City of Pinckneyville City Council met Jan. 26.

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Kevin B. Hicks, Joshua L. Kuhnert, Sammy D. Peradotta, William B. Stotlar, and Mayor Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, Fire Chief Curtis Miller, Fire Captain James Gielow, and Economic Development Coordinator and Zoning Administrator Carrie Gilliam. The Pledge of Allegiance was led by Commissioner Peradotta.

PREVIOUS MINUTES

Commissioner Peradotta made a motion to approve the minutes of the January 12, 2026, Regular Council Meeting. The motion was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the treasurer’s report and stated that the ending balance total for the period ending December 2025 was $12,321,555.53, up from last year, and unrestricted balance total was $1,995,949.31, down from last year, stating the first distribution of real estate taxes was received from the County in December 2025. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar made a motion to approve the accounts which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Hicks stated the Panther Showcase will be Saturday, January 31st, bringing 13 additional teams to Pinckneyville. Games start at 11 a.m.

APPROVE ESTIMATE FROM HEARTLAND SERVICES, INC., TO REPLACE TWO BATHROOM DOORS AT PARK

Commissioner Kuhnert requested approval of an estimate from Heartland Services, Inc., in the amount of $3,850.00 to replace two doors on the OSLAD bathroom at the park to be paid from Park Capital Outlay. Commissioner Kuhnert made a motion to approve the request, which was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVE PROPOSAL FROM H.C.’S AIR CONDITIONING & REFRIGERATION TO REPLACE HEATER AT WATER PLANT

Commissioner Kuhnert requested approval of a proposal from J.C.’s Air Conditioning & Refrigeration in the amount of $4,166.00 to replace the hanging heater at the water plant to be paid from Water Capital Outlay. Commissioner Kuhnert made a motion to approve the request, which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVE QUOTE FROM CRUMP’S AUTO & TRAILER SALES TO PURCHASE A 2020 FORD F-550 TRUCK

Commissioner Kuhnert requested approval of a quote from Crump’s Auto & Trailer Sales in the amount of $44,000.00 to purchase a 2020 Ford F-550 Super Duty Truck to be paid from Gas Capital Outlay. Commissioner Kuhnert made a motion to approve the request, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2026-01 AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, AND ILLINOIS DEPARTMENT OF NATURAL RESOURCES FOR FISHERY MANAGEMENT SERVICES AT PINCKNEYVILLE CITY LAKE

Mayor Spencer presented Resolution No. R-2026-01, a resolution placed on file at the January 12, 2026, regular council meeting, authorizing an Intergovernmental Agreement between the City of Pinckneyville, Perry County, Illinois, and Illinois Department of Natural Resources for Fishery Management Services at Pinckneyville City Lake. Commissioner Hicks made a motion to approve Resolution No. R-2026-01, which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2026-02 AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO AN AGREEMENT FOR CUSTODIAL SERVICES WITH HEPP COMMERCIAL CLEANING LLC

Mayor Spencer presented Resolution No. R-2026-02, a resolution placed on file at the January 12, 2026, regular council meeting, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into an agreement for custodial services with Hepp Commercial Cleaning LLC. Commissioner Kuhnert made a motion to approve Resolution No. R-2026-02, which was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2026-03 AUTHORIZING THE DESTRUCTION OF AUDIO RECORDINGS OF THE CLOSED COUNCIL MEETINGS OF THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, CONDUCTED ON OR BEFORE JUNE 30, 2024

Mayor Spencer presented Resolution No. R-2026-04, a resolution authorizing the destruction of audio recordings of the closed council meetings of the City of Pinckneyville, Perry County, Illinois, conducted on or before June 30, 2024. Commissioner Peradotta made a motion to approve Resolution No. R-2026-04, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2026-05 AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO AN AGREEMENT FOR GRANT ASSISTANCE WITH BUILDING RENOVATIONS AT 202 EAST WATER STREET (LUTHY WATER STREET PROPERTY LLC)

Mayor Spencer introduced Resolution No. R-2026-05, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into an agreement for grant assistance with building renovations at 202 East Water Street (Luthy Water Street Property LLC). Mayor Spencer stated this is for a $25,000.00 Business District Grant and $10,000.00 Facade Improvement Gant. Economic Development Coordinator and Zoning Administrator Carrie Gilliam stated Athena Luthy has purchased the former Name Brand Creations building and intends to renovate it to include rental space in the front of the building and commercial storage in the rear of the building. The renovations are expected to cost $70,000.00.

Commissioner Peradotta made a motion to place on file Resolution No. R-2026-05, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURN TO EXECUTIVE SESSION

Motion by Commissioner Peradotta, seconded by Commissioner Kuhnert to adjourn to Executive Session for the discussion of Section 2 (c) (1) Appointment, employment, compensation, discipline, performance, or dismissal of an employee, Section 2 (c) (5) Purchase or lease of real property for the use of the public body, and Section 2 (c) (11) Litigation, pending or probable at 6:12 p.m. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RE-ENTER REGULAR SESSION

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to return the meeting to regular session at 6:58 p.m. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2026-04 AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO AN AGREEMENT WITH ECONOMIC DVELOPMENT RESOURCES, L.L.C.

Mayor Spencer introduced Resolution No. R-2026-04, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into an agreement with Economic Development Resources, L.L.C. Commissioner Peradotta made a motion to place on file Resolution No. R-2026-04, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVE DOWNPAYMENT OF REAL ESTATE PURCHASE TO MOOSE FOR LOT BEHIND THEIR BUILDING

Commissioner Peradotta made a motion to make a $4,500.00 downpayment on real estate to be purchased from the Moose Lodge for purchase of the lot behind their building. Commissioner Stotlar seconded the motion. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

Motion by Commissioner Kuhnert, seconded by Commissioner Stotlar to adjourn the meeting at 7:01 p.m. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
