The City Council of Red Bud, Randolph County, Illinois met on Monday, February 17, 2025, at 6:46 P.M. at Red Bud City Hall, City Council Chambers.

Members Present: Mayor Susan Harbaugh, Ben Schwartzkopf, Curt Guebert, Mike Rheinecker, Bill Hanebutt, Jeremy DeMond, Rodney Nevois, Kyle Donjon

Members Absent: Alan Piel

Others Present: City Attorney Rebecca Cooper, Code Admin./City Engineer Jeff Mueller, Police Chief John Brittingham,

City Clerk Joanne Cowell

Others Absent: City Superintendent Josh Eckart, Administrative Officer Jill Landgraf

I. Call to Order at 6:46 P.M. by Mayor Susan Harbaugh

II. Roll Call by City Clerk Joanne Cowell

III. Authorization to Hire Laborer

Motion made by Council Member Nevois, seconded by Council Member Guebert to authorize approval to hire Aaron Lange as laborer at a starting salary of $21.88, pending physical and drug testing and will increase to full-time pay rate after completion of the six-month probationary period. The vote was as follows: Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye. Motion carried.

IV. Approval of Volkert Addendum for Engineering Services for Expansion of Phase 1 Motion made by Council Member Rheinecker, seconded by Council Member Guebert to authorize approval of the Volkert, Inc. Supplemental Agreement No. 3 – Red Bud Industrial Park Additional Services, NTE $27,000. The vote was as follows: Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Schwartzkopf, aye. Motion carried.

V. Authorization to Advertise for Pool Manager

Motion made by Council Member Donjon, seconded by Council Member DeMond to authorize approval to advertise for a pool manager. The vote was as follows: Rheinecker, aye, Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Schwartzkopf, aye; Guebert, aye; Motion carried.

VI. Public/Guest Comment

Mayor Harbaugh thanked Admin. Officer Landgraf for gathering flags and the police department, who did a number of things to show the community’s support, especially Sunday morning in lining the street to show the family of Officer Jason Roscow, that we cared about them. “To Officer Roscow and the family, we wish you the best.”

VII. Adjournment

Motion made at 6:48 P.M. by Council Member Hanebutt, seconded by Council Member Guebert, to adjourn the meeting. The vote was as follows: all ayes. Motion carried.
