Chester Community Unit School District 139 Board of Education met July 21.

Here are the minutes provided by the board:

The Board of Education of Chester Community Unit School District No. 139 held their Regular Meeting in High School FACS Classroom B217. Vice-President Caraway called the meeting to order at 6:00 p.m.

Mott motioned, Davitz seconded to enter into executive session at 6:00 p.m. for the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body. Roll call vote. Ayes: Caraway, Davitz, Fricke, Malley, Mott, Belton. Nays: none. Motion carried.

Mott motioned, Davitz seconded to return to open session at 7:34 p.m. Roll call vote. Ayes: Caraway, Davitz, Fricke, Malley, Mott, Belton. Nays: none. Motion carried.

Pledge of Allegiance

Public Comment:

• Randy Werner indicated he was at last month’s meeting and was not happy about the Board of Education’s response on considering allowing students to wear a stole at graduation. He indicated he was in the military. He wanted the Board of Education to make a motion to allow students to wear their stole and recognize them at graduation.

Rachel Marshall presented the board with an overview of the Randolph County Birth to Three Program. They provide families, including expectant mothers in Randolph County, with information and activities about parenting skills, parent/child interaction and child development in order to help chilren enter grade school prepared to learn and succeed.

Mott motioned, Davitz seconded to approve the consent agenda and items as listed. Roll call vote. Ayes: Davitz, Belton, Mott, Fricke, Malley, Caraway. Nays: none. Motion carried.

• June 16, 2022 regular meeting and executive session minutes;

• June 27, 2022 emergency special meeting minutes;

• Bills in the amount of $484,497.07 and payroll in the amount of $462,932.13;

• Financial reports.

Maintenance Report:

• Brown electric did a great job fixing the High School electrical issues.

• Football field is looking good. Manually running the sprinkler system through the zones. Backflow valve in concession shed was replaced and will fix flow valve on zone 1 next.

• Kay did a great job on some electrical conduits.

• All the bulbs on the front sign have been changed.

• High School gym floor looks great with fresh water-based finish.

Grade School Athletic Report:

• Still actively searching for a softball coach and the season is quickly approaching.

High School Athletic Report:

• IHSA dead week is August 1st – 7th and official practice for fall sports can begin August 8th.

• Gatorade scrimmage football game is scheduled for Friday, August 19th.

• Football team will open up at Du Quoin on Friday, August 26th.

• Volleyball team will open up at home on August 25th against Anna Jonesboro and will play at the Fairfield tournament on Saturday, August 27th.

Grade School Principal’s Report:

• Mr. Lochhead currently has five students enrolled in social studies for summer school. Mrs. Ruch is also teaching an ESL session with six students enrolled.

• Registration for 2022-2023 begins online Monday, July 25th. In person registration will be held on Tuesday, August 2nd from 9:00 a.m. – 3:00 p.m. and Wednesday, August 3rd from 1:00 p.m. – 7:00 p.m.

• Open House is scheduled for Monday, August 15th from 5:30 p.m. – 6:30 p.m. and students first day is Tuesday, August 16th with an early dismissal.

• Kindergarten Open House is scheduled for Monday, August 22nd at 5:00 p.m. and Kindergarten and Early Childhood students first day is Tuesday, August 23rd.

• Pre-K Open House is scheduled for Monday, August 29th and their first day is Wednesday, August 31st.

• Scheduling has been completed for the upcoming year.

• Custodial staff is doing a very nice job of cleaning the building. It’s moving along nicely and the building is looking good. Mr. Paulus is doing a very nice job in his new position.

• Several teachers have been in to work on their classrooms and curriculum.

• Mrs. Gross and Mrs. Conway have been working to update office materials and streamline office procedures.

High School Principal’s Report:

• Summer custodial staff is doing an awesome job. Building is looking very nice and we can’t thank them enough for all they’ve done.

• Skyward rollover was completed.

• Online registration will go live on Monday, July 25th.

• Summer school is wrapping up the July session.

• The master schedule is updated and schedules are finally coming together.

• Sports Physicals were held on Saturday, July 16th at Chester Clinic.

• Lunches have been created.

• Finalizing parking pass dates/information and planning a date for Freshman orientation.

• First day for teachers is Monday, August 15th and first day for students is Tuesday, August 16th.

Superintendent’s Report:

• New website and Chester App are up and running.

• Completed required “Return to Learn Plan” for CARES money.

• Excess electronics that are out of date and unable to be utilized on our network. Therefore, we’d like to offer them to the community.

• Activity bus will be arriving next week.

• Completing grants that were returned to be fixed and expenditure reports.

• Received Levy Confirmation. Bond information was updated.

• Electricity is back on at the High School as of Tuesday, July 12th. Brown Electric completed the work Monday evening. They were able to go outside with a new line.

• A & W came out to give an estimate on a pipe leaking in the boiler room and we are waiting to receive that.

• Continuing to complete repairs from the storm in May.

• Continuing to work with Baysinger to complete the stencils for the track prior to completing the lines. • Also working with Baysinger to complete the Capital Needs Assessment Survey for ISBE.

• Custodians and summer help are doing an excellent job getting the schools ready.

• Looking into the possibility of an Early Childhood Construction Grant.

• Online registration will begin Monday, July 25th

• Board training is re-scheduled for July 26th at 6:00 p.m.

Fricke motioned, Malley seconded to approve the third reading of the 2022-2023 Athletic Code of Conduct. Upon roll call all members voted aye. Motion carried.

The Board tabled the Semi-Annual Review of Closed Meeting Minutes until next meeting.

No public input. Fricke motioned, Belton seconded to approve the Return to Learn Plan. Upon roll call all members voted aye. Motion carried.

Mott motioned, Davitz seconded to approve the meal and mileage rate updates as presented on the Staff/Student Reimbursement form. Upon roll call all member voted aye. Motion carried.

Fricke motioned, Davitz seconded to approve the resolution to dispose of outdated electronics no longer being used within the district. Upon roll call all members voted aye. Motion carried.

Davitz motioned, Belton seconded to approve Chester Public Library request to upload yearbooks from 1905-2013 into their online database. Upon roll call all members voted aye. Motion carried.

Fricke motioned, Mott seconded to designate Kimberly Briggs, Superintendent, to develop a tentative budget and adopt FY23 Budget Resolution. Roll call vote. Ayes: Davitz, Belton, Mott, Fricke, Malley, Caraway. Nays: none. Motion passed.

Mott motioned, Fricke seconded to accept the resignation of Justin Davis as Grade School Junior High Head Softball Coach. Upon roll call all members voted aye. Motion carried.

Fricke motioned, Belton seconded to approve to employ Jacob Wente as High School Head Baseball Coach for the 2022- 2023 SY. Roll call vote. Ayes: Davitz, Belton, Mott, Fricke, Malley, Caraway. Nays: none. Motion passed.

Fricke motioned, Davitz seconded to approve to employ Patrick Severs as High School JV Basketball Coach for the 2022- 2023 SY. Roll call vote. Ayes: Davitz, Belton, Mott, Fricke, Malley, Caraway. Nays: none. Motion passed.

Fricke motioned, Mott seconded to approve Matt Davitz as Grade School Junior High Baseball Volunteer for the 2022-2023 SY. Roll call vote. Ayes: Belton, Mott, Fricke, Malley, Caraway. Abstain: Davitz. Nays: none. Motion passed.

The Board tabled to approve to employ a Dean of Students.

Davitz motioned, Belton seconded to approve to reassign Diane Ellison to Early Childhood Special Education Teacher for the 2022-2023 SY. Roll call vote. Ayes: Davitz, Belton, Mott, Fricke, Malley, Caraway. Nays: none. Motion passed.

Fricke motioned, Mott seconded to approve to reassign Jamie Ruch to Grade School & High School ESL Instructor for the 2022-2023 SY. Roll call vote. Ayes: Davitz, Belton, Mott, Fricke, Malley, Caraway. Nays: none. Motion passed.

Motion by Davitz and second by Fricke to adjourn the meeting at 8:09 p.m. Upon roll call all members voted aye. Motion carried.
