Monroe County Board met Jan. 18.

Here are the minutes provided by the board:

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 9:15am by Chairman Dennis Knobloch. The meeting started late due to the Nursing Home Endowment Board meeting that started at 8:00 a.m.

The meeting opened with the Pledge of Allegiance.

Chairman Dennis M. Knobloch, Vice Chairman George Green and Commissioner Vicki Koerber were present.

Others present included County Clerk Jonathan McLean, State’s Attorney Lucas Liefer, and Scott Woodsmall with the Republic-Times.

Chairman Dennis Knobloch asked for public comments. There were no public comments.

Commissioner Koerber made a motion to approve the Accounts Payable for payment. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Motion by Commissioner Koerber to approve the County Payroll. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Motion by Commissioner Koerber to approve the minutes of the January 3, 2022 Board meeting. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Green made a motion to approve the Oak Hill Care Center Accounts Payable. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to re-appoint Dale Haudrich to the Monroe County Regional Planning Commission commencing on January 1, 2022 and expiring on December 31, 2024 or until a successor has been appointed and has qualified. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #22-2

Commissioner Koerber made a motion to allow the Waterloo Municipal Band to attach a small historical sign to the Courthouse Bandstand, subject to final design approval of the County Commissioners. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Kim Keckritz presented a monthly Oak Hill Care Center report.

Health Department Director John Wagner came before the Board to provide an update COVID-19.

Craig Whelan and Criag Brown with HTC came before the Board to discuss the implementation of a new phone system for the Monroe County Courthouse and Jail. HTC will begin work on updates to the 9-1-1 telephone system. Mr. Whelan said that it would be smart to explore upgrading the regular phone system at the same time they are making changes to the 9-1-1 systems. The new phone system is based on VOIP technology and can operate wirelessly. The quote to upgrade 69 phones is $16,970.55. The monthly fees will increase from $623.55 to $947.30. The final costs might change if the County decides to reduce the number of phones. Commissioner Koerber make a motion to approve the new phone system. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Chris Voelker, Andrew O’Guin and Mary MacKeen came before the Board to request a zoning amendment to Parcel Nos: 07-33-233-019 and 07-33-200-001 from Residential (R-1) to Agriculture (A 2). Mr. Oguin is the owner of Parcel No. 07-33-233-019 and Mrs. MacKeen the owner of Parcel No. 07- 33-200-001. Mr. O’Guin intends to install a greenhouse on his parcel. R-1 zoning does not allow for greenhouses. Mr. O’Guin also does not own enough acreage for his parcel to be re-zoned from R-1 to A 2. Mrs. MacKeen has agreed to have her property, that neighbors Mr. O’Guin’s property, be re-zoned from R-2 to A-2 so that Mr. O’Guin’s can meet the acreage requirement. Commissioner Koeber made a motion to approve the zoning amendment. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Ordinance 22-1

Commissioner Koeber made a motion to go in to closed meeting for the purpose of discussing personnel. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #22-3

Commissioner Koerber made a motion to come out closed meeting. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #22-4

There being no further business to come before the Board, a motion was made by Commissioner Green to adjourn. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.
