City of Chester Council met June 5.

Here is the agenda as provided by the committee:

I.Call to Order

The City Council of Chester, Illinois, met in regular session on Monday, June 5, 2017, in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:04 p.m.

II.Roll Call

IV.Reading of Minutes of Previous Meeting

Alderman Crossland moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Clark seconded the motion. UPON ROLL CALL: Ayes: Aldermen Crossland, Geisen, Ohlau, Blechle, Allison, Platt, Clark. Nays: None. Absent: Alderman Rader. Motion carried.

V.Correspondence

The following correspondence was acknowledged:

VI.Reports

Mayor:

Mayor Page announced that a memorial fishing tournament and fundraiser honoring James Brockmeyer will be held on June 17th at the Knight of Columbus Hall.

City Clerk:

A raffle license application for the American Legion Alva Courier Post 487 was presented by the City Clerk. Alderman Crossland moved to issue the license and to waive the fidelity bond required of the raffle manager. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Ohlau, Platt, Blechle, Crossland, Allison, Geisen, Clark. Nays: None. Absent: Alderman Rader. Motion carried.

A raffle license application for the Popeye Car Cruise was presented by the City Clerk. Alderman Crossland moved to issue the license and to waive the fidelity bond required of the raffle manager. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Ohlau, Platt, Blechle, Crossland, Allison, Geisen, Clark. Nays: None. Absent: Alderman Rader. Motion carried.

Alderman Crossland moved to issue the license and to waive the fidelity bond required of the raffle manager. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Ohlau, Platt, Blechle, Crossland, Allison, Clark. Nays: None. Absent: Alderman Rader. Alderman Geisen abstained from voting. Motion carried.

VII.Committee Reports Cemetery & Finance Committee (Chairman Platt):

Chairman Platt advised that the committee met prior to the council meeting at 5:30 p.m. to review city bills. His motion to approve payment of bills as prepared by the city clerk, subject to audit, was seconded by Alderman Allison. Upon Roll Call: Ayes: Aldermen Crossland, Platt, Geisen, Ohlau, Blechle, Allison, Clark. Nays: None. Absent: Alderman Rader. Motion carried.

Chairman Platt moved to approve the May report of the Evergreen Cemetery as prepared by Randy Wofford. Alderman Allison seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Platt, Geisen, Ohlau, Blechle, Allison, Clark. Nays: None. Absent: Alderman Rader. Motion carried.

Economic Development, Chamber & Beautification Committee (Chairman Allison):

Chairman Allison announced that the Annual Chamber of Commerce dinner will be held on June 16th at the Chester Country Club.

VIII.Department Heads

Chief of Police (Ryan Coffey):

Chief Coffey summarized the monthly status report for the Chester Police Department as provided to council members. Chief Coffey thanked the council for their ongoing support through the loss of Officer Brockmeyer and allowing members of the department the ability to attend the various events honoring Officer Brockmeyer. Chief Coffey announced that on May 25th, Senator Paul Schimpf proposed SJ0022 in the Senate chambers which dedicates a portion of State Route 3 from the intersection at State Street, south to Water Street, as Officer James I. Brockmeyer Memorial Highway.

Fire Chief (Marty Bert):

Chief Bert reported that the Chester Fire Department responded to eleven calls during the month of May. Chief Bert announced that five Chester firefighters will be honored on June 19th for a water rescue performed during the recent flood.

IX.Old Business

Alderman Platt stated that he received a complaint from a resident regarding the recent increase cost of trash collection. The resident requested the ability to opt out of the city’s trash service.

X.Presentation of Plaque

Mayor Page recognized Donna Clendenin, City Treasurer, for fourteen years of service to the city and presented a plaque of appreciation.

XI.Public Discussion

Pete Spitler reported that CH2M engineers will be conducting traffic surveys on Tuesday and Wednesday for the upcoming bridge replacement project.

XII.New Business

One Sided Parking on Designated Streets:

Alderman Platt asked the council to consider passing an ordinance to designate one sided parking on narrow streets. After Alderman Ohlau’s inquiry, Alderman Platt suggested one sided parking on George Street, Swanwick Street and Knapp Street. Mayor Page advised that this issue was discussed several year ago and residents on those streets were opposed to the changes. Chief Coffey warns that providing more space on streets will result in increased traffic flow and speed. Discussion ensued. Mayor Page advised that

letters will be mailed to residents along Swanwick Street and this issue will be discussed at an upcoming council meeting.

James Brockmeyer Memorial:

Chief Coffey advised that the Public Safety Committee has been discussing plans for a memorial park honoring Officer Brockmeyer. The committee recommends the lot located east of the Opdyke and State Street intersection. The park will be at the beginning of the James I. Brockmeyer Memorial Highway. Chief Coffey noted that the project will be completed in phases. Alderman Crossland moved to approve the lot located at the corner of Opdyke and State Street to be dedicated for a memorial honoring Officer Brockmeyer. Alderman Geisen seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Geisen, Clark, Ohlau, Platt, Blechle, Allison. Nays: None. Absent: Alderman Rader. Motion carried.

Purchase of a Gate at Cole Park and Backstop at Cohen Complex:

Mayor Page advised that Lorin Mott called council members regarding the purchase of a new gate at Cole Park and a backstop at the Cohen Complex. The new backstop will eliminate the foul ball problems on field 3 and 5 at the Cohen Complex. Alderman Crossland moved to ratify the action of the council to purchase a new backstop at the Cohen Complex and a new gate at Cole Park. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Geisen, Clark, Ohlau, Platt, Blechle, Allison. Nays: None. Absent: Alderman Rader. Motion carried.

Concessions – Barb’s Bounty:

Alderman Crossland moved to approve the agreement between the City of Chester and Barb Bierman which allows Barb’s Bounty to provide food service and concessions for sale at Cohen Complex from August 1, 2017 until October 31, 2017. Alderman Platt seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Geisen, Clark, Ohlau, Platt, Blechle, Allison. Nays: None. Absent: Alderman Rader. Motion carried.

Ordinance #1645 – An Ordinance Establishing The Prevailing Wage Rate for Laborers, Workers and Mechanics Employed by Contractors or Subcontractors in Performance of Public Works Contracts for The City of Chester:

Attorney Jeff Kerkhover presented this Ordinance to establish the prevailing wage rate as required by statue. Alderman Platt moved to pass the prevailing wage Ordinance and Alderman Crossland seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Geisen, Clark, Ohlau, Platt, Blechle, Allison. Nays: None. Absent: Alderman Rader. Motion carried.

Agreement – Jericho Property Management, LLC:

The Water Plant and Water Distribution Superintendents met and proposed to increase the fee for city services from $250.00 per month to $350.00 per month for the Highland Acres Trailer Court. The City Clerk will compare water usage of individual meters to the usage of the master meter. Jericho Property Management, LLC will be billed monthly for the difference in usage at a cost of $2.75 per one thousand gallons of water used. Alderman Crossland moved to approve the agreement between the city of Chester and Jericho Property Management LLC. This motion was seconded by Alderman Platt. Upon Roll Call: Ayes: Aldermen Crossland, Geisen, Clark, Ohlau, Platt, Blechle, Allison. Nays: None. Absent: Alderman Rader. Motion carried.

Ordinance #1646 – An Ordinance Authorizing Sale of Personal Property Owned by The City of Chester, Illinois:

After Alderman Platt’s inquiry, Street Superintendent Randy Eggemeyer stated the price of metal is very low now and the city wouldn’t receive much for salvaging the items. Alderman Crossland moved to pass the Ordinance that accepts the following bids: 1)

1984 Ford F250 Truck – Roger Holley, $200.00. 2) 2008 Dodge Charger – Randy Kaempfe, $100.00. 3) 1999 Dodge Ram 2500 – Kimberly Greatting, $175.00. 4) 1984 Chevrolet K2500 – Ruth Renner, $526.00. 5) 1996 Chevrolet K2500 – Randy Kaempfe, $75.00. 6) 1999 Buick LE Sabre – Kimberly Greatting, $200.00. 7) Homemade Trailer – Roger Holley, $45.00. 8) Western Snow Plow (For Truck) – Ruth Renner, $125.00. 9) Adjustable Blade – Ruth Renner, $60.00. 10) Rand Air 85 – Roger Holley, $200.00. 11) Jackhammer #1 – Roger Holley, $5.00. 12) Jackhammer #2 – Roger Holley, $5.00. 13) Jackhammer #3 – Roger Holley, $5.00. 14) Small Jackhammer – Roger Holley, $5.00. 15) Skates – Kimberly Greatting, $5/pair. At 6:54 p.m., Alderman Crossland moved to adjourn the meeting. Alderman Clark seconded the motion. VOTE: Ayes: Aldermen Crossland, Platt, Geisen, Ohlau, Blechle, Allison, Clark. Nays: None. Absent: Alderman Rader. Motion carried.
