HELD ON MONDAY, OCTOBER 3, 2016
AT THE VILLAGE HALL
Call to Order
Village President Paul Z. Tomazzoli called the meeting to order at 6:00 P.M.
Roll Call
Upon roll call, the following Trustees were present: Jean A. Britt Dennis Maze
Patrick Brumleve Elvis Pearson
Alma Gomez David Stewart
Also Present
B. J. Hale, Jesse Adams, Dorothy Cirilla, Dan Cirilla, Wayland Duty
Minutes of the September 19, 2016 Regular Meeting
Motion was made by Maze, seconded by Brumleve, to approve the Minutes of the September 19,
2016 regular meeting as presented. Upon roll call, the vote was:
Ayes: 5 – Britt, Brumleve, Gomez, Maze, Pearson
Nays: 0 – None
Absent: 1 – Stewart
Motion declared carried.
Trustee Stewart arrived at the meeting.
Visitors
Wayland Duty, Dorothy and Dan Cirilla
Wayland Duty, Dorothy and Dan Cirilla were present to voice their concerns about property adjacent
to theirs which has not been mowed in its entirety. Mayor Tomazzoli advised them that notice had
been given to the property owner who has stated he will no longer mow the right-of-way between his
property and the street. Village employees will mow the property as needed. The visitors then left
the meeting.
Building Permits
Motion was made by Brumleve, seconded by Pearson, to issue Building Permit No. 942 to Sammy
Ulen for a manufactured home. Upon roll call, the vote was:
Ayes: 6 – Britt, Brumleve, Gomez, Maze, Pearson, Stewart
Nays: 0 – None
Absent: 0 – None
Motion declared carried.
Approval of Bills and Salaries
Motion was made by Brumleve, seconded by Stewart, that presented bills in the amount of
$20,757.22 and regular salaries be approved for payment. Upon roll call, the vote was:
Ayes: 6 – Britt, Brumleve, Gomez, Maze, Pearson, Stewart
Nays: 0 – None
Absent: 0 – None
Motion declared carried.
Budget Report
Motion was made by Brumleve, seconded by Pearson, to approve the Budget Report for the period
ending September 28, 2016, as presented. Upon roll call, the vote was:
Ayes: 6 – Britt, Brumleve, Gomez, Maze, Pearson, Stewart
Nays: 0 – None
Absent: 0 – None
Motion declared carried.
Line Item and Other Transfers
Motion was made by Pearson, seconded by Brumleve, to authorize line item and other transfers as
presented. Upon roll call, the vote was:
Ayes: 6 – Britt, Brumleve, Gomez, Maze, Pearson, Stewart
Nays: 0 – None
Absent: 0 – None

Cemetery Donation
The Village has received a donation to the cemetery from the estate of Mary E. Hodges.
Cemetery Committee Chairman Alma Gomez will meet with the Cemetery Board of Managers to
determine how to best benefit the cemetery.
Motorized Water Valves
Motion was made by Brumleve, seconded by Gomez, to authorize Superintendent Eads to proceed
with doing what is necessary to make the motorized water valves at the reservoir operational.
Shelter in Downtown Park
The construction of a new shelter in the downtown park is complete. The construction was made
possible by the work of Village employees, members of the First Baptist Church B-Men, and a
donation of $1,000 from the Cobden Lions Club. Park Committee Chairman David Stewart will
organize a cookout for those involved with the project. Tentative date for the cookout is Sunday,
October 16.
Regulation for Use of Golf Carts
A proposed ordinance for the operation of golf carts on Village streets was presented. Revisions
were made and the ordinance and a proposed permit form will be presented at the October 17
meeting.
Ordinance No. 2016-946 – An Ordinance to Amend Section 11-6-1(D) of the Revised Code of
Ordinances of the Village of Cobden, Illinois
Motion was made by Pearson, seconded by Britt, to pass and adopt Ordinance No. 2016-946 - An
Ordinance to Amend Section 11-6-1(D) of the Revised Code of Ordinances of the Village of Cobden,
Illinois. Upon roll call, the vote was:
Ayes: 6 – Britt, Brumleve, Gomez, Maze, Pearson, Stewart
Nays: 0 – None
Absent: 0 – None
Motion declared carried. This ordinance pertains to military leave.
Hobby Animal Use Permit
Motion was made by Brumleve, seconded by Pearson, to approve the Hobby Animal Use Permit as
presented. Upon roll call, the vote was:
Ayes: 6 – Britt, Brumleve, Gomez, Maze, Pearson, Stewart
Nays: 0 – None
Absent: 0 – None
Motion declared carried. The Zoning Administrative Officer will be responsible for the inspection of
premises.

of Trustees be adjourned. Motion carried and the meeting adjourned at 6:50 p.m.
