Du Quoin City Council discusses Rural Fire Call Ordinance

The Du Quoin City Council met Monday, April 11.

Here are the minutes as provided by Du Quoin:

Minutes of the April 11 Meeting

Minutes:

The Minutes of the City Council of the City of Du Quoin, County of Perry, held on this 11th day of April in the year 2016, said meeting held in the Council Chambers of the Du Quoin City Hall.

Invocation:

Reverend Jarrett Wells of First United Methodist Church gave the invocation.

Call to Order:

Mayor Alongi called the meeting to order at 6 pm with the following individuals present: Commissioners Dale Spencer, Charles Genesio, and Gerald Whitley. City staff included City Treasurer Stephanie Cravens and City Clerk Andrew Croessman.

Previous Meeting Minutes:

The Council reviewed the minutes of the meeting held on the 28th day of March.

Commissioner Spencer moved, Commissioner Whitley seconded a motion to approve the minutes. Motion passed; all ayes.

Approval of Bills:

Commissioner Genesio moved, Commissioner Spencer seconded a motion to approve the bill list for April 11, 2016. Motion passed; all ayes.

Guests:

Mrs. Beth Alongi presented drafts of a new City logo. These drafts were created by Jessica Carr, a former student of hers, who wanted to incorporate the Du Quoin State Fairgrounds, Downtown, and the Central rail line. The Commissioners were all in favor of the new logo, however, they thought that they should wait until Commissioner Ward returned. Commissioner Spencer moved, Commissioner Genesio seconded a motion to table the acceptance of new logo. Motion passed; all ayes.

Proclamations:

City Treasurer Stephanie Cravens read the Arbor Day Proclamation, which is made a part of the minutes and attached hereto.

Appointments:

Mayor Alongi appointed Yvonne Morris and Devan Vaughn to the Tourism Commission. Commissioner Spencer moved, Commissioner Genesio seconded a motion to approve both appointments. Motion passed; all ayes.

Ordinances:

A. 2016-O03-02: Liquor Ordinance. Commissioner Whitley moved, Commissioner Genesio seconded a motion that 2016-O03-02 be approved. Motion passed; all ayes.

B. 2016-O04-01: Rural Fire Call Ordinance. City Clerk Andrew Croessman said that the purpose of this Ordinance is to replace the City Code with the Illinois State Statuate regarding what a municipality can charge a non-resident to respond to a fire call. The City currently uses a schedule of rates for three different time frames. This Ordinance would charge non-residents at actual cost, not an average. Commissioner Spencer moved, Commissioner Whitley seconded a motion that 2016-O04-01 be put on public display. Motion passed; all ayes.

City Clerk Croessman introduced the two following Ordinances. The Ordinances allow the City to enter into a three year contract with Vandevanter Engineering to maintain lift station pumps and Wastewater Treatment Plant pumps. The contracts guarantee rates through 2018, and give the City the option to terminate contract early without cost.

C. 2016-O04-02: Ordinance approving Vandevanter Engineering Contract for maintenance of Water Department Pumps. Commissioner Whitley moved, Commissioner Genesio seconded a motion that 2016-O04-02 be put on public display. Motion passed; all ayes.

D. 2016-O04-03: Ordinance approving Vandevanter Engineering Contract for maintenance of Wastewater Treatment Plant Pumps. Commissioner Whitley moved, Commissioner Spencer seconded a motion that 2016-O04-03 be put on public display. Motion passed; all ayes.

Resolutions:

A. 2016-R04-01: A Resolution Authorizing Condemnation of Property at 212 West Franklin Street. Commissioner Spencer moved, Commissioner Genesio seconded a motion that 2016-R04-01 be approved. Motion passed; all ayes.

B. 2016-R04-02: A Resolution Authorizing a Redevelopment Agreement between the City of Du Quoin, Perry County, Illinois and Slainte Real Estate, LLC. City Economic Developer Jeff Ashauer said that the owner of the “cookie factory” in the Industrial Park wants to make physical improvements to accommodate near future tenants. This Resolution authorizes up to $15,000 of Tax Increment Financing (TIF) funds to make such improvements. Commissioner Genesio moved, Commissioner Spencer seconded a motion that 2016-R04-02 be approved. Motion passed; all ayes.

Public Agenda:

A. Motion and vote to accept letter of resignation for the retirement of Police Officer Jeff Jacoby effective April 21, 2016. Commissioner Whitley moved, Commissioner Spencer seconded a motion to accept letter of resignation. Motion passed; all ayes.

A. Motion and vote to hire Will Denton as a full-time Police Officer effective April 21, 2016. Commissioner Whitley moved, Commissioner Genesio seconded a motion that he be hired. Motion passed; all ayes.

Commissioners’ Comments:

The Council expressed sympathy to Commissioner Ward for the loss of his mother.

Mayor Alongi announced that the City has taken down barricades on the sidewalk adjacent to Blanca’s Building. He also said that the reason the west wall is not cleaned off is due to the owner of the Higgins Building has not settled with his insurance carrier yet. Next, he thanked the Swimming Indians for raising roughly $9,000 to go towards the pool restoration. Lastly, Mayor Alongi said that three ordinances may appear at the next Council meeting: Carnival License, Vendors License, and Entertainment Tax.

Public Comment:

City Health Officer Ron Darnell addressed the Council in regards to the partial collapse of a rear wall of a building at 20 North Division Street. He said that it is complicated to demolish the building because the owner has filed for bankruptcy. Aside from the legal issues, he said he has contacted Ameren to relocate gas meters, and is in the process of submitting permits to the EPA.

Adjournment:

The City Council adjourned at 6:40 pm, motion by Commissioner Spencer, seconded by Commissioner Whitley; all ayes.
