City of Mt. Vernon City Council met Monday, May 2.
The council adopts all ordinances and resolutions, approves city contracts, analyzes proposals to meet community needs, initiates action for new programs and determines the ability of the city to provide financing for city operations. The council also reviews, modifies, and approves the annual municipal budget presented by the City Manager.

The Mt. Vernon City Council held a Regular City Council Meeting on Monday, May 2, 2016 at 7:00 p.m. at the Rolland W. Lewis Community Building, Veterans Park, 800 South 27th Street, Mt. Vernon, IL.
The invocation was given by Rev. Ed Sprinkle.
The Pledge of Allegiance was recited.
ROLL CALL
Roll call showed present: Council Members Jeff May, Dennis McEnaney, Donte Moore, Todd Piper and Mayor

PRESENTATION OF JOURNALS
The Journals for the April 18, 2016 Regular City Council Meeting and the April 21, 2016 City Council Workshop
were presented to Council for their approval. Council Member Moore made a motion to approve the Journals
as presented. Seconded by Council Member McEnaney. Yeas: May, McEnaney, Moore, Piper and Chesley.
APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE
The Consolidated Vouchers for Accounts Payable were presented to Council for approval. Council Member
Moore asked City Manager Mary Ellen Bechtel for additional information regarding the following items: #6
Fager McGee - $32,624.29 – Aquatic Zoo renovations to be reimbursed by FGM Architects. All of the ADA
improvements are complete and waiting for the State inspection to be conducted. #14 Illinois State Police
Academy - $3,208.26 – law enforcement training for new Police Officer Hanrahan. The training is ongoing.
Council Member McEnaney inquired about the following items: #12 Illinois EPA Loan - $21,233.99 – payment
on Lift Station 15. This is the new lift station on South Davidson Drive. #18 Mobotrex - $11,883.50 – 42nd Street
South street signals. This is payment to a vender for materials to construct the street signals. They will be
operational before school starts in August. #26 Spillman Technologies - $1,770.00 – registration for
conference. This is software training for the Police Department

City Manager Bechtel presented for Council’s consideration Permission to Seek Bids on 44th Street Water Main
Replacement. This project is being funded by the 2012 bonds and is expected to cost less than $200,000.00.
The replacement water main will run south from Illinois State Route 15 to the old Tommy T’s Restaurant. Work
will commence as soon as possible.
Council Member McEnaney made a motion to grant Permission to Seek Bids on 44th Street Water Main
Replacement. Seconded by Council Member Moore. Yeas: May, McEnaney, Moore, Piper and Chesley.
Bechtel presented for Council’s consideration Permission to Seek Bids for Construction of a Temporary
Roadway from Davidson Drive to the new Industrial Park. Phoenix Elevator is constructing a new building at
the new Industrial park. In order for them to meet deadlines in place by the State of Illinois EDGE (Economic
Development for a Growing Economy) Agreement, Phoenix must have their building constructed and open for
business by the end of December, 2016. A temporary road is needed to enable them to meet the deadline.
Council Member Piper made a motion to Seek Bids for Construction of a Temporary Roadway from Davidson
Drive to the new Industrial Park. Seconded by Council Member McEnaney. Yeas: May, McEnaney, Moore,

Bechtel presented for Council’s consideration a Request for Permission to Close South 11th Street from Jordan
Street to the south end of the Elks Lodge property. Mt. Vernon Elks #819 requested the road closure on
Saturday, June 18, 2016 from 10:00 a.m. to 6:00 p.m. during their “Family Day at the Elks” event.
Council Member Piper made a motion to grant Permission to Close South 11th Street from Jordan Street to

City Attorney David Leggans presented for Council’s consideration the Second Reading of an Ordinance
Amending Article 6, Section 6.9 of the Revised Code of Ordinances regarding the Number of Liquor Licenses –
Restaurant License for Ali Asian Cuisine. Restaurant owner Chang Lin appeared.

City Attorney Leggans presented for Council’s consideration the Second Reading of an Ordinance Regarding
Water, Sewer and Trash Rates. In order to balance the Public Utilities Operating Fund it is necessary to increase
the service charge for trash pickup to $19.00 per month (increased from $16.50) effective May 1, 2016.

City Attorney Leggans presented for Council’s consideration First Reading of an Ordinance Authorizing the Sale
of Municipal Property. The outdated vehicles and equipment come from the following departments: Police,
Fire, Public Works, Public Utilities, Parks, Engineering/Inspection and Fleet Services. Mike Shannon, Director
of Fleet Services, estimates to receive approximately $175,000.00 for the surplus equipment to be sold at

City Attorney Leggans presented for Council’s consideration a Resolution Approving an Agreement between
the City of Mt. Vernon and Local 738 International Association of Firefighters AFL-CIO. This is the first of six
union contracts to be negotiated this year. This is a two-year contract.

VISITORS/CITIZEN REQUESTS/ADDRESSES FROM THE AUDIENCE
Martin Karch and Jennifer Dilger, of 2717 Mannen, reported another incident about the sewage in their yard
due to a sewer line clean out and excessive rain. Mr. Karch stated that because the City’s camera is not
operational, Rodney King of Hydro-mole examined the line and saw roots and a portion of the line is collapsed.
Assistant Director of Public Utilities Jonathan Younger noted that he has not seen the aforementioned report.
He will obtain the report and share it with the Mayor, Council and City Manager. Mr. Karch mentioned other
concerns about the City.
Kelly Martin and Eric Gockel, of the Mt. Vernon Community Gardens group, reported on their progress and
requested permission to locate a garden in the northeast corner of Veteran’s Park property. Council suggested
that the group submit the architect’s garden design to Council for their review.
