City of Waterloo Utility Committee met Jan. 14.

Here is the minutes provided by the committee:

Mayor – Tom Smith

Utility Meeting minutes dated Monday 11-26-18

Items of correction:

Collector/Finance Officer-Kennedy: b. change to: The electric rate was discussed and all of the aldermen agreed to the 1⁄2 cent in the base rate reduction.

Building Inspector/Code Administrator- Krebel: b. change to: A request for a training center constructed out of shipping containers at the new fire house was discussed.

Director of Public Works-Birk: d. change to: Salt prices are up $20 per ton.

Community Relations-Duetch: e. change to: The Chamber and SAFB ad books will have new ads.

Motion to approve the corrected minutes made by Alderman Buettner and seconded by Alderman Thomas. Motion passed with unanimously with Aldermen Buettner, Row, Heller, Notheisen, Thomas, Trantham and Darter voting yea.

Building Inspector/Code Administrator- Krebel. Report given by Jim Nagel

a. The former Commercial State Bank building under new ownership will be called The Vault.

b. The former Commercial State Bank drive thru under new ownership will be called The High Dive Bar and Grill. The accompanying ADA report was explained and the owners lack of compliance.

c. The former Mamma’s On Main building construction has been shut down by the Zoning Administrator due to non-compliance. Discussion. All of the aldermen rejected the plans presented.

d. Shorr Lake Winery will not annex into the City.

e. To date the trailer court at 306 East Fourth Street has four trailers torn down into a pile.

f. The gas and electric meters at the property on 1213 Stockel Lane have been removed.

g. The Building Inspector/Code Monthly Report was distributed.

Subdivision & Zoning Administrator-Jim Nagel

a. The Planning Commission is looking at Country Club Hills Phase III & IV preliminary plat.

b. Plans for a new day care on Rogers Street are being looked at by the Planning Committee.

c. Two ladies are planning a dog grooming business at 411 Park Street and the required notifications have been sent out.

d. Jim Nagel and Tim Birk will meet with Verbal Blakey to discuss solar arrays on both the Junior High and the High School roofs. CTS Engineering is putting the proposal together. Discussion.

Chief of Police- Mike Douglas

a. The suspect at the homicide on North Church Street Friday is in custody and has been charged with murder. Discussion.

b. A new system is being looked at wherein citations can now be issued by swiping a driver’s license and will then print out a ticket. The system cost is $5000.00 annually. Discussion.

c. The new hire passed and will start the academy March 7th. The current officer will graduate from the academy February 8th. Discussion.

Collector/Finance Officer–Shawn Kennedy

a. Reliance Bank of Columbia is being purchased by Simmons Bank. Discussion.

b. The email from Illinois American Water was received with a rate increase wherein the QIP surcharge, which covers costs of replacing infrastructure, increased to 5% resulting in an overall 1.8% increase in the monthly bill. Discussion.

Director of Public Works – Tim Birk

a. Tim distributed and read aloud ‘Advantages vs Disadvantages of Owning and Operating a Proposed Water Treatment Facility.’ Mayor Smith, Tim and Shawn Kennedy met with HMG engineer and explained the letter in detail. Discussion. All of the Aldermen agreed to have HMG begin engineering and easements.

b. Bulk water machine will close from 02/11/19 thru 02/21/19 to replace from coin to dollar slots.

c. The City snow removal during the snow storm; shifts were from 6 p.m. Friday to 4 p.m. Saturday, back 10:30 p.m. Saturday to 4 a.m. Sunday. 600 tons of salt was used.

d. A new Power Broom has been purchased to sweep the Walking Trails.

e. The Yard Waste facility is being used frequently.

f. Consideration after a gas conference call it was decided to continue to protest the SCT regarding the MRT pipeline.

City Attorney- Dan Hayes-No report.

e. 01-07-19 Safety/Health Cmte Mtg Mins. Motion Notheisen, 2nd Row. Passed.

f. 01-07-19 Gas Cmte Mtg Mins. Motion Thomas, 2nd Darter. Passed.

Comments.

Alderman Darter stated he has received requests to change the route for the Homecoming parade. Discussion. The committee will meet to discuss the route.

The Park District has agreed to sell the lagoon for $1. Discussion.

Adjournment – Motion to adjourn was made by Alderman Notheisen seconded by Alderman Buettner. Motion passed by unanimous voice vote. Mayor Smith adjourned the meeting at 8:15 p.m.
