Ottawa Board of Fire and Police Commissioners reviews revised rules and regulations

Ottawa Board of Fire and Police Commissioners met Wednesday, June 8.

The Ottawa Board of Fire and Police Commissioners oversees the operations of the police and fire departments, including appointments, promotions and hearings regarding the conduct of the members of the police and fire departments.

David Manigold called the meeting to order at 1:00 p.m.

Public Comment

None.

Moved by Ken Brown, second by Cliff Espevik, that the minutes of the May 11, 2016 meeting be approved as written. All ayes. Motion passed.

Correspondence

None.

New Business

The Board was updated on the status of collective bargaining negotiations with Firefighters Local 523 and the Police Benevolent.

Old Business

Moved by Cliff Espevik, second by Ken Brown to amend the Rules and Regulations as shown below and that the requisite legal notice be publish in The Times. The revised Rules and Regulations will be available on the City website at www.cityofottawa.org.

SECTION 6.2 - OTHER REQUIREMENTS

All applicants for a position with the fire department shall possess a valid CPAT (Candidate Physical Ability Test) certificate at the time of the written test, issued by the Southwest United Fire Districts Fire Training Academy or a substantially equivalent certificate from another qualified testing facility, as determined by the Board. The applicant shall obtain the CPAT at his or her own expense.

All applicants for a position with the police department shall possess a current Power Card, issued by Joliet Junior College Testing Facility or a substantially equivalent certificate from another qualified testing facility. The applicant shall obtain the Power Card at his or her own expense.

SECTION 6 - ORIGINAL APPOINTMENT - PHYSICAL APTITUDE TEST.

All applicants to the police department may be required to submit themselves to a physical aptitude test. Only candidates who have passed the “Physical Aptitude Test” will be permitted to participate in further examinations, however the Board may choose to prepare an initial eligibility register prior to conducting a physical aptitude test. See Chapter II, Section 6.2

SECTION 9 - FINAL ELIGIBILITY REGISTER.

5) In addition to the above requirements, persons appointed from the Final Eligibility Register for the fire department must possess a valid EMT-P licenseissued from the Illinois Department of Public Health (“IDPH”) at the time of appointment. Any applicant who has not been appointed to a firefighter position within one year after the date of his or her CPAT certification may shall be required to obtain a current CPAT certificate prior to appointment. If such applicant fails to obtain a valid CPAT certification when required, the Board may allow such applicant to remain on the register one time only and select another applicant. If the applicant does not obtain a valid CPAT certification when offered employment again, the Board shall strike the applicant from the Register. Applicants bear the responsibility to submit a copy of the valid license and any other proof the Board requires. The Board reserves the right to strike or pass over a person on the list who does not possess a valid license at the time of appointment. A CPAT is valid for one year (1) from its date of issuance.

In addition to the above requirements, all applicants for a position with the police department shall possess a current Power Card, issued by Joliet Junior College Testing Facility or a substantially equivalent certificate from another qualified testing facility.
