Anna City Council makes appointment to Zoning Board of Appeals

Anna City Council met Tuesday, July 5.

The Anna City Council meets at 5 p.m. on the first and third Tuesday of every month.

Here are the minutes as provided by Anna:

MINUTES OF THE REGULAR SESSION OF THE ANNA CITY COUNCIL JULY 5, 2016

The Anna City Council met in regular session at the Anna City Hall at 5:00 p.m. on July 5, 2016. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner David Isom, Commissioner Al Kamp, and Commissioner Martha Webb. Commissioner Brandon Bierstedt was absent.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED TO APPROVE THE JUNE 21, 2016 ANNA CITY COUNCIL REGULAR SESSION MINUTES AS SUBMITTED AS THE OFFICIAL MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay — none. Mayor Hartline declared the motion carried.

Discussion was held regarding the fact that although the state has not released 2016 prevailing wage rates yet, they have requested that the city pass a prevailing wage rate resolution using the prevailing wage rates from last year’s 2015 city resolution. A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED TO APPROVE_RESOLUTION_2016–II; PREVAILING_WAGE RATES JUNE 2015. A vote was taken upon the motion with the following results. Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Isom that it be RESOLVED TO APPROVE RESOLUTION 2016–12; MANAGEMENT CONTRACT BRYAN WATKINS ASSISTANT CHIEF OF POLICE. A vote was taken upon the motion with the following results. Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED TO APPROVE A PARK USAGE APPLICATION FOR WILDCAT YOUTH FOOTBALL FROM 9/1/16-11/1/19. A vote was taken upon the motion with the following results. Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

Mayor Hartline discussed the need to re-appoint Cory Miller to the zoning board. A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED TO APPOINT CORY MILLER TO THE ZONING BOARD OF APPEALS FROM 7/15/16–7/15/21. A vote was taken upon the motion with the following results. Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

Commissioner Bierstedt entered the city council meeting at 5:10 p.m.

Mayor Hartline asked Interim Police Chief Hunter if the public nuisance notice had been served on the Young Ave. property. Discussion followed on the matter on possible ways the notice might be served.

Commissioner Isom discussed the possibility of installing handicapped parking in the area of Steve Vincent’s dental office. Discussion followed on the issue.

Commissioner Webb discussed a complaint by Stacy Crain regarding water in the Crain Funeral Home basement. Mayor Hartline and Gene reiterated several points discussed at the last meeting involving ownership, easements and liability issues on state highways. Mayor Hartline asked Commissioner Webb to forward him the name of the state employee that spoke to Ms. Crain allegedly stating that the road/flooding issues were the city’s responsibility. The council stated that Ms. Crain could attend a council meeting to further discuss the issue.

Mayor Hartline reported on a recent meeting with El Jalapeno and the Depot regarding the possibility of amending the city liquor ordinance. Don Stone and representatives from El Jalapeno addressed the council regarding several ways they felt it would benefit their business if the city would allow an enclosed outside garden where alcohol would be allowed. Mayor Hartline expressed the desire to work with the city attorney to come up with something that would address the needs of the city as far as security, visibility and noise issues, but also meet the needs of our business owners who have made this request. Mayor Hartline asked Chief Hunter if the felt the proposed enclosed areas would cause any problems. Chief Hunter stated that he felt it would actually alleviate problems and make enforcement issues easier. Mayor Hartline added that before spending time and money, he would like input from the council regarding whether they would be open to at least review a proposal on the issue. Commissioner Isom discussed the issue and stated that he would not be supportive of any changes of this nature.

A motion was made by Mayor Hartline and seconded by Commissioner Bierstedt that it be RESOLVED TO AUTHORIZE MAYOR HARTLINE AND THE CITY ATTORNEY TO WORK ON THE CITY LIOUOR ORDINANCE TO ALLOW LIOUOR IN OUTSIDE AKEAS IIV 4 "YA1 1 THAT WOULD MEET BOTH CITY NEEDS AND CUSTOMER NEEDS, AND THEN TO PRESENT SAID DRAFT FOR COUNCIL REVIEW AND DISCUSSION. A vote was taken upon the motion with the following results. Commissioner Bierstedt and Mayor Hartline voted yea. Commissioner Isom, Commissioner Kamp, and Commissioner Webb, voted nay. Mayor Hartline declared that the motion did not carry.

Commissioner Bierstedt asked the council to consider charging for admission to the city park on July 4" for viewing fireworks, stating that it would hopefully eliminate problems which arose from using the cemetery and golf course during fireworks. Discussion was held regarding vandalism, clean-up and other issues. Scottie Bennett addressed the council regarding the need to respect and protect the grounds within the city cemetery. Discussion was also held regarding adding vendors and events at the park next year for a city 4" of July celebration to be held throughout the day and evening. Mayor Hartline will appoint a committee at the next meeting to begin the process.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF JULY 5, 2016 BE ADJOURNED. A vote was taken upon the motion with the following results. Commissioner Bierstedt, Commissioner Isom, Commissioner Kamp, Commissioner Webb, and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
