Committee Chairman Guebert called the meeting to order at 6:19 P.M.

A. Plant Report

The generation runs are per schedule. We had the generation black start issue on January 5th. We may be called to generate on Tuesday, January 21st.

C. Water -Water Tower Asset Management Program

Eckart is still waiting for formal pricing/information on the program.

I. Approval of Prior Month’s Meeting Minutes – Meeting December 16, 2024

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt to approve the minutes from the December 16, 2024, meeting. Carried

II. Proposal from BHMG – Rice NESHAP Testing for Generators

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Rheinecker, to authorize approval of the proposal from BHMG for the Rice NESHAP testing for generators compliance, NTE $16,152 Carried

III. Recommendation to End Claude Easter’s Six-Month Probationary Period, Effective January 23, 2025

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt, to authorize approval to end Claude Easter’s six-month probationary period, effective January 23, 2025. Carried

IV. Training Request – Steve Mertz & Clint Crafton – 2025 GUA Spring Training Seminar

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Rheinecker, to authorize approval to send Steve Mertz and Clint Crafton to training entitled “Annual GUA Spring Training Seminar” in Olney on April 3, 2025. Transportation by city vehicle is required, NTE $1,000. Carried

V. Authorization for Mayor to Sign IMUA Cost Match Commitment Letter – Emergency Equipment Share Program

Eckart said this is a grant opportunity for IMUA to purchase and store emergency electrical equipment which would be stored at Springfield City Light & Power for member’s emergency usage. There will be no additional cost to the city; it is funded by IMUA dues.

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt, to authorize approval for Mayor Harbaugh to sign the IMUA Cost Match Commitment Letter. Carried
