Pinckneyville City Council discusses its unrestricted funds

The City of Pinckneyville City Council met Monday, April 11.

The City of Pinckneyville operates under a commission form of government with a mayor and four city council members elected at-large for four-year terms in non-partisan elections. The City Council acts as the policy making body for the city. The Mayor serves as the official head of city government and appoints members to various boards, commissions and committees with City Council consent.

MINUTES OF THE REGULAR MEETING OF THE PINCKNEYVILLE CITY COUNCIL

HELD MONDAY APRIL 11, 2016 AT 7:30 P.M.

IN THE COUNCIL CHAMBERS, CITY HALL

ROLL CALL

Mayor Robert L. Spencer called the regular meeting of the Pinckneyville City Council to order at 7:30 p.m. in the Council Chambers, City Hall. Members present: Commissioners Kevin B. Hicks, Sammy D. Peradotta, David M. Stone, William B. Stotlar and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. There was no change to the agenda. Administrative staff present: City Clerk Larry S. West and Attorney Tyson Tanner.

The Pledge of Allegiance was led by Commissioner Kevin B. Hicks.

PREVIOUS MINUTES

Motion by Commissioner Stone, seconded by Commissioner Hicks to approve the minutes of the Regular Meeting of March 28, 2016. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar stated the city has $434,000.00 as of March 31, 2016 in unrestricted funds versus $824,000 last year. He stated that the State still owes the City over $700,000. Had the state been current on its obligations, the City would have been better off than last year. As of today, we only have $371,000 in unrestricted funds. Mayor Spencer responded that the City should receive another payment soon. Commissioner Stone made a motion to accept the Treasurer’s report and the motion was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Motion by Commissioner Stotlar, seconded by Commissioner Stone to approve the accounts payable as presented. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Mayor Spencer announced that the American Thresherman’s Association will be held August 17 – August 21, 2016. Commissioner Stotlar reported that the banks in Pinckneyville will likely take cash payments for utility bills. The City had an agreement with Murphy Wall State Bank and First National Banks to accept cash and checks for utility payments. However, both banks declined to accept checks for payment. Commissioner Stotlar said hopefully they would come around and serve the citizens of Pinckneyville like DuQuoin State Bank. The DuQuoin State Bank accepts both cash and checks for utility payments.

AMERICAN LEGION COLLECTION

Commissioner Hicks announced he has received a request from the American Legion for the collection of funds on May 27, 2016 from noon to 5:00 p.m. Commissioner Hicks made a motion to approve the request which was seconded by Commissioner Stone. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PERRY COUNTY FAIR BOARD AND PERRY COUNTY JAIL MUSEUM

Commissioner Hicks announced he has received a request from the Perry County Fair Board and the Perry County Museum for the collection of funds on June 11, 2016 from 8:00 a.m. to 2:00 p.m. Ms. Ilene Ruroede represented both associations stating that they will do this in conjunction with each other. She also announced that both will be hosting the 10th Annual Collector’s Caravan in June. Commissioner Hicks made a motion to approve the request which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PURCHASE OF VARIABLE FREQUENCY DRIVE (VFD) PUMP

Commissioner Stone requested the approval to purchase a VFD pump for the water plant. He noted that this was one of two main pumps that get the water from the lake to the City. The total cost, including installation is $4,766.00. Motion was made by Commissioner Stone, seconded by Commissioner Hicks to approve the purchase of the VFD pump. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar and Mayor Spencer voted YEA. Nays: None. Motion declared carried.

RESOLUTION R-2016-14 SOFTWARE LICENSE AGREEMENT

Motion by Commissioner Stotlar, seconded by Commissioner Peradotta to approve Resolution No. R-2016-14, a resolution authorizing the City of Pinckneyville, Perry County, Illinois to enter into a software agreement with Local Government Computer and Information Systems Inc. (Locis) including the software license standard support terms. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PLACE ON FILE THE CITY OF PINCKNEYVILLE FY17 ANNUAL BUDGET

Motion by Commissioner Stotlar, seconded by Commissioner Peradotta, to place on file the City of Pinckneyville, Perry County, Illinois the City’s annual FY17 Budget. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PERRY COUNTY AGRICULTURAL SOCIETY REQUEST

Mayor Spencer is seeking approval of a request from the Perry County Agricultural Society of a donation from the City in the amount of $2,500.00 from the Hotel/Motel tax fund. Ms. Ilene Ruroede stated that the group is becoming more involved in bringing events to the community. They will be hosting plant sales on April 29 – 30, 2016. Paulette’s Concessions will be present at the event. Also, they will be hosting a demolition derby on May 7, 2016. Admission is free of charge but they will be asking for donations. The money would also assist in advertising of the Perry County Fair to be held June 19th – June 25th, 2016. Motion made by Commissioner Peradotta, seconded by Commissioner Hicks to approve the request. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE O-2016-04 SETTING HEARING DATE FOR THE PINCKNEYVILLE BUSINESS DISTRICT AMENDMENT

Motion made by Commissioner Peradotta, seconded by Commissioner Stone to approve Ordinance O-2016-04, an ordinance setting a public hearing date for the Pinckneyville Business District Amendment. Please see attached. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted YEA: NAYS: None. Motion declared carried.

PLACE ON FILE THE NEW PINCKNEYVILLE BUSINESS DISTRICT PLAN

Motion made by Commissioner Stone, seconded by Commissioner Peradotta to place on file for public inspection the new Pinckneyville Business District Plan. Please see attached minutes. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted YEA. Nays: None. Motion declared carried.

ORDINANCE O-2016-05 REQUEST FROM MS. LISA HEINE FOR BUSINESS DISTRICT FUNDS

Mayor Spencer reported that he had received an application for Business District funds from the City of Pinckneyville, Perry County, Illinois from Ms. Lisa Heine, D/B/A L3 Boutique. Ms. Heine stated that so far, her business has exceeded her expectations. The money would assist herself, and her husband, to purchase the old Thomas Home Improvement store. She also stated that hopefully her business will stimulate other to open new shops. Commissioner Peradotta noted that her letter was very professional. Commissioner Stone asked as to the status of a tenant on the north side. Ms. Heine responded that they were optimistic about getting someone in there. Motion made by Commissioner Peradotta, seconded by Commissioner Stotlar to approve the request of Business District Funds for Ms. Lisa Heine, D/B/A L3 Boutique. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

EXECUTIVE SESSION

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to move the meeting to executive session at 8:17 pm for Section 2(c)(2), collective negotiating matters or deliberations concerning salary schedules. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to return to the regular meeting at 8:57 pm. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar and Mayor Spencer voted YEA. Nays: None. Motion declared carried.

RESOLUTION R-2016-16 ILLINOIS FRATERNAL ORDER OF POLICE CONTRACT

Motion by Commissioner Hicks, seconded by Commissioner Stone to place on file Resolution R-2016-16, a resolution authorizing the City of Pinckneyville, Perry County, Illinois to enter into a contract with the Illinois Fraternal Order of Police Labor Council regarding the employment of police officers by the city of Pinckneyville. On roll call: Commissioners Hicks, Stone, Stotlar and Mayor Spencer voted YEA. NAYS: Commissioner Peradotta. Motion declared carried.

Motion by Commissioner Stone, seconded by Commissioner Stotlar to adjourn the meeting at 9:01 pm. On roll call: Commissioners Hicks, Peradotta, Stone, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
