Jefferson County Highway Committee discusses approval of Road Use Agreement

Jefferson County Highway Committee met Thursday, May 19.

The Jefferson County Highway Committee is made up of members of the Jefferson County Board.

6:00 P.M.

1. Call to Order

Highway Committee Chairman called the Highway Committee of the Jefferson County Board to order at 6:00 P.M. in County Board Room.

2. Roll Call

Upon the call of roll, the following committee members were present: Randy Edwards, Steve Draege, Jeff Williams, and Justin Fulkerson.

Others present, Tim Marlow, Bob Watts, James Malone, Brandon Simmons, Sandra Wellmaker, and various media.

3. Public Input

4. Items to be Presented for Action.

A. Pay Monthly bills.

- Motion by Randy Edward and seconded by Justin Fulkerson to recommend to the full board to approve monthly claims as presented.

- Motion carried: Ayes 4 (Draege, Edwards, Williams, and F ulkerson).

- 0 Nay

B. Monthly fuel: diesel and gasoline

-Motion by Randy Edwards and seconded by Jeff Williams to recommend to the full board to award fuel to Synergy at the price of $1.5400 per gallon for diesel, and $1.7200 per gallon for gasohol, combined price

-Motion carried: 4 ayes - (Draege, Edwards, Williams, and F ulkerson}

C. Approval of Road Use Agreement.

Energy Transfer Crude Oil Company is seeking a permit for a road use agreement for Wells By Pass. Per the agreement ETCO will be required to maintain and repair Wells by Pass road and or bridge for the duration of their operations. A $1 million surety bond will be in place for five years and the agreement has been reviewed and approved by Jefferson County State's Attorney.

County Engineer recommends the approval of this agreement pending minor adjustment.

-Motion by Randy Edwards and seconded by Justin Fulkerson to recommend to the full board to give the County Engineer authority to execute the agreement with ETCO.

Motion carried: 4 Ayes - (Draege, Edwards, Williams, and Fulkerson,)

5. Items of Information

A. Rural Reference Signs.

The County Engineer’s association received a letter from the Illinois State Police Chief Legal Counsel that stated that 911 are not responsible for replacement of 911 signs.

A document has been obtained front the State of Illinois Attorney Generals that states the sign replacement is the responsibility of ETSB per state statue. This statue is scheduled to be amended on January 1, 2017, unless the County Engineers Association can change the amendment.

B. Report of monthly Motor Fuel Tax Allotments

C. Any other business necessary and proper

6. Executive Session

A. Discuss the appointment(s), Employment, Compensation, discipline, Real Estate, Collective Bargaining, Negotiating Matters and Update of Pending Litigations if Needed (5ILCS.120/2) (1)(2011)

7. Motion to adjourn.

-Motion by Randy Edward and seconded by Justin Fulkerson to adjourn.

-Motion carried: 4 Ayes- (Draege, Edwards, Fulkerson, and Williams)
