Anna City Council met August 15.

Here is the minutes provided by the Council:

The Anna City Council met in regular session at the Anna City Hall at 5:00 p.m. on August 15, 2017. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Brandon Bierstedt, Commissioner Martha Webb and Commissioner Al Kamp. David Isom was absent.

A motion was made by Commissioner Webb and seconded by Commissioner Kamp that it be Resolved To Approve The August I5, 2017. Anna City Council Regular Session Minutes As Submitted As The Official Minutes Ofsaid Meeting. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried..

Wes Wilkins was not present to represent the Page Subdivision. Mayor Hartline stated a meeting will be set up with them in the future.

Budget Officer Steve Guined previously submitted a Financial Report as of July 31, 2017 for council review. Steve stated that the Quarterly Report is in great shape and our Audit is complete and should get a report by October.

City Administrator Steve Guined updated the council on the following projects. 1) The Play Courts are done and turned over to the city from the contractor. 2) The concession Stand/bathrooms project is still under construction with the Punch list to still be completed. The final walk through will be after the fair is over. There will be barricades placed around the construction site during the fair to avoid any problems. 3) The Housing Grant project is progressing with all the owners being notified. The City of Anna also held a contractor meeting on July 24, 2017 with Mayor Ken Blanford of Jonesboro in attends. There were several contractors interested. 4) The Sewer Plant improvements are progressing with work being done to the lift stations on Brady Mill Rd. and E. Davie St. 5) Tech Guys has begun Work on the water tower and the camera at the park are to be installed after the construction on the concession stand/bathrooms is completed.

Discussion was held regarding Regulation of Yard Sales within the City of Anna. Suggestions were made to modify the start time and to add Special Events. Mayor Hartline directed Attorney John Foley to make these changes for review at the September 5, 2017 meeting.

A motion was made by Commissioner Kamp and seconded by Commissioner BierStedt that it be Resolved To Pay All Approved Bills. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Discussion was held on a request from the Shawnee Hills Art Council for a donation from the city. A motion was made by Commissioner Webb for a S1000 donation with no second. Motion failed.

A motion was made by Commissioner Webb and seconded by Commissioner Kamp that it be Resol Ved To Approve A $500 Donation To The Shawnee Hill Art Council. A Vote Was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bierstedt and seconded by Commissioner Webb that it be Resolved To Approve El Jalepeno Outside Dining With Alcohol. A Vote Was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner BierStedt that it be Resolved To Approve Building Permit To Lynn Stoner At 138 E. Daviest For A Outside Dining Area. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved To Approve Park Usage For Anna First Church Of Nazarene: Worship In The Park October 15, 2017. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Kamp that it be Resol Ved To Approve Park Usage For Street Closure For Anna Heights 5K Run On October 14, 2017. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bierstedt that it be Resolved To Approve Street Closure For St Mary's 5K Run On October 14, 2017. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Mayor Hartline stated that with all the events in our area we should take pride in our city and keep it clean.

City Administrator Steve Guined stated that the city has taken ownership of property at 209 W. Vienna St. He asked the council to give him some direction on how they would like to proceed with the sale of the property.

Code Enforcement Officer Gary Rider submitted the monthly code enforcement updates. Chief Rider stated that Subway will host their event with no camping.

Police Chief Hunter submitted the monthly police department stats report. Chief Hunter stated that he has ordered Narcan and all but one of his officers is trained to administer.

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be Resolved That The Regular Session Of The Anna City Council Meeting Of August 15, 2017 Be Adjourned At 5:52 pm. A vote was taken upon the motion with the following results. Commissioner Brandon Bierstedt, Commissioner Al Kamp, Commissioner Martha Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
