Monroe County Board of County Commissioners met April 1.

Here are the minutes provided by the board:

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:15 a.m. by Chairman George E. Green.

The meeting opened with the Pledge of Allegiance.

Chairman George E. Green and Commissioner Vicki Koerber were present. Commissioner Dennis M. Knobloch joined the meeting by phone.

Others present included County Clerk Jon McLean, State’s Attorney Ryan Webb, Missy Whittington, Scott Marquardt, Scott Woodsmall of the Republic-Times, George Bieber, Public Safety Director Kevin Scheibe, Circuit Clerk Lisa Fallon, Julie Rusteberg, Maintenance Director Joe Lewis and County Engineer Aaron Metzger.

Chairman Green asked for public comments. George Bieber expressed his concerns regarding SWIDA and grants that the county has received for various projects.

EMA Director Kevin Scheibe came before the Board to discuss the upcoming solar eclipse. The region is expecting large crowds. The County is going to deploy our EMA ITEC trailer to Southern Illinois that can be used to provide backup dispatching services. Mr. Scheibe also advised that bad weather is expected for our County this afternoon and evening.

Commissioner Koerber made a motion to approve the following County bills and payroll for payment. Seconded by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve meeting minutes for the March 18, 2024 regular meeting. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Commissioner Koerber needs to see a change to the March 18, 2024 closed meeting minutes before she will approve.

Commissioner Koerber made a motion to approve the Oak Hill Care Center Accounts Payable. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.

Chairman Green called to order a hearing regarding the removal of several abandoned vehicles at 4375 JJ Road. The property owner, Charles W. Dickerson II, was not present. Commissioner Koerber made a motion to approve a 14-day extension to allow Mr. Dickerson additional time to remove the vehicles. The new deadline will be April 15, 2024. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.

Lisa Fallon appeared to discuss the Circuit Clerk’s office and the tech grant update.

Commissioner Koerber made a motion to approve a resolution to improve Meadowfield Road Bridge at its Crossing of a Tributary to Gerhardt Creek. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #24-37

Commissioner Koerber made a motion to approve a resolution for the DCEO Grant Deadline Extension Request. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #24-38

Commissioner Koerber made a motion to approve a resolution Establishing a Bond Requirement for Construction Contracts. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #24-39

Commissioner Koerber made a motion to approve a resolution Granting Power of Attorney for County Buyout Property to Tom Vogt. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #24-40

Commissioner Koerber made a motion to approve going into closed session for property acquisition, litigation and personnel. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #24-41

The closed meeting started at 9:48 a.m.

Commissioner Koerber made a motion to approve coming out of closed session. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #24-42

The meeting was reopened at 10:24 a.m.

Commissioner Koerber made a motion to adjourn. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.

The meeting ended at 10:24 a.m.
