Village of Crainville Board of Trustee met May 9.

Here is the minutes as provided by the board:

Minutes from the April 11, 2017 regular Board Meeting were presented. There were no corrections.


Motion 1: Aue made the motion and Harbin seconded the motion to approve the April 11, 2017 Village Board Meeting Minutes as presented. All present voted yea and the President declared the motion carried.

Motion 2: Jones made the motion and Rains seconded the motion to approve the April 27, 2017 Village Continued Board Meeting Minutes as presented. All present voted yea and the President declared the motion carried.

Treasurer’s Report:

Tena Steinacher presented the Treasurer’s Report.

Steinacher requested that the Board bring down $30,000 from the Illinois Fund.

Motion 3: Rains made the motion and Harbin seconded the motion to approve bringing $30,000 from the Illinois Funds to the Village of Crainville’s General Fund. All present voted yea and the President declared the motion carried.

Bills:

May bills were presented. The following bills were added: General Fund Crain Printing $192.00, Police General Fund Dunns Sporting Goods $383.54, Police General Fund Southern Illinoisan $125.75 and Police General Fund Axon $156.54.

Motion 4: Harbin made the motion and Rains seconded the motion to pay the May bills. All present voted yea and the President declared the motion carried.

Visitor Participation

Glen McGee is concerned that the Aaron Isaacson house located at 1610 Sara Lane is still being used by Isaacson even though he no longer owns the home, and the home does not have running water or electricity. Isaacson has been arrested several times by the Crainville Police Department for multiple charges; however, he cannot be arrested for trespassing until the Crainville Police Department has been notified by the Wells Fargo Bank that they have foreclosed on the house. Residents that want to voice their concerns regarding this situation can call Wells Fargo Bank. At this point, the Village has done everything they can do until Wells Fargo Bank sends notice that Aaron Isaacson is trespassing.

Duane Maak asked about the drainage on the North side of Hawkeye Court. Mitchell has asked IDOT to extend their curb and gutter 15 feet to the East which will connect with an existing ditch. IDOT has refused to extend the curb and gutter. The Village will build a berm to facilitate the drainage.

Jim and Dee Clayton expressed concern about the lack of lighting on the new bike and walking path. Mitchell told them that the Village is aware of the need for lighting in this area, and the Village is looking into grants to help fund the lighting project.

John Crawford Report:

John Crawford was not present and no report was given.

Department Heads

Water Report: (Pam Borders)

1.  There are 758 water customers

2.  560 garbage customers.

3.  3 Building Permits

4.  2 new customers

5.  3 disconnects

6.  Room Rental 7 days for a total of $365.00

Street/Water-Sewer Report (Ryan Farrar)

Ryan Farrar reported

1.  The lagoon lost power during the 11 inch rain that fell several weeks ago, and the lagoon road washed out.

2.  A sink hole developed on Barnett, and was filled in by the DNR.

3.  Backhoe is in the shop and needs approximately $3,629.09 of repair work done. Board approved the repair work on the backhoe.

4.  The Board approved the purchase of a cutting head- sewer jet for $1,900.

5.  The Village Park needs the matts fixed on the handicapped swing, and there is a spot on Marilyn Street that needs to be filled in

Police Report

Chief Rogers presented Sean Dobbins with his Sargent’s badge.

Old Business

Budget

Mitchell and Steinacher presented the 2017/2018 Village of Crainville Budget.

Motion 5: Oetjen made the motion and Rains seconded the motion to accept the 2017/2018 budget as presented. All present voted yea and the President declared the motion carried.

First Aid Kits

The Village needs to purchase several first aid kits. First aid kits need to be in all Village vehicles, at the lagoon, in the Old Village Hall, and New Village Hall. The Board decided to purchase 6 First Aid Kits from First Aid Product, and purchase extra supplies for the first aid kits. The Police will purchase separate kits for their squad cars. Total cost for the First Aid Kits will be $430.76.

Motion 6: Jones made the motion and Harbin seconded the motion to purchase 6 First Aid Kits along with extra supplies from First Aid Products for approximately $430.76. All present voted yea and the President declared the motion carried.

Overpass

Mitchell has contacted State Representative Severin’s Office and State Senator Fowler’s Office on naming the new overpass Veterans Memorial Overpass. In order to rename the Overpass a Resolution has to be passed in the State House of Representatives presenting the new name. Severin will present the Resolution to the Illinois House of Representatives.

Trailer

Harbin told the Board that he has had several complaints regarding the abandoned trailer that is located at the Southeast corner of Municipal Drive. There is disagreement on who actually owns the trailer. Mitchell has talked to Mr. Lewis regarding the removal of the trailer, however, Mr. Lewis says he no longer owns the trailer and it is now the property of IDOT. IDOT claims that they do not own the trailer. Mitchell will try to talk to IDOT regarding the removal of the trailer.

New Business

Trustees

Mitchell thanked outgoing Village Trustee Vicki Chapman for her years of service to the Village of Crainville. In the April Election, Trustee Jim Rains and Julie Aue were elected for another 4 year term, and Mark Dollins was elected for a 4 year term. Mitchell congratulated all Trustees on their election and welcomed Trustee Mark Dollins to the Board. The Oath of Office was given by Village Attorney Brad Olson to Ron Mitchell President, Village Clerk Jacquelyn Chapman, and Trustees Julie Aue, Mark Dollins, and Jim Rains.

Village Park

Aue told the Board that she will be painting equipment and benches at the Village Park. She would like to place dirt and mulch in areas around the Park. Farrar will order the dirt and mulch for the Village Park.

Free Fair

The Lions Club has asked the Village to place an ad in the Free Fair Brochure. The ad will go to support the Free Fair that is held at Cannon Park every fall.

Motion 7: Jones made the motion and Aue seconded the motion to place a $100.00 ad in the Carterville Free Fair Brochure. All present voted yea and the President declared the motion carried.

Ordinances

Motion 8: Oetjen made the motion and Harbin seconded the motion to approve Ordinance 2017-05-01 Establishing the Prevailing Rate of Wages in the Village of Crainville, Williamson County Illinois. All present voted yea and the President declared the motion carried.

Executive Session

Motion 9: Harbin made the motion and Jones seconded the motion to go into Executive Session to discuss personnel issues at 7:35 pm. All present voted yea and the President declared the motion carried.

The Board came out of Executive Session at 7:55 pm.

General

Motion 10: Rains made the motion and Aue seconded the motion to appoint Sam Jones and Mike Harbin to the Liquor Advisory Board. All present voted yea and the President declared the motion carried.

Motion 11: Jones made the motion and Aue seconded the motion to adjourn the meeting at 8:00 pm. All present voted yea and the President declared the motion carried.
