City of Columbia City Council met Aug. 19.

Here is the minutes provided by the council:

Call To Order Mayor Hutchinson called the City Council of Columbia, Illinois to order at 7:00 P.M. Upon roll call, the following were:

Quorum present. Those in attendance recited the Pledge of Allegiance.

II. Delegations / Public Comments

A. Constitution Week Proclamation

Mayor Hutchinson read a proclamation declaring the week September 17 through 23, 2019 as Constitution Week. Ms. Florence Mulligan provided a summary of activities over the past year.

B. Yard of the Month

Aldermen Agne and Riddle presented the August Yard of the Month award for Ward 1 to Ingrid and Tom Soraghan.

County Court Ruling on Sunset Overlook Mr. Joe Leicht, with the Independent newspaper, inquired if the City had any statement regarding the recent court ruling regarding the Sunset Overlook establishment. Mayor Hutchinson stated no.

D. Quarry/Rueck One-Way

Mr. Duane Kloess stated a recent news article was confusing about making Quarry and Rueck roads one-way. The City Engineer stated Quarry and Rueck roads will not be one-way roads, but there is a portion of Palmer that is being considered as a one-way road.

III. Read and Approve Minutes

A. Regular Meeting

The minutes of the Regular City Council Meeting held Monday, August 05, 2019 were submitted for approval.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Huch, to approve the minutes of the Regular Meeting of the City Council held Monday, August 05, 2019 as on file at City Hall. Motion Passed 8 to 0.

IV. Report of Departments and Officers

A. Library

The report of the Library was presented to the Council.

B. Police and Communications

The reports of the Police Department and the Communication Department were presented to the Council.

C. Emergency Medical Services

The report of the Emergency Medical Services was presented to the Council.

D. Community Development

The report of Community Development was presented to the Council.

1. Special Event-Bernhard Auto Works / Kiwanis Car Show

Motion: 

It was moved by Alderman Agne, and seconded by Alderman Riddle, to approve the Special Event Permit Application for the Bernhard Auto Works/Kiwanis Car Show as submitted and on file at City Hall. Motion Passed 8 to 0.

2. Resolution No. 2019-18 - Support Creating the Cahokia Mounds Mississippian Culture

National Historic Park

Motion: 

It was moved by Alderman Agne, and seconded by Alderman Holtkamp, to pass and approve Resolution No. 2019-18, a resolution in support of creating the Cahokia Mounds Mississippian Culture National Historic Park. Motion Passed 8 to 0.

E. City Engineer/Public Works

The report of the City Engineer and the Public Works Department was presented to the Council.

1. Monroe Street Main Replacement

Motion: 

It was moved by Alderman Ebersohl, and seconded by Alderman Martens, to accept the recommendation of the City Engineer and accept the low bid of $18,741.95 submitted by Midwest Municipal Supply for materials for replacing the water main along Monroe Street from Main Street to the old DOPW Building at the end of Monroe Street. Motion Passed 8 to 0.

F. Finance

1. Vouchers To Be Paid

Motion: It was moved by Alderman Roessler, and seconded by Alderman Ebersohl, to authorize the payment of vouchers received through August 15, 2019 in the amount of two hundred forty seven thousand, three hundred seventeen dollars, and twenty-five cents ($247,317.25). Motion Passed 8 to 0.

2. Statement of Funds

Motion:

It was moved by Alderman Roessler, and seconded by Alderman Niemietz, to approve the Statement of Funds through Sunday, June 30, 2019 as presented and on file at City Hall. Motion Passed 8 to 0.

6. The Cey.clerk presente

G. City Clerk

The City Clerk presented his report to the Council.

H. City Attorney

The City Attorney presented his report to the Council.

City Administrator The report of the City Administrator was presented to the Council. Mr. Hudzik stated the next City Council meeting will be Tuesday, September 3, 2019 since Monday is Labor Day. Mr. Hudzik also stated he sent out a press release regarding census workers beginning canvassing activities.

J. Mayor

The report of the Mayor was presented to the Council.

Old Business 

There was no Old Business brought before the Council.

VI. New Business 

There was no New Business brought before the Council.

VII. Report of Standing Committees 

There were no Reports of Standing Committees.

VIII. Call for Committee Meetings

IX. Executive Session 

Mayor Hutchinson inquired if there was any business to be addressed in Executive Session. There was none.

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Martens, to adjourn the Regular City Council meeting held Monday, August 19, 2019 at 7:27 P.M. Motion Passed 8 to 0.
