City of Waterloo - Water and Sewer Committee met November 20.

Here is the minutes as provided by the committee:

Meeting Called to Order: 6:00pm

Committee Members Present - Darter- C, Buettner, Hopkins, Trantham, Row, Tom Smith

Others Present – Shawn Kennedy, Tim Birk, Dan Hayes

Petitions by Citizens Non-Agenda Items – None

J&J Sewer Sludge Contract – Tim Birk reviewed the Agreement. TherMoe were 2 changes made to

the Agreement by Tim Birk. On page 6, if the Maximum Number of dumps (3,500 gallons each)

by J&J exceeds 2,500 annually, J&J will pay the City $50 per dump. Currently they dump

approximately half this amount annually. Tim wanted this in the contract to protect the City if

J&J would happen to buy another Company and have unlimited dumps. The 2nd change is on

page 7 and the length of the contract has been changed to 5 Years.

Russ Row made a motion to accept this Agreement, 2nd by Kyle Buettner, unanimous approval.

Sewer Property Farm Lease – Shawn Kennedy reviewed our current Agreement. The City

currently gets $100 per acre (55.3 acres) and a possible bonus if the Crop does really well. In the

first 2 years of this Agreement the City has not received a Bonus. Prior to renting this acreage to

J&J it had not been farmed for many years.

The original agreement was for a term of 2 years, the new agreement is 3 years.

Kyle Buettner made a motion to accept this agreement, 2nd by Jim Hopkins, passed

unanimously.

Comments –

The City received a Letter from a Resident that had a leak in a Back Flow Preventer that caused

a substantial leak for 1 month. The homeowner had a plumber repair the faulty Backflow

Preventer. He asked for a reduction in the excess Sewer charge because the water was not

processed through the Sewer.

Discussion about minor water leaks and allowing Shawn Kennedy/Tom Smith to decide if an

excess Sewer charge should be waved due to a mechanical failure.

Kyle Buettner made a motion to accept an agreement as follows:

The amount to be waived is $250 or less and the Homeowner can provide Documentation that

a repair was made to fix the problem.

2nd by Jim Hopkins, passed unanimously.

Dan Hayes discussed the progress made concerning the Illinois American Water Rates. Dan felt

the City is getting close to informing Illinois American that we are considering building our own

Water Plant. Extended discussion.

Kyle Buettner made a motion to adjourn, 2nd by Russ Row.

Meeting adjourned at 6:38pm.
