The City Council of Mt. Vernon, Illinois held a special session recently to discuss personnel matters.
These items were discussed within an executive session and were not detailed in full within during the public portion of the meeting. The Illinois Open Meeting Act states that all public meetings are required to be open under most circumstances and are added to public record.
The law lists exceptions that include discussions relating to factors of employment for municipal employees such as appointments, dismissal or disciplinary actions. This can also consist of testimony relating to complaints against an employee and other factors relating to the hearing process.
Other matters that are listed as exceptions are litigation matters, real estate purchases and negotiations and price setting for the sale of publicly owned property among other situations.
Matters associated with city personnel were the only items that were discussed between council members and Mt. Vernon Mayor Mary Jane Chesley. There is no indication whether a vote had taken place. Two members of the council were absent during this meeting. After starting at 2:30 p.m., the meeting adjourned at approximately 2:55 p.m.
