Herrin City Council met January 22.

Here is the minutes provided by the Council:

Mayor Steve Frattini called the meeting to order and asked John Steve, Herrin House of Hope to lead us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

Minutes Of January 8, 2018: Motion made by Alderman York, seconded by Alderman Ahlgren to approve the minutes of the January 8, 2018 Council Meeting. Alderman Ahlgren, York, Crompton, Kinley, Miller Ruppel and Shoemake voted “Yea”. None voted “Nay”.

Treasurer's: Treasurer Carl Goodwin had nothing to report.

Budget Office: Carrie Cravens, Budget Director stated that Water Fund has paid back the amount it owed MFT.

Codes: Codes Administrator Robert Craig stated that there will be a zoning meeting on February 20 at 6 p.m. for two cases a rezone and a variance. Received a payment today on previous liens. This shows that it does work, just a slow process.

Public Works: Bill Sizemore, Chairman of the Public Works Committee was absent from the meeting.

Tom Somers, Public Works Director stated that the water improvement project on 12h & 14th Streets has begun.

Public Improvement: Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.

Public Safety: Quinn Laird, Police Chief stated that we lost a squad car in the recent RV pursuit through town. Deputy Chief Loyd's actions were commendable and more will come later.

Shawn Priddy, Fire Chief stated the City finally received insurance monies for tornado siren repair at the Park.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

Finance: Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Miller, Ruppel, Shoemake and Ahlgren voted “Yea”. None voted “Nay”.

Insurance: Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

Library: Marilyn Ruppel, Liaison for the Herrin City Library had nothing to report.

Civic Center: Scott Kinley, Liaison for the Herrin Civic Center stated that SI Opry on 1/20 was a success. Mostly private Functions coming up along with the annual chamber dinner on 2/2.

New Business:

Appointments Library: Motion made by Alderman Ruppel, seconded by Alderman Ahlgren to appoint Barbara Guebert, Kathleen Jones and Jennifer Sarver to the Herrin Library Board for a term ending December 31, 2020. Alderman Crompton, Kinley, Miller, Ruppel, Shoemake, Ahlgren and York voted “Yea'. None voted “Nay”.

Appointment Zoning Board: Motion made by Alderman Shoemake, seconded by Alderman York to appoint Chuck Koerner to the Zoning Board of Appeals for a term ending December 31, 2024. Alderman Kinley, Miller, Ruppel, Shoemake,

Ahlgren, York and Crompton voted “Yea”. None voted “Nay”.

Mayor: Mayor stated that there have been recent discussion regarding prospective employers coming to town as well as talks with the railroad.

Mayor encourages everyone to participate in the Annual Chamber Dinner.

Council: Alderman Shoemake reminded those over 65 that you can apply for a 10 % discount on the trash portion of your bill.

Alderman Miller stated a neighbor had asked him to thank Robert Craig for actions in their neighborhood.

Public: Helen Russell stated it was good to have the mayor back.

Adjourn: Motion made by Alderman Miller, seconded by Alderman Kinley to adjourn. Alderman Miller, Ruppel, Shoemake, Ahlgren, York, Crompton and Kinley voted “Yea”. None voted “Nay”.
