The City Council of Red Bud, Randolph County, Illinois met on Monday, December 16, 2024, at 7:21 P.M. at Red Bud City Hall, City Council Chambers. 

Members Present: Mayor Susan Harbaugh, Ben Schwartzkopf, Curt Guebert, Bill Hanebutt, Jeremy DeMond, Rodney Nevois, Kyle Donjon Alan Piel

Members Absent: Mike Rheinecker

Motion made by Council Member Nevois, seconded by Council Member Hanebutt to authorize approval to reinvest two $500,000 Motor Fuel Tax Fund CDs at Buena Vista National Bank for a term of one year at 4.45% rate of interest. The vote was as follows: Schwartzkopf, aye; Guebert, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye. Motion carried.

IV. Approval of Health Insurance Renewal

Motion made by Council Member Donjon, seconded by Council Member Piel to authorize approval to accept the proposal from United Health Care for the EA7W Open Access HSA employee health insurance, in the amount of $42,415.68 a month (for current census), effective January 1, 2025. The vote was as follows: Guebert, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye. Motion carried.

VI. Approval of MFT Invoice

Motion made by Council Member Schwartzkopf, seconded by Council Member Piel to authorize approval of payment of two Henke Excavating, Inc. invoices for $6,575.00 and $11,512.55 for sidewalk removal and replacement. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye. Motion carried. 

VII. Approval of Insurance Company Recommendation from Auto Accident Motion made by Council Member Hanebutt, seconded by Council Member Guebert , to authorize approval to accept the IML Risk Management recommendation, to accept the insurance settlement offer of $25,000 from Viking Insurance Company of Wisconsin (Dairyland), for the Ratz Park power pole damage on August 13, 2024, and to sign the release. The vote was as follows: DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, nay; Guebert, aye; Hanebutt, aye. Motion carried with six aye votes and one nay vote. 

VIII. Approval of 2025 MFT Resolution No. 24-003

Motion made by Council Member Hanebutt, seconded by Council Member Nevois to authorize approval of Resolution No. 24-003: “IDOT Resolution for 2025 Maintenance Under the Illinois Highway Code” for $400,000. The vote was as follows: Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye; Hanebutt, aye; DeMond, aye. Motion carried. 

IX. Approval of Haier Plumbing & Heating Proposal – Splash Pad Winterization Motion made by Council Member Donjon, seconded by Council Member Guebert to authorize approval to accept the proposal from Haier Plumbing to winterize the splash pad, NTE $2,123. The vote was as follows: Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye; Hanebutt, aye; DeMond, aye; Nevois, aye. Motion carried. 

X. Public/Guest Comment

Mayor Harbaugh wished everyone a Merry Christmas and a Happy New Year!

XI. Adjournment

Motion made at 7:25 P.M. by Council Member Hanebutt, seconded by Council Member Guebert, to adjourn the meeting. The vote was as follows: all ayes. Motion carried.
