Public Budget Hearing
April 29, 2016
4:00 p.m.
Mayor Mary Jane Chesley called the Public Hearing to order on Friday, April 29, 2016 at 4:00 p.m. in the Old Council Chambers at City Hall. Roll call showed present: Council Members Donte Moore, Todd Piper and Mayor Mary Jane Chesley. Council Members Jeff May and Dennis McEnaney were absent.
The purpose of the Public Hearing was to discuss the fiscal year 2016-17 budget. City Manager Mary Ellen Bechtel and Finance Director Merle Hollmann presented a draft of the 2016-17 budget and summarized the 16 funds comprising thereof.
Council Member May arrived at 4:34 p.m.
Steven Casper, a Mt. Vernon resident, expressed his concern about the rate increases to water, sewer, trash and recycling, and the lack of resident participation in the recycling program.
Council Member May made a motion to close the Public Budget hearing. Seconded by Council Member Moore. Yeas: May, Moore, Piper and Chesley. Absent: McEnaney. The Public Budget Hearing was closed at 4:45 p.m.

The Mt. Vernon City Council held a Special City Council Meeting on Friday, April 29, 2016 at 4:45 p.m. at the Old Council Chambers at City Hall, 1100 Main Street, Mt. Vernon, IL.

Roll call showed present: Council Members Jeff May, Donte Moore, Todd Piper and Mayor Mary Jane Chesley. Absent: Council Member Dennis McEnaney.

Council Member May made a motion to suspend the Rules to vote on this Ordinance. Seconded by Council Member Piper. Yeas: May, Moore, Piper and Chesley. Absent: McEnaney.
Council Member May made a motion to Approve Ordinance 2016-7 approving the FY 2016/2017 Budget. Seconded by Council Member Moore. Yeas: May, Moore, Piper and Chesley. Absent: McEnaney.
WATER, SEWER AND TRASH RATES
City Manager Bechtel presented for Council’s consideration First Reading on Ordinance Regarding Water, Sewer and Trash Rates. Effective May 1, 2016, the service charge shall be $19.00 per dwelling per month for trash pickup. FIRST READING.
