Ottawa City Council approves bids for sewer, water main projects

Ottawa City Council met Tuesday, July 5.

The Ottawa City Council includes the mayor, the city clerk and four commissioners. Meetings are held at 7 p.m. on the first and third Tuesdays of each month at city hall, 301 W. Madison St.

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Daniel F. Aussem, Thomas G. Ganiere, Wayne A. Eichelkraut Jr.,

James J. Less, and Robert M. Eschbach.

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, June 21, 2016, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of July 1, 2016, in the amount of $389,940.45, be approved and warrants issued.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of July 5, 2016, showing expenses in the amount of $1,856,712.24, be approved and warrants issued.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an intergovernmental cooperation agreement between the City of Ottawa and Bureau County, Illinois, regarding public transportation services, which has been on file for public inspection since June 21, 2016, be adopted.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of employments agreements for appointed city official in Wayne Czyz as NCAT Transit Manager, Tim Bault as NCAT Dispatch/Scheduler, and Ray Fuchs as NCAT Dispatch/Scheduler, be received and placed on file for public inspection.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Request.

Moved by Commissioner Eichelkraut that the City Clerk be authorized to advertise for Bids for 19 used Verizon tablets. Bids will be received until Monday, August 1, 2016, at 10:00 a.m.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Aussem awarded Bid.

Moved by Commissioner Aussem that the Bid received from Gensini Excavating Inc. in the amount of $2,017,249.60 for the South side interceptor sewer project, be accepted and paid for from bond proceeds.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Aussem awarded Bid.

Moved by Commissioner Aussem that the Bid received from John Pohar & Sons Inc., in the amount of $526,809.50 for the North water main loop project, be accepted and paid for from the bond proceeds.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution authorizing the execution of an engineering construction services agreement between the City of Ottawa and Renwick & Associates Inc., regarding the North water main loop project, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of June 2016, be received and placed on file.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Report of Fire Chief.

Moved by Commissioner Ganiere that the Report of Fire Chief, Steve Haywood, for the month of June 2016, be received and placed on file.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Request.

Moved by Commissioner Ganiere that the Request to purchase a 2016 Ford Explorer in the net amount of $22,324.00 after trade in for the Ottawa Fire Department, be approved and paid for from the General Corporate Fund.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a sale of public property between the City of Ottawa and Real Estate by KC LLC, which has been on file for public inspection since June 21, 2016, be adopted.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Change Orders.

Moved by Commissioner Less that the Change Orders from Marseilles Sheet Metal in theincreased amount of $11,681.21 for the HVAC project at the Main Police and Fire station be approved and paid for from the bond proceeds.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Quotes.

Moved by Commissioner Less that the Quotes for emergency repairs from Grand Rapids Enterprises in the amount of $10,500.00 for materials and $17,000.00 for labor and Precision Pipelining Innovations LLC in the amount of $12,850.00, for the Fire Station Driveway project, be approved.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Registrar.

Moved by Mayor Eschbach that the Report of Registrar, Shelly L. Munks, for the month of June 2016, be received and placed on file.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Parking Administration.

Moved by Mayor Eschbach that the Report of the Parking Administration Department showing fines collected of $3,394.00 for the month of June 2016, be received and placed on file.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Building Official.

Moved by Mayor Eschbach that the Report of Building Official, Michael J. Sutfin, for the month of June 2016, be received and placed on file.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Sidewalk Program.

Moved by Mayor Eschbach that the Report of the Sidewalk Program showing 2 participants in the amount of $8,995.50 for the month of June 2016, be accepted and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Ordinance.

Moved by Mayor Eschbach that an Ordinance amending Chapter 22 Section 22-126 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding fences, be passed and approved.

Second by Ganiere.

Move to place on file for further discussion by Commissioner Aussem.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Ordinance.

Moved by Mayor Eschbach that an Ordinance authorizing the sale of real property owned by the City of Ottawa and providing for public notice thereof, regarding 806 Fulton Street, be passed and approved.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Ordinance.

Moved by Mayor Eschbach that an Ordinance authorizing the sale of real property owned by the City of Ottawa and providing for public notice thereof, regarding 112 West Madison Street, be passed and approved.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution requesting permission from the Illinois Department of Transportation to allow a disconnection of water service at 618 West Norris Drive, beneath US Route 6, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an agreement between the City of Ottawa and Reichhold LLC 2 relating to the payment of enterprise zone fees, which has been on file for public inspection since June 7, 2016, be adopted.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Plan Commission.

Moved by Mayor Eschbach that the Report of the Plan Commission meeting held on Monday, June 27, 2016, considering the rezoning request and conditional use permit request by Al Ruhland for property located at 218 East Joliet Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the parcel be rezoned from Class “A-2 Single and Two Family Residence District” to Class “C-2 General Business District” and the conditional use permit for one dwelling unit not to exceed 900 square feet be granted, and the follow up Ordinance be passed and approved.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, and Eschbach.

Nays: None. Motion carried. Less abstained.

Mayor Eschbach presented Report of Zoning Board of Appeals.

Moved by Mayor Eschbach that the Report of the Zoning Board of Appeals meeting held on Thursday, June 16, 2016, considering the side yard setback variance request from Steven Smith for property located at 312 West Center Street, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Zoning Board of Appeals and the variance request be granted and the follow up Ordinance be passed and approved.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented motion to recess.

Moved by Mayor Eschbach that this Council recess into Closed Session to discuss matters of personnel, collective bargaining, a Step III Fire Grievance, the purchase of real estate, and the sale of real estate.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Council recessed at 7:22 p.m.

Mayor Eschbach presented motion to reconvene.

Moved by Mayor Eschbach that this Council reconvene from Closed Session.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Step III Fire Grievance.

Moved by Commissioner Ganiere that the Step III Fire Grievance involving Brian Dose, be denied.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented motion to adjourn.

Moved by Mayor Eschbach that this regular meeting be adjourned.
