City of West Frankfort City Council met January 23.

Here is the minutes provided by the Council:

1. Mayor Jordan Called The Meeting To Order At 7:00 p.m. Requesting A Roll Call. Commissioner Blades, Commissioner Harkins, Commissioner Simpson Were In Attendance, Along With The City Attorney And City Clerk. Commissioner Chambers Was Not In Attendance.

2. Mayor Jordan Asked For Approval Of The Minutes From The January 9, 2018 Council Meeting. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

3. Mayor Jordan Next Asked For Approval To Pay City Bills And Payroll In The Amount Of $191,111.78 Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

4. The Next Item Was Approval Of The Continued Coverage Of Key Benefit Administrators As The Third Party Administrator Of Record For The City Of West Frankfort's Health Insurance. The Mayor Stated This Is A Renewal Our Insurance Has Increased 51% Over Last Year. We Have Some Individuals That Have Some Pretty Serious Health Conditions. I Would Like To Have The Councils Approval To Renew The Insurance Policy For The Rate Listed Here Under Option E. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

5. The Next Item Was Approval Of An Ordinance Authorizing Properties Located In The City Of West Frankfort Il To Be Declared As Surplus Real Estate And To Advertise For Sealed Bids. The Mayor Stated These Are The Properties That We Have Received From The County For Taxes And The Properties Are: 303 E 4th, 810 E. St. Louis. 1310 E. Oak, 405 S. Odle, 207 E. Manilla, 816 W. Worden, 818 W. Worden And 1307 E. 7th. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Blades. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

6. The Next Item Was Discussion, With Possible Action, Regarding Approval Of An Ordinance Regarding Business Registration. The City Clerk Stated This Is Something That Will Be Done Through The City Clerks Office. It Will Be A $25 Registration Starting May 1st, 2018. Commissioner Simpson Stated This Is Any Business In The City Even If They Operate Out Of Their Garage? The City Clerk Stated Correct. They Would Get A License From The City Just Like They Get A State License. The First Year There Is No Charge And Then It Would Be $25 Each Year For Registration. Commissioner Blades Stated Do The Businesses Pay A Fee Now? The City Clerk Stated No. Commissioner Blades Stated I Don't Think We Should Charge The Businesses That Have Been Here All These Years $25 I Think $10 Would Be Enough For Me. Commissioner Simpson Stated I Wouldn't Have A Problem With Lowering It To $10 Annually. This Matter Was Tabled.

7. The Next Item Was Approval To Pay An Invoice From Carl Volanski Heating And Air Conditioning In The Amount Of $1,840.00 For The Installation Of New Ceiling Heater And Thermostat For The Wfbi. Commissioner Blades Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

8. The Next Item Was Approval To Pay An Invoice From Schulte Supply In The Amount Of $2,497.50 For The Purchase Of Water Meters For The Water Department. Commissioner Blades Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

9. Building And Sign Permits:

There Was No Building Or Sign Permits.

Commissioner Blades Stated All The Employees Are Doing A Great Job. Chief Allen And Chief Mike You Guys Are Doing A Great Job And My Office Girls.
