City of Red Bud Finance Committee discusses FY17 Budget Final Draft

The Red Bud City Council Finance Committee met Wednesday, April 20.

The City of Red Bud is governed by an aldermanic form of government. Along with the mayor, city clerk and treasurer, there are eight council members elected to four-year terms.

Committee Members Present: Mike Reed, Bill Hanebutt, Clarence Nail, Clem Esker, David Friess

Council Members Present: Kyle Donjon, Glenn Linnertz, Don Thompson

Others Present: Mayor Tim Lowry, City Attorney Paul Ray, City Superintendent Josh Eckart, Code Administrator Jeff Mueller, City Clerk Joanne Cowell

Committee Chairman Reed called the meeting to order at 7:00 P.M.

Old Business

I. Red Bud Public Library Building Addition

Quadrant Design is getting ready to go out for bids. The power pole and water hookup need to be moved and the general consensus was that the city would do these projects without billing the library. It is recommended to replace the air conditioner/furnace at the time of the renovation ($30,000 - $40,000) and needs to be in the FY’17 budget.

II. Auto Pay for Utility Bills - Update

No update – minimal interest was shown by customers

III. FY’17 Budget –Final Draft

The Appropriation Ordinance hearing is scheduled for May 2 at 6:45 P.M., therefore any changes need to be in the budget by Friday, April 22nd. $45,000 needs to be added to the Industrial Park, Miscellaneous Expense line item for privacy fencing/barrier, between the Industrial Park and the residential lots. The possibility of paying for the barrier, with funds received from the sale of lots, was discussed. Alderman Esker also suggested contacting our state officials to see if there is any money available for industrial park development.

TIF district will be left in budget, but more discussion/research is needed before any money is spent. Alderman Esker wanted to go on the record as being opposed to TIF districts.

IV. Review of Purchasing Procedures – Update

V. ILLINOISouth Tourism – Contribution Request

Recommendation made by Committee Member Hanebutt, seconded by Committee Member Nail to authorize a Silver level membership contribution ($700) to ILLINOISouth Tourism and to pay for a ¼ page vertical advertisement ($1,870) in the Illinois 2016 Visitors’ Guide. Carried

New Business

I. Approval of Prior Month’s Meeting Minutes

Recommendation made by Committee Chairman Reed, seconded by Committee Member Esker to approve the minutes from the March 22, 2016 meeting. Carried

Recommendation made by Committee Chairman Reed, seconded by Committee Member Esker to approve the minutes from the March 29, 2016 meeting. Carried

II. Maturing CDs

None (A list of current CD rates, offered by the banks, were included in the packet.)

III. Red Bud Chamber of Commerce Golf Tournament

Recommendation made by Committee Chairman Reed, seconded by Committee Member Hanebutt, to authorize payment of $250 for a team and hole sponsor of $50 to the Red Bud Chamber of Commerce 4 Person Golf Scramble on May 20, 2016. Carried

IV. Appropriation Ordinance No. 1356

The hearing is scheduled for 6:45 P.M. on May 2nd and will be on the council agenda.

V. Utility Customers

1. Cap on Unpaid Penalties

Recommendation made by Committee Chairman Reed, seconded by Committee Member Hanebutt to direct the city attorney to write an ordinance to update the cap on unpaid penalties and changes the method in which the city writes off debts. Carried

2. Authorization to Write Off Debt Older Than 7 Years
