City of Waterloo Ordinance Committee met Jan. 16.

Here is the minutes as provided by the Committee:

Meeting called to order at 6:40 pm with the follow committee members in attendance,  Aldermen Clyde Heller, Steve Notheisen, Rita Trantham, James Hopkins, and Russ Row.  Mayor  Tom Smith, Aldermen Gerald Frederick, Stan Darter, Finance Officer Shawn Kennedy, City  Attorney Dan Hayes, Director of Public Works Tim Birk, Zoning Code Administrator Jim Nagel,  and Building Inspector/Code Administrator Nathan Krebel were also present.  Minutes of 08‐04‐16 Ordinance Meeting were approved at the 01‐09‐17 Utility Meeting.  Agenda Item 1, Petitions by Citizens on Non‐Agenda Items.  None present.  Agenda Item 2, Ord. 1709‐ Adding Reliance Bank.  Draft ordinance 1709 adding banks was read  and discussed.  Motion to approve adding Reliance Bank to approved bank list made by  Alderman Steve Notheisen, second by Alderman Jim Hopkins, vote 5‐0 to place on council  agenda for approval.  Agenda Item 3, Ord. 1710‐ Raffles.  Draft ordinance 1710 read and discussed adding in language  that was omitted in previous amendment to this ordinance.  Motion to approve adding  paragraph 7‐5‐2 and 7‐5‐3,(A),(B),(C) to ordinance made by Alderman Notheisen, seconded by  Jim Hopkins, vote to send to council for approval 5‐0.  Agenda Item 4, Ord. 1711‐ Commercial Accessory Building Roofing Materials.  Draft Ordinance  1711 read and discussed. Jim Nagel provided information of Planning Commission and Zoning  Board of Appeals review and recommendation.  Zoning Board of Appeals recommended subparagraph (iii) “final non‐matching roofing finish must complement the existing structures”.  This item was determined to be too subjective and therefore not included in the motion to  approve paragraph 40‐3‐2 (B) Commercial, “except that”(i)(ii). Motion to approve without (iii)  made by Alderman Notheisen, second by Trantham, vote 5‐0 to send to council for approval.  Agenda Item 5, Ord 1712‐ Zoning: Gym/Training/Fitness Centers.  Jim Nagel presented results  of Planning Commission and Zoning Board of Appeals to include “Gym/Training/Fitness  Centers” in Chapter 40, Zoning, Section 40‐2‐3‐(B) General Zoning Districts Regulation B‐3  Central Business District‐ Permitted Uses. Also included is “Gym/Training/Fitness Centers in  Section 40‐2‐3 (B) General Business District‐Special Use Permits Required.  Motion to approved  and forward to council made by Alderman Row, second by Aldermen Hopkins, vote 5‐0.   Agenda Item 6, Testing for Non‐Licensed Electricians.  Building Inspector Nathan Krebel  presented information of concern that electrical work on structures within Waterloo do not  required a certified electrician as part of the building/remodeling permit.  He cited information  required by Monroe County on this topic.  After discussion, aldermen requested additional  information and to email the information to aldermen so this can be further studied.

Agenda Item 7, Travel Expense Control Act.  Finance Officer Shawn Kennedy presented Draft  Ordiance17xx on Local Government Travel Expense Control Act.  This draft is provided for  reading and questioning prior to recommendation to Council for approval action in February.   This ordinance is to work in compliance with Illinois Public Act 099‐0604.  A few questions and  comments were provided. This draft will be addressed prior to February 20th Council Meeting.  Agenda Item 8 Comments:  None  Motion to adjourn made by Alderman Trantham, second by Alderman Row, adjourned at 7:20.
