City of Red Bud Public Works Committee met June 20.

Here are the minutes provided by the committee:

Committee Members Present: Curt Guebert, Bill Hanebutt, Ben Schwartzkopf, Mike  Rheinecker, Kyle Donjon 

Committee Members Absent: 

Council Members Present: Jeremy DeMond, Alan Piel 

Council Members Absent: Rodney Nevois 

Others Present: Acting Mayor Susan Harbaugh, City Attorney Paul  Ray, City Superintendent Josh Eckart, Code  Administrator Jeff Mueller, City Clerk Joanne Cowell 

Others Absent: Police Chief John Brittingham, Admin. Assist. Pam  Poetker 

Committee Chairman Guebert called the meeting to order at 6:23 P.M. 

Old Business 

I. Power Plant 

A. Plant Report 

Generator #4 did not pass the RICE NESHAP testing and is shut down until  the catalyst is replaced. Currently it is not in compliance with the air permit. 

II. Utilities/Streets 

A. Electric 

Eckart had nothing to report. Committee Member Donjon questioned the PA,  with the hot weather. Eckart said we should not see any spike in the PA  because usage is still up. There should not be any blackout/brownouts, but  the city may be asked to generate. Donjon suggested informing the customers  how fortunate they are, that due to the city being capable of generating, Red  Bud citizens should not be affected by blackouts. 

B. Gas 

GUA gave notice of PHMSA grant opportunities available for replacement of  old cast iron gas pipes, which Red Bud has already replaced. Because of the  time frame and complication of the application, GUA suggested bypassing  this now, as there will be ongoing 100% grant opportunities.  

C. Water – Aerator Replacement Project 

Bid notices will be in the paper this week, with a bid date of July 14, 2022.  Volkert is working with the city on this. 

D. Sewer 

Nothing to report. 

E. Streets  

Nothing to report. 

III. Employee Succession Plan 

Nothing to report. 

New Business 

I. Approval of Prior Month’s Meeting Minutes – Meeting May 16, 2022 Recommendation made by Committee Chairman Guebert, seconded by Committee  Member Rheinecker to approve the minutes from the May 16, 2022, meeting. Carried 

II. Recommendation to Transfer Funds from Cash Accounts to Capital Accounts Recommendation made by Committee Chairman Guebert, seconded by Committee  Member Hanebutt, to transfer $100,000 of FY’22 excess funds from the gas cash account  to the capital account. Carried 

III. Proposal from Visu-Sewer – Sanitary Sewer Cleaning (Near Brand St.) Recommendation made by Committee Chairman Guebert, seconded by Committee Member Rheinecker, to approve authorization to accept the proposal from Visu-Sewer for  one-day rate use, NTE $4,160. Carried 

IV. Recommendation for Daniel Koester’s Six-Month Step Increase (90% of Operators Pay Scale) $25.76 Starting with July 13, 2022, Payroll Period Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt, to authorize approval of Daniel Koester’s six-month step increase at  90% of the operators pay scale of $25.76, effective, July 13, 2022, with the first full pay  period after council approval, . Carried 

V. Proposal to Replace Catalyst on Generator No. 4 

Currently the city is being penalized for generator #4 nonoperation, in non-spinning  reserve, at the rate of $4,132.80/month. 

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Rheinecker, to approve authorization to accept the proposal from MAXIM  Silencers for catalyst replacement on generator #4, NTE $15,000. Carried 

VI. Public Comments/Anything for the Good of the City 

None
