Mount Vernon CSD board provides maintenance project updates

The Mount Vernon City School District 80 Board of Education met Aug. 10 to provide updates on the summer maintenance projects.

The Mount Vernon City Schools, District 80 Board of Education met in a regular meeting on Wednesday, August 10, 2016, at the Board of Education Office, 2710 North Street, Mt. Vernon, Illinois, at 6:00 p.m. Acting President Hollmann called the meeting to order at 6:00 p.m. The following board members answered roll call: Jaymie Nunnery, Brishanta Lee, Cleo Holt, Lora Greathouse, Merle Hollmann. Board members absent : Cindy Zirkelbach and Matt Reynolds. Also present were: Travis Morse, Greg Peterson, Nancy Herzing, Amy Spotanski, Superintendent Aletta Lawrence, Assistant Superintendent Ryan Swan, and Connie Knowles, recorder.

AUDIENCE TO VISITORS Acting President Hollmann asked if anyone would like to address the Board. No one wanted to address the Board.

CONSENT AGENDA Acting President Hollmann stated that the following items would be placed on the Consent Agenda: Minutes of the July 13, 2016 meetings, Approval of Bills, Treasurer’s Report, Budget Report, Disposal of Closed Session Tape (November 2014), The STEP Program, FOIA Officers, Resolution to Maintain Hazardous Bus Routes, Change date for September Board Meeting to approve the budget, Renewal of Treasurer’s Bond, First preview of updated policies, American Red Cross Shelter Agreements, and Agreement with Summersville Grade School District No. 79.

A RESOLUTION TO MAINTAIN HAZARDOUS BUS ROUTES

RESOLUTION

WHEREAS, the Illinois School Code, Chapter 122, 29-3, states: “The determination as to what constitutes a serious safety hazard shall be made by the school board in accordance with guidelines promulgated by the Illinois Department of Transportation, in consultation with the State Superintendent of Education,” the Mount Vernon City Schools, District 80, Board of Education in previous years have determined that certain routes in the Dr. Nick Osborne Primary Center, J.L. Buford Intermediate Education Center, and Zadok Casey Middle School as serious safety hazards and directed the superintendent to forward this determination to the Illinois Department for review.”

THEREFORE, THE Board of Education of Mount Vernon City Schools, District 80 hereby authorizes the Superintendent of this school district to forward the serious safety hazards determinations, as cited in this resolution, to the Illinois Department for review.

Motion by Holt, second by Greathouse, to approve all of the above items under the Consent Agenda, as presented except for first preview of updated policies.

Roll Call: Ayes – Holt, Greathouse, Nunnery, Lee, and Hollmann.

Nays – None. Absent – Zirkelbach and Reynolds. Motion carried. At this time, the order of the agenda was changed.

OLD BUSINESS

TENTATIVE BUDGET FOR FY17 AND SETTING A TIME AND PLACE FOR THE ANNUAL BUDGET HEARING.

Superintendent Lawrence reported that a tentative budget for 2016-2017 is being presented for review. The finance committee met on August 2, 2016 to review the budget.

Motion by Holt, second by Greathouse, to direct the Superintendent to make the tentative budget available for public review in the Office of the Board of Education, 2710 North Street, Mt. Vernon, Illinois, for a period of at least thirty days and schedule a public hearing concerning the 2016-2017 budget at the 6 p.m., September 21, 2016 Board Meeting at the Office of the Board of Education, 2710 North Street, Mt. Vernon, Illinois.

Roll Call: Ayes – Holt, Greathouse, Nunnery, Lee, and Hollmann.

Nays – None. Absent: Zirkelbach and Reynolds. Motion carried.

SUPERINTENDENT’S REPORT

HEAD START UPDATE Superintendent Lawrence gave an update on the Head Start Program.

SUMMER MAINTENANCE PROJECTS UPDATE Mr. Swan gave a report on the progress of the summer maintenance projects.

FRESH FRUIT AND VEGETABLE PROGRAM FOR 2016-2017 The ISBE has notified District 80 that we have been selected to again participate in the Fresh Fruit and Vegetable Program for the 2016-2017 school year. Dr. Andy Hall Early Education Center, Dr. Nick Osborne Primary Center, and J.L. Buford Intermediate Education Center will be participating in this program. Zadok Casey Middle School was not selected for participation.

REGISTRATION UPDATE The district registered 1239 K-8 students at the Registration held at the Primary Center on August 4th and 5th. There have been more students register in the buildings since registration. Dr. Andy Hall had their registration in the Spring and they continue to enroll students.

STATE PAYMENTS Mrs. Lawrence advised that the state owes the District $412,723.82.

ACKNOWLEDGEMENT OF AWARD Superintendent Lawrence reported that recently retired Administrative Assistant/Board Secretary, Janet Miller, has received an award of Special Recognition at a gala which highlights local residents who are making a difference in the community. Mrs. Lawrence recognized the honor of this award and the recognition Mrs. Miller has brought to District 80.

PHYSICAL INVENTORY SERVICES Motion by Holt, second by Greathouse, to approve the quote of $3,790 by Terry Knowles to update and maintain the inventory for District 80, as presented.

Roll Call: Ayes – Holt, Greathouse, Nunnery, Lee, Hollmann.

Nays – None. Absent: Zirkelbach and Reynolds. Motion carried.

NEW BUSINESS

BIDS FOR FOOD AND NON-FOOD Motion by Lee, second by Nunnery to approve the low bids for Food and Non-Food, as presented.

Roll Call: Ayes – Lee, Nunnery, Holt, Greathouse, and Hollmann.

Nays – None. Absent: Zirkelbach and Reynolds. Motion carried.

CLOSED SESSION Motion by Holt, second by Lee, to enter into closed session for the purposes of hearing information regarding appointment, employment, compensation, discipline, performance or dismissal of specific employees. (5 ILCS 120/(c)(1) and Security Procedures and the Use opf Personnel and Equipment to Respond to an actual, a Threatened, or a Reasonably Potential Danger to the Safety of Employees, Students, Staff, the Public, or Public Property (5 ILCS 120/2(c)(8).

Roll Call: Ayes – Lee, Hollmann, Nunnery, Zirkelbach, Holt, Greathouse, and Reynolds.

Nays – None. Motion carried.

The Board adjourned to closed session at 6:40 p.m.

OPEN SESSION The Board returned to open session at 8:13 p.m.

LEAVE Motion by Holt, second by Nunnery, to approve the requested FMLA extension of William Hagen, as presented.
