Monroe County Board met Nov. 15.

Here are the minutes provided by the board:

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:15 a.m. by Chairman Vicki Koerber.

The meeting opened with the Pledge of Allegiance.

Chairman Vicki Koerber, Commissioner Dennis Knobloch and Commissioner George Green were present.

Others present were Scott Woodsmall of the Republic Times, Scott Luechtefeld, Aaron Metzger, John Wagner, Kim Keckritz and Deputy County Clerk Mia VanZandt.

Chairman Vicki Koerber asked for public comments. Scott Luechtefeld wanted to know if the Commissioners would publish in the newspaper a list of all stimulus monies the County has received and what it is going to be spent on. The Commissioners pointed out that just two weeks ago, they published that list as it is so far. Commissioner Knobloch explained that we’ve only received about half of the total promised but the rest should not be received until next June.

Mr. Luechtefeld also expressed his dissatisfaction of the courtroom speaker system. Chairman Koerber stated that it has been explained to them that the speakers are projected to the back and therefore anybody sitting in the front rows is going to have a difficult time understanding things, and that the Commissioners are working on improving the audio/visual system.

Commissioner Knobloch made a motion to approve the following Accounts Payable and Payroll. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Green made a motion to approve the minutes of the November 1, 2021 Board meeting and the open and closed minutes of the special Board meeting on November 9, 2021, subject to a minor spelling correction to the November 1, 2021 minutes. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Knobloch made a motion to approve the Oak Hill Care Center Accounts Payable. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Knobloch presented the Marketicity invoice for the 2021 Quarterly Website Updates and Maintenance. Motion to approve payment of the invoice and include it on this AP check run made by Commissioner Knobloch. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Knobloch made a motion to approve an application for use of the Courthouse courtyard and bandstand by the Waterloo Chamber of Commerce for the Lamppost Decorating Contest, November 22, 2021 through January 1, 2022. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Knobloch made a motion to approve an application for use of the Courthouse courtyard and bandstand by the Waterloo Chamber of Commerce for the Christmas Tree Lighting, December 2, 2021. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Knobloch made a motion to approve an application for use of the Courthouse courtyard and bandstand by Explore Waterloo for the Santa Cottage/Municipal Band Performance, November 23, 2021 through January 4, 2022. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Aaron Metzger came before the Board to present Highway Department business.

Commissioner Knobloch made a motion to approve a resolution for MFT Supplement for Salt for the 2021 program for $56,000. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #21-123.

Commissioner Knobloch made a motion to approve a resolution for the purchase of a 2022 single axle dump truck, not to exceed $165,981. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #21-124.

Commissioner Green made a motion to approve the Highway Department’s 2022-2026 Highway Improvement Program. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Knobloch made a motion to approve the 2021 Transportation Plan. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

John Wagner came before the Board to give an update on the Health Department’s response to COVID 19.

Kim Keckritz came before the Board to present the Oak Hill Care Center Report.

Commissioner Green made a motion to go in to closed meeting for the purpose of discussing personnel. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #21-125

Meeting closed at 9:27am.

Commissioner Knobloch made a motion to return to open meeting. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #21-126

Meeting reopened at 10:00am.

There being no further business to come before the Board, a motion was made by Commissioner Green to adjourn. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.

Meeting adjourned at 10:01am.
