Waterloo City Council met Nov. 19.

Here is the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller. Alderman Notheisen was absent.

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

Motion made by Alderman Darter and seconded by Alderman Hopkins to approve the November 05, 2018, 7:30 p.m. City Council Minutes. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Thomas, Hopkins and Trantham voting yea.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector. The report is in the packet. Motion to accept the report made by Alderman Heller and seconded by Alderman Row. Motion passed unanimously with Aldermen Heller, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

B. Report of Treasurer. The report is in the packet. Motion to accept the report made by Alderman Hopkins and seconded by Alderman Row. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Buettner, Row, Heller and Thomas voting yea.

C. Report of Subdivision and Zoning Administrator. Mayor Smith offered Administrator Nagel condolences on the passing of his brother.

D. Report of Building Inspector/Code Administrator. The report is in the packet.

E. Report of Director of Public Works. Tim Birk reported the new sewer liner has been ordered. The snow removal from the snow storm went well.

F. Report of Chief of Police. No report.

G. Report of City Attorney. No report.

H. Report and Communication by Mayor.

1. Presentation of Façade Grant check to Nick Hopkins, 120 N. Main Street, in the  amount of $7,091.97.

2. Presentation of Façade Grant check to Tina Carrico, 131 W. Mill Street, in the amount of $2,994.09.

8. Report of Standing Committees. No report.

9. Report of Special Committees. No report.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen. 

A. Consideration and Action on Resolution No. 18-14 Approving the Amendment of an Agreement by and Between the City of Waterloo, Illinois and Reliable Sanitation Service Inc. for the Collection of Refuse, by adding a Temporary Recycling Surcharge.

Motion made by Alderman Heller and seconded by Alderman Darter to approve Resolution No. 18-14 approving the amendment of an Agreement by and between the City of Waterloo, Illinois and Reliable Sanitation Service Inc. for the collection of refuse by adding a temporary recycling surcharge. Discussion. The amount of the surcharge will be.60 per month per household beginning December, 2018. Motion passed unanimously with Aldermen Heller, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

B. Consideration and Action on Ordinance No. 1767 Amending the Revised Code of Ordinances of the City of Waterloo, Illinois, “Chapter 27 Offenses, by the Addition of Article VII, “Alternative Nicotine Products”.

Motion made by Alderman Heller and seconded by Alderman Darter to approve Ordinance No. 1767 amending the Revised Code of Ordinances of the City of Waterloo, Illinois, Chapter 27 Offenses, by the addition of Article VII, “Alternative Nicotine Products”. Motion passed unanimously with Aldermen Heller, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting yea.

11. Unfinished Business. None.

12. Miscellaneous Business.

A. Consideration and Action on Façade Grant for One Nation Nutrition at 129 N. Main Street.

Motion made by Alderman Trantham and seconded by Alderman Hopkins to approve a Façade Grant for One Nation Nutrition at 129 N. Main Street. Motion passed unanimously with Aldermen Trantham, Darter, Buettner, Row, Heller, Thomas and Hopkins voting yea.

B. Consideration and Action on Facade Grant for 424 West Properties at 424 W. Fourth Street.

Motion made by Alderman Trantham and seconded by Alderman Hopkins to approve a Façade Grant for 424 West Properties at 424 West Fourth Street. Motion passed unanimously with Aldermen Trantham, Darter, Buettner, Row, Heller, Thomas and Hopkins voting yea.

13. Discussion of Matters by Council Members Arising After Agenda Deadline.

Alderman Hopkins stated the attendance at the VFW for the Elvis Presley impersonation was very well attended and entertaining.

Mayor Smith thanked everyone who helped with the Veterans Day Programs.

All were wished a Happy Thanksgiving.

14. Motion to Adjourn. Motion made by Alderman Heller and seconded by Alderman Row. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 7:45 p.m.
