Ottawa City Council approves public works bids

Ottawa City Council met Tuesday, July 19.

The Ottawa City Council includes the mayor, the city clerk and four commissioners. Meetings are held at 7 p.m. on the first and third Tuesdays of each month at city hall, 301 W. Madison St.

Here are the minutes as provided by Ottawa:

Ottawa, Illinois July 19, 2016

Regular meeting of the Council of the City of Ottawa, Illinois.

Present: Daniel F. Aussem, Thomas G. Ganiere, Wayne A. Eichelkraut Jr., James J. Less, and Robert M. Eschbach. Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting. Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, July 5, 2016, be approved as recorded in the permanent files of the City Clerk. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Biweekly Salary Payroll. Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of July 15, 2016, in the amount of $368,359.77, be approved and warrants issued. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report. Moved by Commissioner Eichelkraut that the Monthly Expense Report of July 19, 2016, showing expenses in the amount of $798,066.13, be approved and warrants issued. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Salary Payroll. Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of July 8, 2016, in the amount of $20,801.51, be approved and warrants issued. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Financial Report. Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of June 2016, be received and placed on file. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach. Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution. Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of employments agreements for appointed city official in Wayne Czyz as NCAT Transit Manager, Tim Bault as NCAT Dispatch/Scheduler, and Ray Fuchs as NCAT Dispatch/Scheduler, which has been on file for public inspection since July 5, 2016, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach. Nays: None. Motion carried.

Commissioner Aussem presented Resolution. Moved by Commissioner Aussem that a Resolution authorizing the execution of an engineering construction services agreement between the City of Ottawa and Renwick & Associates Inc., regarding the North water main loop project, which has been on file for public inspection since July 5, 2016, be adopted. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Ordinance. Moved by Commissioner Ganiere that an Ordinance amending Chapter 34, Section 34-36 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding ambulance calls, be passed and approved. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach. Nays: None. Motion carried.

Commissioner Less presented Resolution. Moved by Commissioner Less that a Resolution authorizing the execution of a contract for sale agreement between the City of Ottawa and Ron Yanke, be received and placed on file for public inspection. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, and Less. Nays: None. Motion carried. Eschbach abstained.

Commissioner Less presented Resolution. Moved by Commissioner Less that a Resolution authorizing the execution of a lease agreement between the City of Ottawa and Ron Yanke, for property located at 619 Columbus Street, be received and placed on file for public inspection. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, and Less. Nays: None. Motion carried. Eschbach abstained.

Commissioner Less awarded Bid. Moved by Commissioner Less that the Bid from Advanced Asphalt Company in the amount of $866,595.40 for the proposed 2016 Street Maintenance Resurfacing project, be accepted and the Mayor and City Clerk be authorized to execute the contract. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing the execution of an employment agreement for an appointed city official in Gary Scott as Public Works Director, be received and placed on file for public inspection. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach. Nays: None. Motion carried.

Mayor Eschbach awarded Bid. Moved by Mayor Eschbach that the Low Bid from received from Dean’s Dynamic Concrete in the amount of $93,623.00 for the LaSalle Street Streetscape, be accepted and paid for from the Downtown TIF Fund. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented Request. Moved by Mayor Eschbach that the Request for a fundraiser from the Kiwanis Club of Ottawa to hold their annual Peanut Days on Friday, September 16, Saturday, September 17, Friday, September 30, and Saturday October 1, 2016, at the intersection of Columbus Street and Norris Drive, be approved. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented motion to recess. Moved by Mayor Eschbach that this Council recess into Closed Session to discuss matters of personnel and real estate. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach. Nays: None. Motion carried.

Council recessed at 7:09 p.m.

Lee Ilgen, of 631 Magnolia Lane, addressed the Council about a water patch that was done in his neighborhood close to 605 Magnolia Lane. Our Water Department replaced a pipe in the street about 16 months ago. The patch is approximately 19 feet long by 19 feet wide. Mr. Ilgen would like a permanent patch done, in place of the spray patch.

Larry Bowling, of 2001 Elm Lane, asked for help from the Council regarding a neighbor and his property. Mr. Bowling and a group of neighbors have joined together and are questioning zoning and ordinance violations by a certain neighbor for over a year and a half. They have filed written complaints and understand that City personnel will not go to that residence without Police protection. They are sick of the threats, bullying, and blocking of traffic on their street. Another neighbor added that 2 illegal businesses are being run out of the same house.

Mayor Eschbach presented motion to reconvene. Moved by Mayor Eschbach that this Council reconvene from Closed Session. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented motion to adjourn. Moved by Mayor Eschbach that this regular meeting be adjourned. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach. Nays: None. Motion carried.

Council adjourned at 8:17 p.m.
