Monroe County Board of County Commissioners met Sept. 25.

MINUTES OF THE MEETING OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, ILLINOIS SEPTEMBER 25, 2023

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:15 a.m. by Chairman Dennis M. Knobloch.

The meeting opened with the Pledge of Allegiance.

Chairman Dennis M. Knobloch, Commissioner George Green and Commissioner Vicki Koerber were present.

Others present included County Clerk Jonathan McLean, State’s Attorney Ryan Webb, Oak Hill Administrator Shari Kruep, Zoning Administrator Chris Voelker, County Treasurer Kevin Koenigstein, Ambulance Director Carla Heise and Highway Engineer Aaron Metzger.

There were no public comments.

Commissioner Green made a motion to approve the following County bills and payroll for payment. Seconded by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Green made a motion to approve the Oak Hill Care Center Accounts Payable. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve a courtyard use application for the City of Waterloo Trunk-or-Treat. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Shari Kruep appeared to present the monthly Oak Hill Care Center Report. Commissioner Koerber made a motion to approve refunds to nursing home residents in the amount of $9,621. Second by Commission Green. All voting Aye. None Nay. None Absent. Motion carried.

Chris Voelker came before the Board to present a flood plain variance application. Commissioner Koerber made a motion to approve a flood plain variance for an agriculture structure on Parcel #09-29- 400-003 owned by Randy Scheibe at 621 KK Road, Valmeyer. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Kevin Koenigstein came before the Board to present the 3rd quarter financial update, as well as the FY2024 budget.

Commissioner Koerber made a motion to approve an Intergovernmental Agreement Between the Department of Healthcare and Family Services and Monroe County Ambulance Service, and cost report. Seconded by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Green made a motion to approve an ordinance authorizing an Addendum to Mutual Aid Box Alarm System Agreement. Seconded by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Ordinance #23-7

A discussion of the Zoll One Program Contract was tabled pending more time to review.

Commissioner Green made a motion to approve a resolution Establishing the Funding Appropriation for Township Bridge Program Projects. Seconded by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-78

Commissioner Green made a motion to approve a resolution for the Approval of Bidders for Gasoline and Bio-Diesel Fuel for Monroe County Highway Department Garage. Seconded by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-79

Commissioner Koerber made a motion to approve keeping the 2024 Holiday Schedule the same, with no changes or additions. Seconded by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

There was a brief discussion of Board members for Doerr Eagle Cliff Endowment Board.

Commissioner Green made a motion to go into closed meeting for the purpose of discussing litigation. Seconded by Commissioner Koeber. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-80

Commissioner Koerber made a motion to come out of closed session. Seconded by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-81

Meeting was reopened at 10:51 a.m.

Commissioner Koerber made a motion to adjourn. Seconded by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.
