Herrin City Council met February 12.

Here is the minutes provided by the Council:

Mayor Steve Frattini called the meeting to order and led us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

Minutes Of January 22, 2018: Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of the January 22, 2018 Council Meeting. Alderman Ahlgren, York, Crompton, Kinley, Miller Ruppel, Sizemore and Shoemake voted “Yea”. None voted “Nay”.

Treasurer'S Treasurer Carl Goodwin was absent from the meeting.

Budget Office Carrie Cravens, Budget Director stated that she has begun working on the budget and should have preliminary numbers by the end of the month. We need to have an insurance meeting and Jon Cavaness will attend to go over options.

Codes: Codes Administrator Robert Craig stated that he continues working on violations. Mayor stated that the chain of command chart has been updated and animal control now reports director to Robert.

Public Works: Bill Sizemore, Chairman of the Public Works Committee had nothing to report.

Tom Somers, Public Works Director stated that trash will be picked up on President's Day next Monday. City Hall will be closed.

Public Improvement: Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.

Public Safety: Quinn Laird, Police Chief stated that we received proceeds for totaled car. The new cars will be picked up

Wednesday and will be equipped and on the road as soon as possible.

Shawn Priddy, Fire Chief stated we will be partnering again with American Red Cross for smoke detector program that will take place in a target area on March 10.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

Finance: Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake and Ahlgren voted “Yea”. None voted “Nay”. There will be a finance committee meeting on February 26 at 5:00 p.m.

Insurance: Sheila Ahlgren, Chairman of the Insurance Committee stated there will be an insurance committee meeting on February 26 at 5:30 p.m.

Library: Marilyn Ruppel, Liaison for the Herrin City Library stated that OPAC had 525 users last month. There are 5,492 registered borrowers and 48,195 volumes for check out. The Children's area has a new computer, tree playhouse and story hour is the 1% and 3rd Thursdays of the month.

Civic Center: Scott Kinley, Liaison for the Herrin Civic Center stated that SI Opry will be on 2/17. They are booked pretty solid through February and March.

New Business:

Proclamation: Motion made by Alderman Kinley, seconded by Alderman Ahlgren to proclaim April 3, 2018 as National Service Recognition Day. Alderman Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake, Ahlgren and York voted “Yea”. None voted “Nay”.

Appointment TIF: Motion made by Alderman Miller, seconded by Alderman Crompton to appoint Mike Monchino to the TIF Committee. Alderman Kinley, Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York and Crompton voted “Yea”. None voted “Nay”. Mayor stated he has served before as the chamber president and was a good contributor to the committee.

TIF & Carter- Ville CUSD #5: Tabled.

Mayor: Mayor stated that Mrs. Helen Russell has written a book, “3 Lost Dogs” and it is for sale here at City Hall for $5 with all monies going toward Animal Control.

Council: Alderman York stated that the Doughboy Committee is continuing to raise funds for refurbishing. They have collected $16,000 with another 11,500 that has been promised. The goal is to raise $40,000.

Alderman Crompton asked Mrs. Russell if we may put her book on social media as a way to help sell them. She said sure.

Alderman Miller asked to go over a few things with Tom and the Mayor in the next couple days.

Alderman Sizemore asked if we could clean the boat ramp area at the City Lake.

Alderman Ahlgren thanked public works for clearing trees.

Public: Vera Stewart thanked the police department for picking up an abandoned bike in her yard.

Mrs. Russell asked if we can get the fence by Kroger cleaned up.

Tim Vaughn asked for Sonic and Arby's updates. Sonic demo contractor has been working on demos with a couple more to still be done. Arby's will be having a rezone meeting next week.

Adjourn: Motion made by Alderman Miller, seconded by Alderman Kinley to adjoum. Alderman Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York, Crompton and Kinley voted “Yea”. None voted "Nay”.
