Report of Zoning Administrator.

No report.

D. Report of Building Inspector/Code Administrator.

No report.

E. Report of Director of Public Works.

Tim Birk reported there was little damage from the recent storm.

F. Report of Chief of Police.

Chief Douglas was absent.

G. Report of City Attorney.

No report.

H. Report and Communication by Mayor.

1. Reappointment of Jared Nobbe to the Library to the Library Board for a Three-Year Term to Expire on 06-30-20. Unanimous consent was given with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

2. Reappointment of Vickie Gardner to the Library Board for a Three-Year Term to Expire on 06-30-20. Unanimous consent was given with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

3. Reappointment of Sharon Glessner to the Library Board for a Three-Year Term to Expire on 06-30-20. Unanimous consent was given with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

4. Mayor Smith announced the City will mow the grass in front of Lou Del subdivision. IDOT will no longer mow grass along Route 3 and the City will begin mowing in various areas along the highway.

8. Report of Standing Committees.

None.

9. Report of Special Committees.

None.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen.

A. Consideration and Action on Ordinance No. 1728 Providing for the Vacation of an Alley Situated in the City of Waterloo, Illinois. Motion made by Alderman Heller and seconded by Alderman Hopkins to approve Ordinance No. 1728 Providing for the Vacation of an Alley Situated in the City of Waterloo, Illinois. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

B. Consideration and Action on Resolution No. 17-16 Supporting the Request and Maintenance of a Piece of Military Equipment to be Displayed at the Veteran’s Memorial Located in Lakeview Park. Motion made by Alderman Darter and seconded by Alderman Notheisen to approve Resolution No. 17-16 Supporting the request and Maintenance of a Piece of Military Equipment to be Displayed at the Veteran’s Memorial Located in Lakeview Park. Discussion. Alderman Darter explained the regulations for the display. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

11. Unfinished Business.

None.

12. Miscellaneous Business.

A. Consideration and Action on Remlok Phase 3 Improvement Plans and Authorizing the Mayor to sign related EPA Permits.

Motion made by Alderman Row and seconded by Alderman Heller to approving Remlok Phase 3 Improvement Plans and authorizing the Mayor to sign related EPA permits. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Buettner voting yea.

B. Consideration and Action on a 2.75% Managerial Pay Increase.

Motion made by Alderman Heller and seconded by Alderman Darter to approve a 2.75% Managerial Pay Increase. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

C. Consideration and Action on Consulting Agreement between City of Waterloo, Illinois and Brubaker & Associates Inc. Motion made by Alderman Notheisen and seconded by Alderman Darter to approve a Consulting Agreement between City of Waterloo, Illinois and Brubaker & Associates Inc. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

D. Consideration and Action on Executive Session for the Semi-Annual Executive Session Minute Review as per 5 ILCS 120/2(C)(21). Motion made by Alderman Heller and seconded by Alderman Notheisen to approve Executive Session for the Semi-Annual Executive Session Minutes Review as per 5 ILCS 120/2(C)(21). Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea. Time 7:59 p.m. The meeting reconvened at 8:12 p.m. Motion to reconvene and approve executive session minutes from 11-07-16 A Schedule, 11-21-16 B Schedule and corrections, 06-12-17 A Schedule and corrections, was made by Alderman Notheisen and seconded by Alderman Thomas. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting yea.

13. Discussion of Matters by Council Members Arising After Agenda Deadline.

Alderman Heller stated the farewell luncheon for the visiting German students will be Sunday @ noon at Dreamland Palace. July 27 the City will be welcoming two visiting German students who will be here until August 24.

14. Motion to Adjourn.

Motion made by Alderman Notheisen and seconded by Alderman Hopkins to adjourn. Motion passed by unanimous voice vote. Mayor Smith adjourned the meeting at 8:20 p.m.
