The City Council of Red Bud, Randolph County, Illinois met on Monday, August 7, 2017 at 7:00 P.M. at Red Bud City Hall, City Council Chambers.

Members Present:Mayor Tim Lowry, Clem Esker, Curt Guebert, Mike Reed, Bill Hanebutt, David Friess, Kyle Donjon, Susan Harbaugh

Members Absent:Glenn Linnertz

E.Request from Red Bud Beautification to Move Santa’s Village to City Hall Park (Cultural)

Approval of request from Red Bud Beautification to move Santa’s Village to the city hall park on December 1, 8, 15 & 22, 2017 and for the city to provide temporary electric service, trash cans, lights hung in the trees and move eight picnic tables from Ratz Park and to reserve the parking lot form 5:00 P.M. for use of the horse and carriage rides.

D.Public Works Committee - Meeting July 17, 2017

1.Request from Bob & Joyce Carnahan to Participate in the Sidewalk Program

Motion made by Council Member Donjon, seconded by Council Member Friess, to approve the authorization to allow Bob & Joyce Carnahan to participate in the sidewalk program at 204 S. 2.Authorization to Send Josh Eckart and Kenny Langrehr to ICC Pipeline Safety Conference - Training Fee

Motion made by Council Member Donjon, seconded by Council Member Hanebutt, to approve the authorization to send Josh Eckart and Kenny Langrehr to training entitled “2017 Pipeline Safety Conference” in Effingham, IL on October 18-19, 2017 with a registration fee of $90

2.Request from UltraPlay for Bounce House at Ratz Park – September 9, 2017

Motion made by Council Member Reed, seconded by Council Member Friess, to approve the request from UltraPlay to have a bounce house at Ratz Park for their company picnic on September 9, 2017. 3.Request from Dale Burmester to Close N. Taylor St – September 17, 2017

Motion made by Council Member Reed, seconded by Council Member Hanebutt, to approve the request from Burmester Auction Service to close the street by 312 N. Taylor St., for an auction on September 17, 2017 from 6:00 A.M.-4:30 P.M. The vote was as follows: Guebert, aye; Reed, aye; Hanebutt, aye; Friess, aye; Donjon, aye; Harbaugh, aye; Esker, aye. Motion carried.

4.Request from Evansville K of C to Collect at the 4-Way – September 15, 2017

Motion made by Council Member Reed, seconded by Council Member Donjon, to approve the request from Evansville K of C to collect at the 4-way on Friday, September 15, 2017 from 3:00-6:30 P.M. 5.Request from Red Bud K of C to Collect at the 4-Way – September 16, 2017

Motion made by Council Member Reed, seconded by Council Member Friess, to approve the request from Red Bud K of C to collect at the 4-way on Saturday, September 16, 2017 from 8:00 A.M.-12:00 P.M. The vote was as follows: Hanebutt, aye; Friess, aye; Donjon, aye; Harbaugh, aye; Esker, aye; Guebert, aye; Reed, aye. Motion carried.

6.Request from SWIC to Reserve Lincoln Park #1, Less Fee – September 23, 2017

Motion made by Council Member Reed seconded by Council Member Hanebutt, to approve the request from SWIC to reserve Lincoln Park #1, less fee on September 23, 2017. Council Member Harbaugh said this event was no longer going to take place. Motion and second withdrawn by Council Member Reed and Council Member Hanebutt.

1.Papenberg Special Use Permit – Advisory Report

a.Public Comments from Mary Liefer

Mary Liefer stated her objections to her previous home being used as a business. She did not feel that there was adequate parking, nor did she think the aesthetics of the residence should be changed. She would prefer her home to stay a home.

b.Ordinance No. 1382

Motion made by Council Member Friess, seconded by Council Member Donjon, to approve Ordinance No. 1382, “An Ordinance Granting A Special Use Permit Under Chapter 40 Of The Revised Code Of Ordinances Of The City Of Red Bud, Illinois” The motion was withdrawn by Council Member Friess and Council Member Donjon withdrew the second.

The ordinance will be rewritten by the city attorney, adding restrictions as discussed and will be voted on at a Special Council Meeting held the same night as the committee meetings.

J. Economic Development Commission – No Meeting

K.Parks & Recreation Committee – Meeting July 26, 2017

Mayor Lowry informed the council that he will be forming a pool committee soon and will be making another visit to the Freeburg pool. He has asked Poetker to collect estimated costs of operating the pool. Council Member Esker suggested the possibility of making the pool handicap accessible to provide an opportunity for the elderly and disabled veterans to use the pool. Council Member Friess said the swim team is very appreciative of the new swim blocks; they loved them.
