Jefferson County Board approves budget forms for FY 2016-17 budget

Jefferson County Board met Monday, June 27.

The board meets at 7 p.m. on the fourth Monday of each month, unless changed due to a holiday.

Here are the minutes as provided by Jefferson County:

The Jefferson County Board met in Regular Session on Monday, June 27, 2016, in the Jefferson County Board Room, located on the lower level of the County Courthouse.

Vice Chairman Jeff Williams called the meeting to order at 7:00 p.m.

County Clerk & Recorder Connie Simmons called the roll: Board Members present: Jeff Williams, Bob Watt, Sean Wilkey, James Malone, Cliff Lindemann, Tim Marlow, Wayne Hicks, Justin Fulkerson, Randy Edwards, Steve Draege, Joyce Damron (11) 

Board Members absent: Tommy Hayes, Robert White (2) 

Legal Counsel present: State's Attorney Douglas Hoffman

The invocation was given by Wilkey followed by the Pledge of Allegiance led by Williams.

Public Input

Harold Emling, Emling and Hoffman, P.C., presented the audit for Fiscal Year 2014- 2015.

Board Member and Chairman comments

Vice Chair Williams stated Hayes had to pick wife up at train station and White had a ballgame.

Motion by Watt seconded by Hicks to approve the May 23, 2016, Regular Session Full Board Meeting minutes. Voice vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Public Safety Committee did not meet this month.

Motion by Edwards seconded by Malone to approve the Animal Shelter's Report as presented. Voice vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Highway Committee Chair Draege presented the minutes from the June 23, 2016, Committee Meeting.

Draege moves seconded by Edwards to approve the monthly claims as presented/adjusted. Roll call vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Draege moves seconded by Edwards to award the monthly fuel to Synenergy at the price of $1.6300 per gallon for diesel, and $1.6000 per gallon for gasohol, for a combined price of $3.2300. Roll call vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Draege moves seconded by Edwards to allow the County Engineer to apply for a credit card, provided it stays within the budgetary line item. Voice vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Draege moves seconded by Marlow to approve Martin Subdivision as presented. Voice vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Land, Tax & Appointments Committee Chair Edwards presented the minutes from the June 23, 2016, Committee Meeting.

Edwards moves seconded by Hicks to re-appoint Wayne Hails to the Board of Review. Roll call vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Edwards moves seconded by Marlow to convey 322 Jordan, Mt. Vernon, Illinois, to the Mt. Vernon Housing Authority. Voice vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Services Committee Chair Malone stated this Committee did not meet this month.

Motion by Malone seconded by Edwards to accept the Public Defender Reports as presented. Voice vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Fiscal Committee Chair Watt presented the minutes from the June 23, 2016, Committee Meeting.

Watt moves seconded by Malone to approve the Resolution 06-2016-01 Delegating Authority to Determine Claims which includes the County Treasurer, County Clerk and County Board Executive Assistant. Voice vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Watt moves seconded by Damron to approve the dues request of $777.00 to NACo for Jefferson County membership. Roll call vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Watt moves seconded by Draege to approve the Prevailing Wage Ordinance No. 6-2016-01 as presented. Voice vote. Motion Carried. (8 aye - 2 nay Lindemann, Watt - 1 abstain Edwards)

Watt moves seconded by Edwards to approve the request from the County Clerk & Recorder to discontinue recording and/or copies of all State of Illinois agency's documents until we receive payment up to date. Voice vote. Motion Carried. (10 aye - 1 nay Watt - 0 abstain)

Watt moves seconded by Malone to approve the Fiscal Year 2016-2017 Budget Forms as presented, to be distributed to office holders via email on June 28, 2016, and requested back by July 12, 2016. Voice vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Watt moves seconded by Lindemann to approve Ordinance 06-2016-02 setting the salaries and benefits for the incoming Circuit Clerk of the Court and Coroner, and the benefits for the incoming State's Attorney, all of their terms to begin December 1, 2016. All three office holders are to be offered County insurance with $500 County contribution, but no stipend if they choose not to carry the County insurance. Roll call vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Watt moves seconded by Fulkerson to approve the monthly claims, as adjusted if necessary, and if sufficient funds are present. Roll call vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Watt moves seconded by Edwards to approve the Payroll Distribution Report as presented. Roll call vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Watt moves seconded by Edwards to approve the Demand Claims Report as presented. Roll call vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Technology Committee Chair Lindemann presented the minutes from the June 23, 2016, Committee Meeting.

A meeting with Terry Knowles, Executive Assistant Suzy Tate and Technology Committee Chair Lindemann is scheduled for July 6, 2016, at 10:00 a.m. to discuss VOIP options.

Motion by Draege seconded by Lindemann to approve all Committee Reports as presented/amended. Voice vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Correspondence

County Clerk Simmons informed the Board that Election Judge selections will be presented in July. Also, Election Judge Training is scheduled for October 10, 2016, at the City Park.

County Clerk Simmons authorized $10,000 from Revenue Stamps into General Corporate today.

A flyer from the Red Cross was distributed.

New Business

Motion by Edwards seconded by Marlow to approve Resolution 06-2016-02 re-affirming that "In God We Trust" is the official motto of the United States, and supports and encourages the public display of the National Motto throughout Jefferson County. Voice vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

No action was taken on the South Central Illinois Transit District's request or the Refund of County Property Tax on New Homes Incentive. More information is being compiled. These will be on next month's agenda.

Motion by Draege seconded by Damron to go into Executive Session at 7:42 p.m. to discuss Collective Bargaining, Negotiating Matters, and Pending Litigations per 5 ILCS 120/2(c)(1)(2)(3)(5)(6)(11)(12)(14). Roll call vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Motion by Draege seconded by Malone to come out of Executive Session at 8:25 p.m. Roll call vote. Motion Carried. (11 aye - 0 nay - 0 abstain)

Motion by Malone seconded by Lindemann to recess at 8:26 p.m. Voice vote. Motion Carried. (11 aye - 0 nay - 0 abstain)
