Chester City Council met August 7. 

Here is the minutes as provided by the council:

I.Call to Order

The City Council of Chester, Illinois, met in regular session on Monday, August 7, 2017, in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

II.Roll Call

IV.Reading of Minutes of Previous Meeting

Alderman Crossland moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Geisen seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Rader, Ohlau, Geisen, Allison, Platt, Clark. Nays: None. Absent: Alderman Blechle. Motion carried.

Alderman Crossland moved to approve minutes of Executive Session held on July 17, 2017, as prepared by the city clerk. Alderman Ohlau seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Rader, Ohlau, Geisen, Allison, Platt, Clark. Nays: None. Absent: Alderman Blechle. Motion carried.

V.Correspondence

The following correspondence was acknowledged:

•July’s Maintenance Report provided by Supt. Randy Eggemeyer

•American Duchess Inaugural Port Ceremony on August 27th

•Chester Rotary Club Solar Fried Chicken Dinner on August 18th

•Informational bulletin on the Solar Eclipse weekend provided by Recreational Director Patti Carter

•Chester Bridge Study Open House on August 24th from 4p.m.-7p.m.

•Chamber of Commerce event on August 31st at Benson’s Wine Bar

•IDOT Informational Letter regarding upcoming road improvements

VI.Reports

Mayor:

Mayor Page advised that several meetings for preparations for the upcoming solar eclipse have occurred. Mayor Page reported that a mobile command center will be at the Cohen Complex and that city hall will be closed on August 21st. It is anticipated that traffic will be our biggest issue that day.

City Treasurer:

Financial reports for the month of July were included packets.

City Clerk:

A raffle license application for the Chester Eagle’s Club Aerie #3252 was presented by the City Clerk. Alderman Crossland moved to issue the license and to waive the fidelity

bond required of the raffle manager. Alderman Geisen seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Rader, Ohlau, Geisen, Allison, Platt, Clark. Nays: None. Absent: Alderman Blechle. Motion carried.

A raffle license application for the Chester Rotary Club was presented by the City Clerk. Alderman Crossland moved to issue the license and to waive the fidelity bond required of the raffle manager. Alderman Clark seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Rader, Ohlau, Geisen, Allison, Platt, Clark. Nays: None. Absent: Alderman Blechle. Motion carried.

VII.Committee Reports

Cemetery & Finance Committee (Chairman Platt):

Chairman Platt advised that the committee met prior to the council meeting at 5:30 p.m. to review city bills. His motion to approve payment of bills as prepared by the city clerk, subject to audit, was seconded by Alderman Allison. Upon Roll Call: Ayes: Aldermen Crossland, Platt, Rader, Ohlau, Geisen, Allison, Clark. Nays: None. Absent: Alderman Blechle. Motion carried.

Chairman Platt moved to approve the June report of the Evergreen Cemetery as prepared by Randy Wofford. Alderman Rader seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Platt, Rader, Ohlau, Geisen, Allison, Clark. Nays: None. Absent: Alderman Blechle. Motion carried.

Ordinance Committee (Chairman Crossland):

Chairman Crossland reported that an upcoming meeting will be scheduled to review some of the ordinances regarding derelict properties.

Park & Recreation Committee (Chairman Clark):

Chairman Clark reported that Lorin has been clearing and repairing the nature trail at Cole Park.

VIII.Department Heads

Chief of Police (Ryan Coffey):

Chief Coffey summarized the monthly status report included in the packets.

Fire Chief (Marty Bert):

Chief Bert reported that the department responded to six calls during the month of July. The Fire Department volunteered at Cub Camp at the County Lake. Also, the Fire Department is actively working on Solar Eclipse plans.

Memorial Park:

Mayor Page stated that Phase 1 of the Memorial Park proposal was included in the packets. The city of Chester will be accepting donations for the project. J.T. Blankinship Inc. has paid for all architect fees for the project design. Red Dot Construction has offered to donate their time and do the project at cost. After Alderman Allison’s inquiry, Chief Coffey stated that a final cost for Phase 1 has not been determined. A landscaper will be hired to plant the grass and trees. Chief Coffey stated that he will be working with Attorney Kerkhover to establish bylaws for the park. Discussion ensued. Alderman Clark moved to proceed with Phase 1 of the Memorial Park project. Alderman Geisen seconded the motion. Upon Roll Call: Ayes:

Aldermen Crossland, Platt, Rader, Ohlau, Geisen, Allison, Clark. Nays: None. Absent: Alderman Blechle. Motion carried.

Pumps—Water Plant:

Superintendent Tim Crow addressed the council regarding the need for two pumps to push sludge to the sewer plant. Superintendent Crow presented a quote of $12,336.00 from Illinois Electric Works for both pumps and impeller coating. Alderman Clark moved to approve the purchase of the pumps and impeller coating for a total of $12,336.00. Alderman Ohlau seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Platt, Rader, Ohlau, Geisen, Allison, Clark. Nays: None. Absent: Alderman Blechle. Motion carried.

HD Supply—Water Meter Replacement:

Superintendent Tim Crow presented a quote of $15,684.44 from HD Supply Waterworks for five radio read replacement meters. Mayor Page stated that the city is having problems with these larger meters running slow. Alderman Platt moved to purchase five water meters from HD Supply Waterworks for $15,684.44. Alderman Rader seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Platt, Rader, Ohlau, Geisen, Allison, Clark. Nays: None. Absent: Alderman Blechle. Motion carried.

SpyGlass Group, LLC:

City Clerk Berner presented an agreement from SpyGlass Group, LLC. SpyGlass Group, LLC analyzes primary telecommunications service accounts to seek cost recovery, service elimination and cost reduction recommendations. SpyGlass will deliver the recommendations to the city, implement recommendations that the city chooses to implement and deliver a complete telecommunications inventory. Alderman Clark moved to approve the agreement with SpyGlass Group, LLC. Alderman Platt seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Platt, Rader, Ohlau, Geisen, Allison, Clark. Nays: None. Absent: Alderman Blechle. Motion carried.

TIF Accounting for Calendar Year 2016 with Respect to Sixteenth Distribution of Property Tax Received by the City of Chester relative to Quality Vending & Distribution Inc.:

Alderman Crossland moved to approve the TIF Accounting for Calendar Year 2016 relative to Quality Vending & Distribution Inc. as explained by Attorney Kerkhover. Alderman Platt seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Platt, Rader, Ohlau, Geisen, Allison, Clark. Nays: None. Absent: Alderman Blechle. Motion carried.

Illinois Funds – Authorized Signers and Primary Authority:

Alderman Crossland moved to approve Tom Page, Bethany Berner and Nancy Eggemeyer as authorized signers for Illinois Funds accounts and declare Bethany Berner the primary authority for all accounts. Alderman Geisen seconded the motion. Upon Roll Call: Ayes: Aldermen Crossland, Platt, Rader, Ohlau, Geisen, Allison, Clark. Nays: None. Absent: Alderman Blechle. Motion carried.

XII.Adjournment

At 6:34 p.m., Alderman Crossland moved to adjourn the meeting. Alderman Rader seconded the motion. VOTE: Ayes: Aldermen Crossland, Platt, Rader, Ohlau, Geisen, Allison, Clark. Nays: None. Absent: Alderman Blechle. Motion carried.
