Representatives introduce bills to enhance accountability for Illinois elected officials

Earlier today, Representatives David Friess and Dan Ugaste held a press conference in Springfield’s Capitol Blue Room to discuss two new legislative proposals aimed at increasing government accountability and empowering residents of Illinois. They introduced House Bill 5924 and House Joint Resolution Constitutional Amendment 22, which are designed to expand recall provisions for elected officials throughout the state.

“We must foster greater trust between people and their government,” said Rep. Friess. “These initiatives give constituents a voice and ensures that our leaders remain accountable to the citizens they serve. These proposals reflect a commitment to transparency, fiscal responsibility, and good governance.”

House Bill 5924 aims to establish the Local Government Elected Official Recall Act, allowing residents to recall local officials elected during general or consolidated elections. House Joint Resolution Constitutional Amendment 22 seeks a constitutional amendment to broaden recall eligibility to include all State Executive Branch officers, legislative leaders, members of the General Assembly, and local government officials.

Both pieces of legislation aim to balance accountability with practicality by incorporating high signature thresholds and alignment with regularly scheduled elections. This approach is intended to prevent frivolous or politically motivated recalls while minimizing additional expenses.

The proposed measures will now proceed to committee for further discussion.
