The City Council of Red Bud, Randolph County, Illinois met on Monday, March 2, 2026, at 6:00 P.M. at the Red Bud City Hall, Council Chambers.

Members Present: Mayor Susan Harbaugh, Bryce Parsons, Curt Guebert, Patrick Mueller, Bill Hanebutt, Jeremy DeMond, Rodney Nevois, Kyle Donjon, Alan Piel

Motion made by Council Member Mueller, seconded by Council Member Guebert to approve the Financial Statements as presented and file for audit. The vote was as follows: Parsons, aye; Guebert, aye; Mueller, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye. Motion carried.

V. Approval of Estimated and Listed Bills

Motion made by Council Member Piel, seconded by Council Member Mueller to approve the estimated and listed bills. The vote was as follows: Guebert, aye; Mueller, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Parsons, aye. Motion carried.

Mayor Harbaugh read a proclamation naming March 8-14, 2026, as Girl Scout Week and thanked the girls scouts for their participation in the Girl Scouts and for attending the meeting.

Consent agenda item G was moved to Public Health & Safety

Committee. Council Member Hanebutt introduced Casey Harget to the council and invited him to tell a little about his background and family. Chief Brittingham said that Harget had passed all required testing.

Motion made by Council Member Hanebutt, seconded by Council Member Nevois, to authorize approval to hire Casey Harget as a full-time police officer at the current rate of pay. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Parsons, aye; Guebert, aye; Mueller, aye. Motion carried.

First Baptist Church 2021 requested a variance to reduce the parking lot aisle width from twenty to sixteen feet at 1010 Locust Street

Motion made by Council Member Piel, seconded by Council Member Parsons, to authorize approval of ORDINANCE NO. 1573: “AN ORDINANCE GRANTING A VARIANCE UNDER TITLE XVII, CHAPTER 173 OF THE CITY OF RED BUD CODE OF ORDINANCES 2021” for the First Baptist Church parking lot at 1010 Locust Street. The vote was as follows: DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Parsons, aye; Guebert, aye; Mueller, aye; Hanebutt, aye. Motion carried.

B. Red Bud Business Park – Bid Opening and Consideration/Acceptance

Mayor Harbaugh opened the only bid received for RBBP Lot #30, in the amount of $29,000

Motion made by Council Member Mueller, seconded by Council Member Donjon, to authorize approval to accept the bid from Cameron Mueth with Evergreen Lawn Services, for Red Bud Business Park Lot #30, in the amount of $29,000. The vote was as follows: Nevois, aye; Donjon, aye; Piel, aye; Parsons, aye; Guebert, aye; Mueller, aye; Hanebutt, aye; DeMond, aye. Motion carried.

C. Other Comments

Mayor Harbaugh announced that it is 180 days until the August 29th

America250 celebration at Lincoln Park.
