State Representative David Friess has introduced a bill aimed at addressing the teacher shortage in Illinois. The proposed legislation, known as HB1211, seeks to provide an alternative path for aspiring educators through the establishment of the Temporary Teacher Apprenticeship Program.

The program is designed to offer students pursuing a teaching license hands-on classroom experience while they work towards full certification. It presents a faster and more flexible option compared to traditional student teaching methods.

Schools have the discretion to accept temporary teacher apprentices, and Illinois offers grant programs that could assist with apprenticeship costs. These grants cover wages for apprentices, bonus pay for mentors, and continued employment opportunities post-program completion.

“Investing in education is about investing in people,” Rep. Friess stated. “Our schools need qualified, skilled teachers to meet the unique needs of every child. This issue is personal to me because my family has many educators. I know what teachers go through and want to support aspiring teachers and schools in any way that I can. I want Illinois to become a place where the best and brightest young aspiring educators decide to put down roots. This plan is a step in that direction.”

During the 2023-2024 school year, over 90 percent of schools reported facing a “serious” or “very serious” teacher shortage. The new program aims to help future educators explore their profession while taking steps toward obtaining their Professional Educator License.
